കമ്പോഡിയയുടെ തലസ്ഥാനവും രാജ്യത്തെ ഏറ്റവും വലിയ നഗരവുമാണ് നോം പെൻ (/pəˈnɔːm ˈpɛn/ or /ˈnɒm ˈpɛn/.മെകോങ് , ബസാപ് നദികളുടെ കരയിൽ സ്ഥിതി ചെയ്യുന്ന നോം പെൻ ഫ്രഞ്ച് ഭരണകാലം മുതൽതന്നെ കമ്പോഡിയയുടെ തലസ്ഥാനമായി അംഗീകരിക്കപ്പെട്ടിട്ടുണ്ട്.ഏഷ്യയുടെ മുത്ത് എന്ന് അറിയപ്പെടുന്ന നോം പെൻ ഇന്തോ-ചൈന മേഖലയിലെ ഏറ്റവും മനോഹരമായ നഗരങ്ങളിലൊന്നായാണ് അറിയപ്പെടുന്നത്[6] .നഗരമധ്യത്തിലായി സ്ഥിതിചെയ്യുന്ന വാറ്റ് നോം ക്ഷേത്രത്തിന്റെ പേരിൽ നിന്നുമാണ് നഗരത്തിന് ഈ പേർ ലഭിച്ചത്.1434ൽ സ്ഥാപിതമായ ഈ നോം പെൻ ഇന്ന് ലോകപ്രശസ്തമായ ഒരു ടൂറിസ്റ്റ് കേന്ദ്രം കൂടിയാണ്.ഫ്രഞ്ച് കോളനിവൽകരണത്തിന്റെ ശേഷിപ്പുകൾ ഇന്നും ഈ പുരാതനനഗരത്തിൽ കാണുവാൻ കഴിയും.

2008 സെൻസസ് അനുസരിച്ച് നോം പെൻ നഗരത്തിലെ ജനസംഖ്യ 2,009,264 ആണ്[7].നഗരത്തിലെ ജനസംഖ്യാവളർച്ച 3.92 % ആയി കണക്കാക്കുന്നു.നഗരജനസംഖ്യയുടെ 90 ശതമാനവും പ്രാദേശികവാസികളായ ഖെമ്രുകളാണ്. വിയറ്റ്നാം,തായ്ലന്റ്,ചൈന എന്നിവടങ്ങളിൽനിന്നുള്ളവരും ഇവിടെ താമസിക്കുന്നു.നഗരവാസികളിലേറെയും ബുദ്ധമതവിശ്വാസികൾ ആണ്. പ്രാദേശികഭാഷയായ ഖെമ്ർ തന്നെയാണ് ഔദ്യോഗികഭാഷയെങ്കിലും ഇംഗ്ലീഷ്, ഫ്രഞ്ച് ഭാഷകളും ഇവിടുത്തുകാർ സംസാരിക്കാറുണ്ട്.

തെക്കൻ കമ്പോഡിയയിലെ കാണ്ടൽ പ്രവിശ്യയിലാണ് നോം പെൻ നഗരം സ്ഥിതി ചെയ്യുന്നത്.മെകോങ്,ബസാപ് നദികളും ടോൺ സ്ലേ തടാകവും നഗരത്തിലേകാവശ്യമായ ജലം നൽകുന്നു.സമുദ്രനിരപ്പിൽനിന്നും 12 മീറ്ററോളം ഉയരത്തിലായാണ് സ്ഥിതി ചെയ്യുന്നതെങ്കിലും മഴക്കാലത്ത് മെകോങ്,ബസാപ് നദികൾ കരകവിയുന്നത് നഗരജീവിതത്തെ ബുദ്ധിമുട്ടിലാക്കാറുണ്ട്[8].സവേന മെഖലയായ ഇവിടെ സെപ്തംബർ-ഒക്ടോബർ മാസങ്ങളിൽ കനത്തമഴയും ജനുവരി-ഫെബ്രുവരി മാസങ്ങളിൽ കൊടും വരൾച്ചയും അനുഭവപ്പെടാറുണ്ട്.
