Many manufacturing companies are facing problems related to the initiation and management of collaborative manufacturing projects. Collaboration between small- and medium-sized enterprises (SMEs) enables business partners to share equipment, labour, and skill-sets to fulfil larger projects in Partner Network (PN). We define PN as a group of companies that work together to enhance the capabilities of each other. The start of a new project triggers the establishment of a Virtual Organisation (VO). In this research paper, we present the framework for Collaborative Project Management in VO that includes the following collaboration-process steps: project initiation, project-plan preparation, searching for a subcontractor, preparation of quotations, evaluation of PN proposals, project-proposal formations, PN-agreement elaboration, and project management. In the current paper, the authors suggest using the novel five level modeling approach for Collaborative Business Process (CBP) modeling. Authors are using the Value-Added Chain (VAC) and Event Process Chain (EPC) notations to design the CBP in the ARIS architect software that enables to visualize the inputs, outputs and relationships between high level and low-level business processes. Project management in a VO is more sustainable then in conventional supply chains due to the common tools that enable the measurement of project success in a unified way with the possibility of responding quickly to changed conditions.

Cooperation between independent Small and Medium Enterprises (SMEs) is crucial to be competitive in growing global business environment. Thus, it is vital for enterprise success to consider both IT and business aspects during the development of enterprise as well as considering cooperation with the Partner Network members. Collaboration enables companies to gain new competitive advantages and to excel the individual capabilities by focusing on their core-competencies. The paper examines technological and organizational complexity related to cross-border data exchange and communication among public entities, private sector and seniors on the platform called Silver Hub. We need to look at challenges raised while designing architecture and business cases supporting service provision within the silver economy domain. In this project we have identified the main obstacles related to creation of the sustainable business strategy for the collaborative platform during its development. It is relatively easy to create a sustainable software architecture for the platform. However, creating a sustainable business model is much more complex. In addition to the business plan, it also requires a well-thought-out architectural vision which responds to stakeholders’ requirements. A nation-level situation awareness (SA) system will facilitate the making of right decisions by serving the decision-makers with the information they need. In this paper, we show how the mapping of information flows between governmental institutions allows us to develop such a SA system and continuously improve it by optimizing the movements of information. To this end, we propose a systematization method for the various kinds of information flows, and explain how it helps to reduce their perceived heterogeneity.

This paper discusses some issues confronted in the design process of a system creating comprehensive situation awareness for a small country. We strive to merge the experience obtained in modelling and analyzing cyber-physical-social systems and the results published on situation awareness. For that, we develop a reasonably simple and efficient monitoring framework that enables to capture and analyze heterogeneous dynamic phenomena in a country. The final goal is to build a model for comprehensive situation awareness, which merges information from a feasible set of interoperable models, describing operation of country’s major institutions; and provides situational information for decision-makers at all required levels.

Abstract Effective Business/IT (BIT) alignment enables business organization to use information technology to achieve business objective more easily. In case of Partner Networks (PN), it appears through improved marketplace competitiveness, for certain organization through improved financial performance. In real world, there is always a gap between IT, business people and different companies belonging into PN, as the employees in the companies have differences in objectives, culture, mutual ignorance of others' knowledge etc. The result is a situation where cooperation in some extent is not so effective in PN as it was initially planned and which will influence the improvements in business value. The current article contributes to the BIT alignment in PN, analyzing if PN maturities influence the BIT alignment.

The concept of virtual organization (VO) challenges the way industrial production systems are planned and managed. Basically, a VO is temporary alliance of enterprises that come together to share skills and resources in order to better respond to business opportunities and are enterprises whose cooperation is supported by computer network. At the same time, the importance of information and communication technology (ICT) has been growing and has caused the situation where ICT functional area profoundly affects the organizational performance. The silver economy presents a vast realm of potential that has emerged as a consequence of pronounced demographic change specifically in the developed countries. There has been immense research and deliberation especially by the European Union (EU) and the Baltic Sea Region (BSR), to meet the challenges posed by the ageing population. The OSIRIS project is one such initiative to develop a collaborative digital platform which we call as the Digital Silver Hub (DSH) that aims to incorporate the quadruple helix actors (public sector, private sector, academic sector and the end-user) to facilitate the development of technological solutions for the silver economy. In this paper, an initial set of requirements is identified and, based on that, a consolidated concept of the platform is elaborated. In service of this, a total of 22 interviews have been conducted and analyzed using tool-based thematic analysis. Interviews were taken from the quadruple helix actors already involved in the project to help set a general scope and direction of the platform. Based on the results, the initial functionalities were identified which were then validated with the project partners and, therefore, led to groundwork to generate a plausible vision and mission statement for the platform.
