Along with the expansion of Open Data and according to the latest EU directives for open access, the attention of public administration, research bodies and business is on web publishing of data in open format. However, a specialized search engine on the datasets, with similar role to that of Google for web pages, is not yet widespread. This article presents the Online Data Integration Network (ODINet) project, which aims to define a new technological framework for access to and online dissemination of structured and heterogeneous data through innovative methods of cataloging, searching and display of data on the web. In this article, we focus on the semantic component of our platform, emphasizing how we built and used ontologies. We further describe the Social Network Analysis (SNA) techniques we exploited to analyze it and to retrieve the required information. The testing phase of the project, that is still in progress, has already demonstrated the validity of the ODINet approach.

The Bizerte conflict occurred in July 1961 when Tunisia imposed a blockade on the French naval base at Bizerte,  hoping to force its evacuation and gain the complete sovereignty of its territory. The crisis culminated in a three-days "miniature war" between French and Tunisian forces that left some 630 Tunisians and few French dead. France ceded the naval base to Tunisia only in 1963, when it was strategically useless.

Much has been written and discussed about the birth and development of the French nuclear force of deterrence (the so-called Force de Frappe), but very few studies are dedicated to the 17 nuclear atmospheric and underground experiments conducted by the French Fifth Republic from 1961 to 1966 in the Algerian Sahara, that led France in the inner circle of the nuclear powers. This article focuses on the reasons why the French military and political establishment decided to use Algerian Sahara as a nuclear test site, while Algerian war of independence was still going on, and to the human and environmental legacy of such experiments, that were carried out mostly with amateurish security measures and sometimes even using soldiers as unaware guinea-pigs.

In 1985 between Burkina Faso and the Republic of Mali erupted fought a short, but bitter war about the Agacher Strip. The conflict was resolved with the intervention of the Hague Court, which could rule for the first time on the basis of th Uti Possidetis principle.

Gli eventi che dal gennaio 2011 sono avvenuti nell’area geopolitica del MENA, ossia Middle East-North Africa, hanno riportato l’interesse, anche del pubblico non specializzato, sul Maghreb, regione generalmente ritenuta meno rilevante rispetto al Vicino Oriente e alle sue problematiche internazionali. Eppure quel complesso fenomeno ormai
comunemente conosciuto come le “Primavere arabe” è sorto proprio in uno Stato del Maghreb considerato agli occhi dell’Occidente il più stabile, stupendo tutti gli studiosi e confermando le peculiarità di una regione che per i più era stata sino a quel momento trascurabile o comunque destinata alla perpetua staticità. Il volume ripercorre le
vicende storiche e politico-istituzionali, a partire dal raggiungimento delle indipendenze sino alle rivolte arabe, dei cinque paesi che compongono il Maghreb (Algeria, Libia, Marocco, Mauritania e Tunisia), più la contestata regione del Sahara Occidentale, con particolare attenzione dedicata al ruolo giocato da attori quali leader carismatici, partiti politici, militari, sindacati, etnie, tribù e movimenti islamici, trattando altresì i mutamenti costituzionali intervenuti tra il 2011 e il
2016 nella maggior parte delle nazioni maghrebine. Una analisi che risulta imprescindibile per comprendere a fondo i recenti sviluppi nella regione nordafricana la cui caratteristica principale è quella di essere un multiforme e eterogeneo complesso di realtà assai diverse e con distinti percorsi storici, difficilmente accomunabili tra di loro.

Cape Spartel is the northernmost point of Morocco and an important landmark near the Strait of Gibraltar. In 1865 a group of nations decided to build the construction of a lighthouse that  was visible from the western entrance to the Strait as well as from the Rock of Gibraltar. This was one first example of international cooperation in Africa.

Dal maggio al settembre del 1939 Unione Sovietica e Giappone si affrontarono su uno sperduto e desolato altopiano della Mongolia in una cruenta guerra non dichiarata che vide l’impiego di decine di migliaia di uomini e centinaia di carri armati e aerei. Quello che fu poi eufemisticamente chiamato “Incidente di Nomonhan” fu completamente ignorato dall’opinione pubblica e dalle maggiori governi dell’epoca non solo per l’isolamento geografico del campo di battaglia o l’imminente inizio della Seconda guerra mondiale, ma soprattutto per la cortina di segretezza che sia Mosca che Tokio fecero calare su questo episodio. Tuttavia, dal punto di vista strategico e tattico, Nomonhan ebbe delle pesanti ripercussioni sulle decisioni dell’Unione Sovietica e dell’Impero giapponese sullo svolgimento del secondo conflitto mondiale.

The issue of capital punishment in the Kingdom of Morocco: between tradition and abolition.The last execution in Morocco occurred on August 9, 1993. Since then, an informal moratorium has come into force in the Kingdom of Morocco. Moroccan lawmakers, despite the indisputable steps taken in the democratic adaptation of the institutions to democracy, seem to hesitate to put into effect what would be a truly historic decision: the abolition de jure of death penalty. The article wants to shed lights on the reasons why.

In 1949 the Bevin-Sforza compromise did not get the two-third majority for just one vote in the general Assembly of the United nations. It was the end of the Italian dream to stay in Africa after the treaty of peace. This “missing vote” had been the vote of the Republic of Haiti, represented by its ambassador Émile Saint-Lôt. If Haiti had voted with the rest of the Latin American States on Tripolitania, the resolution would have had a good chance of success. The reasons of the contrary vote are still not completely clear. This article tries to shed light on the reason of the contrary vote and the role of Haiti in the Italian decolonization discussed in the General Assembly.

L’annosa disputa che ha opposto l’Italia e la Tunisia per la pesca, nello specchio di mare del Canale di Sicilia a sud-ovest dell’isola di Lampedusa, è un tema che è stato largamente esplorato, soprattutto dalla letteratura di carattere giuridico. Tuttavia, questo spinoso problema non è mai stato studiato in profondità il punto di vista storico con il relativo comportamento della diplomazia italiana. La recente apertura di alcuni fondi dell’Archivio Storico-diplomatico della Farnesina ha reso possibile gettare nuova luce sulle dinamiche politiche che costrinsero la Repubblica italiana a rimanere ostaggio delle pretese, più o meno legittime, della Tunisia di Bourguiba. L’esame della documentazione diplomatica dall’anno dell’indipendenza tunisina sino al 1965 ha infatti rivelato interessanti aspetti della questione, tra i quali senza dubbio la circostanza che la pesca è stata un elemento non svincolato, ma anzi, a volte strettamente connesso con il più amplio spettro delle relazioni internazionali tra Tunisi e Roma. La problematica della pesca quindi come riverbero di altri dissidi, oppure strumento usato dal paese maghrebino come strumento di pressione per ottenere concessioni che difficilmente avrebbe ottenuto, oppure velocizzare iter legislativi relativi ad accordi bilaterali bloccati al parlamento italiano.

North African nations, especially Egypt, Algeria, and Morocco, have been heavily affected by COVID-19 if compared to other African countries. Governments in North Africa took proactive legal measures to manage the virus threat, safeguarding population health, but also triggering repressive and invasive mechanisms that in some cases jeopardized basic freedoms and rights. This work will analyze comparatively the anti-COVID-19 legislations, pointing out how the legislative measures mirrored the level of transition of democracy, the opacity of some regimes, exploitation of the pandemic to foster repressive control, and highlighting the weakness of new democratic institutions unprepared to balance health security and democracy.
