Born in a poor farmer's family of southern district Koraput in Odisha is the youngest among the five children. After graduating from DAV College Koraput went to Jawaharlal Nehru University (JNU), New Delhi to earn MA, MPhil and PhD degree from the Centre for Political Studies, School of Social Sciences. After teaching Social Work for one year opted for the development sector, keeping in view his association with community for more than three decades. Besides having of community work experience of more than 30 years, has also proved to be an expert on the issues of child rights and child protection, having worked in NGO and government sectors for more than 17 years. He was associated with Save the Children as state focal point for child protection for more than 3 and half years, Sr. Technical Expert- Juvenile Justice in National Commission for Protection of Child Rights (NCPCR) for about six years and Program Manager in Centre for Education and Communication. India faces a difficult challenge in respecting its commitment to the world. There is no doubt th... more India faces a difficult challenge in respecting its commitment to the world. There is no doubt that attempts are being made to focus on the issues of Dalits and Adivasis. Central government and State governments have made specific programmes for dalits and adivasi groups and also some provisions in the budgetary allocations. But it is yet to be seen how adequate these allocations or supports are. The Government of India report on Millennium Development Goals does mention here and there about the Dalits and Adivasis, but hardly addresses the need of dovetailing the developmental programme to achieve these goals. Though India Country Report on MDGs says that India is currently ‘on track’ in terms of eradicating extreme poverty and hunger with sustainable access to safe drinking water in the country and basic sanitation in urban areas, but it is also important that whether Government this is also true for Dalits and Adivasis.

Is it not the moral responsibility of the state to ensure food and shelter for its citizens? When the food stocks in Food Corporation godowns are rotting, why not the belly of the starved be filled with it? Does Right to Food not include in the Right to Life under Article 21? The failure of state in providing basic necessities to its citizens is a violation of Human Rights. And pity that the recent starvation deaths in Orissa are a man-made incidence because of state’s inaction and irresponsibility.

The Sustainable Development Goals further included Gender Equality as Goal 5, setting target for 2013. As per the statistics available from the State of the World’s Children 2017, India ranks 53 in under-5 child mortality. It reveals that in 2016 the under-5 mortality rate was 43 (male 42 and female 44).
