Gianluigi Viscusi obtained a Master's degree (Laurea Vecchio Ordinamento) in Philosophy (2001) from the University of Milano (supervisor Prof. Carlo Sini) and a Ph.D. (2007) in Information Society from the University of Milano-Bicocca (supervisor Prof. Giorgio de Michelis - tutor Prof. Carlo Batini).

His research interests include information systems planning and business modelling, public policy and technology Innovation, e-Government, information quality and value, service management and engineering, social study of information systems. Currently, his research focuses on the following topics:

Assessing Social Value in Open Data Initiatives: A Framework

Open data initiatives are characterized, in several countries, by a great extension of the number... more Open data initiatives are characterized, in several countries, by a great extension of the number of data sets made available for access by public administrations, constituencies, businesses and other actors, such as journalists, international institutions and academics, to mention a few. However, most of the open data sets rely on selection criteria, based on a technology-driven perspective, rather than a focus on the potential public and social value of data to be published. Several experiences and reports confirm this issue, such as those of the Open Data Census. However, there are also relevant best practices. The goal of this paper is to investigate the different dimensions of a framework suitable to support public administrations, as well as constituencies, in assessing and benchmarking the social value of open data initiatives. The framework is tested on three initiatives, referring to three different countries, Italy, the United Kingdom and Tunisia. The countries have been selected to provide a focus on European and Mediterranean countries, considering also the difference in legal frameworks (civic law vs. common law countries).

Accordingly, their ability to innovate is increasingly linked to the capacity to innovate through information and communication technologies (ICTs). This article investigates the role of information systems (IS) as a key factor for innovation capacity. To this end, the article discusses an interpretive framework for understanding the degree of capacity of innovation through information systems (IS) reached by a given company and the contradictions that bound its evolution. An interpretive study is also presented, where the framework has been applied to seven French companies from various industries. Consistently with the framework, the interviews address process areas and practices related to three core categories: management, innovation engineering and support. The study reveals seven fundamental contradictions that can explain the main tendencies observed across the companies.

It argues that the use of conceptual schemas may provide an effective understanding of public sector information assets, and how they might be used to satisfy the needs of constituencies, thus having a public as well as social value. The article first defines the information assets of public administration, and goes on to consider the role of conceptual modeling for eliciting social value with regard to open data, using as a case study open data concerning hospitals in the United States, Canada, and Italy. An interpretive framework is outlined to support public managers for choosing the data sets to be “opened,” thereby exploiting public sector information assets under a social value perspective.

In this article, we explore the use of hackathons and open data in corporations' open innovation ... more In this article, we explore the use of hackathons and open data in corporations' open innovation portfolios, addressing a new way for companies to tap into the creativity and innovation of early-stage startup culture, in this case applied to the food and nutrition sector. We study the first Open Food Data Hackdays, held on 10–11 February 2017 in Lausanne and Zurich. The aim of the overall project that the Hackdays event was part of was to use open food and nutrition data as a driver for business innovation. We see hackathons as a new tool in the innovation manager's toolkit, a kind of live crowdsourcing exercise that goes beyond traditional ideation and develops a variety of prototypes and new ideas for business innovation. Companies then have the option of working with entrepreneurs and taking some the ideas forward.

Notwithstanding that both state- of-the-art researchers and practitioners consider information as a fundamental asset, there is actually no consensus on what are the determinants of information value, particularly with regard to the increasing number of data available through digitalized processes and services. The model is applied to a case study comparing two information management projects for the improvement of core business processes of a global manufacturing company based in Italy.

Purpose: To offer a-necessarily non-exhaustive-analysis of the meaning and significance of the no... more Purpose: To offer a-necessarily non-exhaustive-analysis of the meaning and significance of the notion of a complex system for research on the Business Model (BM). Design/Methodology/Approach: Conceptual paper Findings: Drawing from early research in complexity and debates that have inspired work in General System Theory, system thinking and cybernetics, we identify four insights, notably i) modeling of complex systems, ii) interdependencies, iii) nested hierarchies and iv) information processing that, we contend, have the potential to shed light on novel possibilities for understanding BMs. We offer an analysis. Research Limitations/Implications: Limitation: exclusive focus on early interpretation of the notion of complexity as referring to a characteristic of a system. The paper does not explore the implications of the more modern understanding of complexity as referring to the 'behavior' of a system (complex system vs. complex behavior) Practical Implications: we may be attempting to represent a system which is very complex, the BM and the organization behind it, at the level of the anatomy, only reflecting its main components. This is subject to inherent limitations. Originality/Value: To show that, within the line of inquiry understanding the business model (BM) as some reality existing at the level of the firm, a BM may resemble what students of complexity refer to as a complex system. To explore the meaning and significance of the notion of complexity and of a complex system for research on the BM.

The framework adopts a service reuse perspective and it is made up of i) a model for the representation of a repository of services, ii) a model for the definition of a service portfolio representing current production lines of a service provider organization, iii) a set of metrics for service portfolio evaluation, and iv) a tool supporting managers in decision making for the achievement of design objectives. The proposed metrics and the tool are supposed to allow decision makers to get an improved view of the service design process. Furthermore, the framework supports managers in decision making for the achievement of production objectives as well as operational strategies, resulting in potential reuse initiatives, likewise. To provide evidence of the impacts of the proposed framework, experimental activities are discussed focusing on a real life case study, referring to an Italian small size service provider.

The aim is to support a unified perspective to the reverse engineering process of both data and software. At the state of the art, indeed, many methods, techniques, and tools for software reverse engineering have been proposed to support program comprehension, software maintenance, and software evolution. Other approaches and tools have been proposed for data reverse engineering, with the aim, for example, to provide complete and up-to-date documentation of legacy databases. However, the two engineering communities often worked independently, and very few approaches addressed the reverse engineering of both data and software as information system&#39;s constituencies. Hence, a higher integration is needed to support a better co-evolution of databases and programs, in an environment often characterized by high availability of data and volatility of information flows. Accordingly, the approach we propose leverages the detection of object-relational mapping design patterns to build a conceptual schema of the software under analysis. Then, the conceptual schema is mapped to the domain model of the system, to support the design of the evolution of the information system itself. In the past few years a new actor, who is playing an increasingly important role in ranking ideas... more In the past few years a new actor, who is playing an increasingly important role in ranking ideas and the scholars who share them, has emerged: the TED organization. While debate has surrounded popular academic research output rankings such as, impact factor, h‐index, Times Higher Education Ranking and Google Scholar, the TED Talk phenomenon does not seem to have garnered the same amount of interest. We argue that TED talks can be seen as a social form of ranking which specifically affects higher education and potentially research and innovation through decisions on what to invest in next. The TED organization then becomes a gatekeeper in the production and the cultural valuation of symbolic goods and social practices, especially with regard to research and innovation worth spreading. In this chapter we attempt to demonstrate how the TED ecosystem is a marketplace for ideas. By applying the concepts of recognition, valuation and signaling, we show how the TED ecosystem functions as both a means of gaining recognition for speakers and their ideas, but also provides a means of ranking those ideas and projects by signaling their importance by inclusion in the curated collection of talks accessible on the TED website.

Three’s a Crowd?

According to conventional wisdom on crowdsourcing, the number of people defines the crowd and max... more According to conventional wisdom on crowdsourcing, the number of people defines the crowd and maximization of this number is often assumed to be the goal of any crowdsourcing exercise. However, some structural characteristics of the crowd might be more important than the sheer number of participants. These characteristics include (1) the growth rate and its attractiveness to members, (2) equality among members, (3) density within provisional boundaries, (4) goal orientation of the crowd, and (5) “seriality” of the interactions between members. Therefore, a typology is proposed that may allow managers to position their companies’ initiatives among four strategic types for driving innovation: crowd crystals, online communities, closed crowds, and open crowds. Incumbent companies may prefer closed and controlled access to the crowd, limiting the potential for gaining results and insights from fully open crowd-driven innovation initiatives. Thus, the effects on industries and organizations by open crowds are still to be explored.
