Ad un anno dal termine di un corso professionale, la formazione produce un incremento di probabilità di trovare lavoro pari a 4,1 punti percentuali, e di 7,7 punti percentuali dopo un anno e mezzo.

effects of public vocational training courses completed by unemployed in an Italian
region (Piedmont) in 2015. Using propensity score matching techniques we find a positive
causal effect of the training: one year after the end of the courses the employment rate
is about 14 percentage points higher in the treated group compared to the control group.
Estimated effects are heterogeneous being more effective the training courses enhancing specialized
competencies. Moreover, the impact of the program is higher for younger, short-term
unemployed, and those attending longer training courses. The effects do not vanish in the medium
term and the results have been proved to be robust to a list of sensitivity checks.

The purpose of this article is to draw attention to older workers (OWs) subjective engagement in working and learning in the manufacturing industry. Workplace learning (WPL) literature rarely considers the subjective side of learning from a cultural historical activity theory (CHAT) account.
Design/methodology/approach
The research adopts a CHAT influenced perspective: learning is a cultural and collective process and a dimension of activity. Subjectivity is conceptualized through the ideas developed by A. N. Leontiev. The design takes the form of multiple embedded case studies, within two companies which approximate two types of production strategies, mass production and flexible specialization. OWs were interviewed about their professional lives.
Findings
The subjective side of WPL is differentiated by the two types of production strategies. These strategies, together with other life experiences, create different opportunities for the OWs’ subjective engagement. Motives for WPL are linked to the needs for learning in the workplace, and to the ideal image that OWs have of their workplace.
Research implications /limitations
The theoretical framework requires an interdisciplinary study and leads to conclusive remarks which overcome the boundary of the educational field. More investigation is needed about the gender issue.
Originality/value
This study enlarges the view on WPL for OWs by using the concept of the “object of activity” to connect industrial practices and OWs’ subjectivities. This concept has been used to explore the motivational aspects of learning in an original way. The findings of this study will assist policy makers to better understand WPL and the production strategies implications supported through industrial policies.

The paper adopts ideas from cultural historical activity theory (CHAT) and social science debates... more The paper adopts ideas from cultural historical activity theory (CHAT) and social science debates about regimes of production to re-conceptualize learning in differentiated work contexts (i.e. Fordist and Post-Fordist). It argues for the centrality of the concept of object-oriented activity in investigating the issues of motivation, learning needs and learning process, and the concept of production strategies for defining the context of work. The focus is on older workers in the shop floor in the industrial sector in the north-west of Italy. The paper will explain how production strategies and their related work organizations play a role in the older workers’ engagement in learning at work. The underpinning ontological assumption of the single development of people and contexts in CHAT will be used to shed light on the subjective dimension in the individual’s learning engagement.

Emerge come le attività di formazione governate dalla Regione Piemonte diano luogo a benefici - in termini di maggiori probabilità di trovare occupazione - in misura più limitata per le persone che cercano lavoro da più tempo rispetto a coloro che lo cercano da un tempo più breve. Occorre pertanto approfondire la conoscenza della lunga disoccupazione e al contempo ideare interventi di formazione maggiormente personalizzati.

Th... more This case study analyses five alternating school-work projects in the North-West Italian area. The aim is to detect the enabling conditions to the success of these projects. The success is defined as having the characteristics required by the law 107/2015. At the base of the co-configuration of the projects with the external subjects and their significant integration in the standard didactic (characteristics required by the law) there are: good schools' relationship with their local communities; the ability in developing projects relevant to the youth; the presence of some teachers very interested in innovating the traditional didactic; people external to the schools who can see the potential of collaborating with schools. Moreover the case study reveals that that kind of projects is able to support a better understanding of the theoretical knowledge transmitted in the classrooms, showing that alternating school and work has a wider significance than providing orientation to students for their further professional choices. The study also highlights the issue of the soft skills and their assessment.

A partire dal quadro nazionale e regionale e dal riepilogo dei principali numeri dell’alternanza in provincia di Cuneo, lo studio illustra i risultati di un’ampia indagine diretta realizzata tra maggio e ottobre 2018 e rivolta a circa 1.200 allievi e 250 docenti di tutte le scuole secondarie di secondo grado della provincia di Cuneo. Il Quaderno tocca le questioni centrali e i nodi del dibattito sull’alternanza scuola lavoro, sui quali da alcuni anni si è focalizzata l’attenzione a livello nazionale: le attività svolte, i soggetti coinvolti, i giudizi sull’utilità, sul gradimento, sulla coerenza con il percorso formativo, sullo sviluppo di capacità e competenze. Lo studio evidenzia inoltre alcuni elementi distintivi dell’esperienza nella provincia di Cuneo, relativi alla progettazione, alla valutazione, agli effetti e alle criticità dell’alternanza.

This is an analysis of the population trends in Piedmont in the North-West of Italy, characterize... more This is an analysis of the population trends in Piedmont in the North-West of Italy, characterized by low fertility rate, ageing and foreign migration. The second part analyses those trends by using the generation approach. The main finding is that the Millennial generation contains all the main socio-demographic changes which are designing the future of the region. The study also highlights the emergent cleavage between Italian-born women and foreign-born women in terms of education, family status, unemployment, poverty. To this cleavage the poverty of a significant proportion of children is linked. The conclusion draws the attention to the necessity of policies to prevent the increasing social and economic inequalities in region as Piedmont.

In the European debate, the issue of older workers’ vocational learning is framed as one of updat... more In the European debate, the issue of older workers’ vocational learning is framed as one of updating skills, contrasting ageism, providing access to learning, supporting mobility, with limited attention to the issue of motivation or motives to learn when retirement is approaching. The chapter illustrates the view on older workers’ motives for workplace learning in different disciplines, from the psychology of work, to organizational studies, to educational gerontology, to educational sciences. Placing side by side the different disciplinary approaches highlights all the aspects of that issue and indicates that the dimension of the development of activities in which older workers are involved is neglected. The last part of the chapter focuses on a case of contextualized analysis in the industrial activities. It presents an attempt to hold a non-dualistic approach by connecting the older workers’ development to the development of the industrial enterprises in which they work. The aim is to show the importance of taking into account the activities in order to analyse the older workers’ motivation to learn. Motivation is conceptualized through the Cultural Historical Activity Theory (CHAT). This choice stems from the idea that individuals and contexts cannot be separated and that motivation to learn emerges in the relationship between work and the engagement that the older workers develop with it. Enlarging the view to include activities and their strategies leads to consideration of older workers’ vocational learning as a collective and social issue, and not as solely an individual one. This perspective brings about policy implications and needs for new business models for industrial production.
