Sustainable development has clearly taken on a global dimension, even if in recent years it has i... more Sustainable development has clearly taken on a global dimension, even if in recent years it has increasingly been acknowledged that there is a close mutual interaction between local and global processes. Politicians, economists and practitioners have realised that regional differences and particularities have become very important for building a people‐based development which is not only goods‐based. Thus, some new keywords for endogenous self‐sustainable development are: networks, knowledge and local milieux. The integration of sustainable development aspects in spatial planning, territory governance and development has become stronger and stronger, combined with a spread of local knowledge and the preservation of both the cultural and environmental heritage. This paper considers all these factors and tries to explain these types of relationships, starting from the idea of city network as a basis for global competition, and moving on towards discussing the role of universities and scientific parks as institutions for knowledge production and dissemination. Finally, the important role of cultural heritage in a territory is investigated, as tool for building a culture‐based growth that should increase social cohesion, local identity and equity. Although largely descriptive, this analysis is of special use to those teaching courses in the fields of architecture, planning and civil engineering, where a broader knowledge of city networks offers a more solid basis upon which awareness of sustainability may be built.

Italy is experiencing the great development of cycling infrastructures, and the related plans, in line with sustainability objectives, have the task of examining users in various aspects. The purpose of this study is to examine users’ criteria based on perceptions of the landscape in the presence of cycling infrastructures and to analyze the current infrastructures and understand their alignment with sustainable plans. One of the multiple-criteria decision analysis (MCDA) methods based on fuzzy comprehensive evaluation (FCE) was utilized, and it entails identifying the factors that constitute an index and assessing the priority of these factors in relation to other components. The loss of ecosystem services contributes to food and energy uncertainty, increases vulnerability to natural disasters, such as floods or tropical storms, decreases the level of health, reduces the availability and quality of water resources and affects cultural heritage. This study has conducted a quantitative estimate of ecosystem services and their evaluation for a wide, complex and sensitive area: The National Park of Cilento, Vallo di Diano and Alburni, in Southern Italy. Il contributo intende soffermarsi sul caso del sito UNESCO “Pompei, Ercolano e Oplonti” e della s... more Il contributo intende soffermarsi sul caso del sito UNESCO “Pompei, Ercolano e Oplonti” e della sua buffer zone, iscritto nella World Heritage List a partire dal 1997 per la sua condizione di eccezionalita culturale, artistica e scientifica. Nel 2014 il Ministero dei Beni Culturali ha elaborato una nuova versione del piano di gestione del sito, per assicurare una piu efficace tutela dei valori eccezionali ivi riconosciuti. L’aggiornamento ha previsto anche l’estensione della buffer zone ad un’area vasta e complessa e densamente popolata. Per quest’area e in corso di redazione un piano strategico di sviluppo, i cui obiettivi sono in apparente contraddizione con quelli del piano di gestione. Si propone pertanto, un modello di valutazione integrato caratterizzato da un approccio endoformativo delle scelte di piano, in grado, quindi, di ricomporre i conflitti tra conservazione e sviluppo. Lo sviluppo tecnologico nei settori delle comunicazioni e della mobilità hanno modificato il conc... more Lo sviluppo tecnologico nei settori delle comunicazioni e della mobilità hanno modificato il concetto di contiguità, nel senso che la prossimità territoriale non è l’unica possibile. La diffusione di tecnologie come la stampa 3D e lo sviluppo di nuove modalità trasportistiche, consentiranno una connessione sempre più concreta fra territori distanti fra loro, ma tematicamente più affini, rispetto ad altri geograficamente più vicini. Ciò cambia l’impostazione della pianificazione, giacché amplia il quadro delle relazioni: i territori possono addirittura beneficiare di una collocazione geografica non contigua per rendere complementari ed olistici i processi.
Questa dimensione “transcomunale” trova fattiva applicazione nella pianificazione di territori a rischio quali i Comuni delle due Zone Rosse del Napoletano, per i cui abitanti è previsto il trasferimento in altri territori attraverso la costituzione di gemellaggi fra località a rischio e località ospitanti.
Il paper illustra una proposta di metodo, elaborata nell’ambito della redazione del PUC di Torre del Greco, il cui obiettivo principale è quello di individuare le caratteristiche ottimali di localizzazione della cittadinanza e delle attività per la scelta dei territori da gemellare, a partire dall’analisi tematica delle caratteristiche economiche, culturali e sociali.
Una volta valutate le potenzialità e le vocazioni dei territori a rischio (mappatura socio-economica), il passo successivo sarà la scelta di un territorio ospitante capace di legarsi in modo integrato e sinergico.
Si tratta di una pianificazione “antifragile”, che adotta deliberatamente il rischio –imprevedibile- come possibile leva di sviluppo, ammettendo la possibilità di un miglioramento a causa di una perturbazione del sistema e persino di una catastrofe.
