تعاظم دور التكتلات الاقتصادية كشكل من أشكال التعاون بين الدول، وذلك في سبيل الاستفادة المتبادلة ب... more تعاظم دور التكتلات الاقتصادية كشكل من أشكال التعاون بين الدول، وذلك في سبيل الاستفادة المتبادلة بين الموارد والخبرات التي تملكها الدول الأعضاء في كل تكتل من جهة، والوقوف في وجه المنافسة العالمية من جهة أخرى. وتعد المجموعات الاقتصادية الإقليمية في إفريقيا من بين هذه الجماعات التي عرفت انتشارا واسعا، والتي فضلت العديد من الدول الافريقية الانتماء إليها من أجل تجاوز صعوباتها وظروفها المتدنية خصوصا التي خرجت منها من الحروب والصراعات الداخلية. والهدف من هذه الدراسة هو تقييم وضعية ودرجة التكامل الذي حققته كل مجموعة من هذه المجموعات الإقليمية في إفريقيا، وذلك بالاعتماد على تحليل مؤشرات التكامل التي وردت في تقرير اللجنة الاقتصادية الإفريقية الذي صدر سنة 2016، والذي احتوى على أهم المؤشرات والعوامل التي تحكم وتحدد مدى التقدم في جهود التكامل الاقتصادي. وقد توصلت الدراسة إلى أنه رغم التاريخ الطويل لإنشاء معظم التكاملات الاقتصادية الاقليمية في إفريقيا، لم تصل في معظمها إلى تحقيق تكامل مالي واقتصادي كامل، حيث توقفت عند حدود السوق المشتركة عند تجمع CEA أو الاتحاد الجمركي عند تجمع CEADEAO، بينما لم تنطلق أغلب التجمعات الأخرى حتى في إنشاء منطقة تجارة حرة.
The role of economic blocs is growing as a form of cooperation between countries, that in order to make mutual use of the resources and expertise of the member states in each bloc in one hand, and to face the global competition on the other hand. The regional economic groups in Africa are among these widely known groups, which many African countries preferred to belong, in order to overcome their difficulties and low conditions, especially those came out from the wars and internal conflicts. The objective of this study is to assess the status and degree of complementarily and integration achieved by each of these regional groups in Africa, based on the analysis of integration indicators contained in the report of the African Economic Commission issued in 2016, which contained the most important indicators and factors that govern and determine the progress in the efforts of economic integration. The study found that despite the long history of the establishment of most of the regional economic integrations in Africa, most of them did not achieve full financial and economic integration, where they stopped at the common market limits at the CEA or the customs union at the CEADEAO, while most of the other blocks did not even start a free trade zone.
