Faced with pressures from governments and civil society, multinational enterprises (MNEs) have in... more Faced with pressures from governments and civil society, multinational enterprises (MNEs) have increasingly committed themselves to signing codes, charters and guidelines of good conduct developed, for instance, by the United Nations (the UN Global Compact), the Organization for Economic Cooperation and Development (OECD Guidelines for Multinational Enterprises), or multi-stakeholder initiatives such as the Kimberly Process (a joint governmental, industry and civil society initiative to stem the flow of conflict diamonds). The issue of how to implement such commitments requires abilities to engage external counterparts constructively and — equally important — the ability to convince actors within a MNE to agree to implement such codes of conduct. This article discusses the challenges of implementing the OECD Guidelines and proposes that MNEs consider appointing business diplomats, who the authors consider are best qualified to meet these complex but also increasingly important business challenges. Business diplomats are best qualified to nurture such a business culture that supports, leads and cajoles a MNE to orient its business activities towards an overall balance of diverse objectives and respect for obligations. These objectives and obligations are at times in opposition with each other, and at other times coalesce towards achieving a sustained business that is based on publically agreed criteria of good conduct.

The top priorities of the stakeholders involved in the shaping and negotiation process include poverty eradication, water sanitation, energy, economic growth, green growth, governance and employment. Current trends appear to favour a progression of the shaping and negotiation process which goes beyond the established MDG goals. However, factors such as population growth, pollution and poor allotment and distribution mechanisms place severe pressures on adequate and equitable water supply. The principle of universal and consistent access to clean water is a key part of the Millennium Development Goals and a major component of the post-2015 Sustainable Development Goals. Provision of water has to be efficient, sustainable, accessible and affordable for all – especially in developing countries. The water issue arises from the capacity of governments to expand water networks and maintain or improve infrastructure in order to supply water to their citizens and particularly to their most marginalised populations. In response, the discussion here contributes to the debate about whether and how water should and can be provided by governments only or with private and social sector participation. Four options are addressed, with a significant conclusion being that private sector participation in water provision necessitates rigorous public regulation to enforce standards and ensure adequate and affordable access to water resources.

Tourism is a significant contributor to GDP, employment and to the international appreciation of ... more Tourism is a significant contributor to GDP, employment and to the international appreciation of a country and its culture – regardless of its level of development. This policy analysis seeks to assist the Least Developed Countries (LDCs) in harnessing development opportunities by providing a comprehensive overview of existing international development instruments, i.e., Diagnostic Trade Integration Studies (DTISs) and their Action Matrices, Poverty Reduction Strategy Papers (PRSPs), and reviewing their alignment with the national tourism development strategies, investment policies and tourism related trade arrangements. The authors encourage the use of findings from this analysis by all actors and stakeholders engaged with trade facilitation activities in LDCs. In reviewing these key development policy documents, this in-depth analysis seeks to better equip LDCs to manage international policy advice provided by a multitude of international development partners. The ultimate objective of this work is to support their achievement of greater social and economic benefits through growth trade in tourism services. It is also hoped that this analytical report will enhance the coherence and complimentarity of tourism development advice proposed by the international community via drawing attention to policy gaps and implementation vacuums existing within the tourism supply and value chain.
