This study examines the place of surplus-receivers in the waqf institutions through their contrib... more This study examines the place of surplus-receivers in the waqf institutions through their contribution to the philanthropy and the political economy of the 16th-17th century Ottoman Empire. The study specifically focuses on surplus-receivers to reveal who they are, what their place and importance in the waqf, how and on which base they were assigned to these duties and how they can be interpreted in the context of the philanthropy by the examination of mainly the registers of zevāid-horān and waqf account books. As complementary sources, the şer’iyye sicils (court registers), waqfiyye (foundation deed) and mühimmes (registers of important affairs), tevcihs (officials document of assigning a duty), arz-ı hal (petition) are analyzed. The examination and analysis of the sources set forth that the surplus-receivers were composed of variety of people, from poor to the (retired) high-ranking officers and they got payment from the budget surplus of the waqf though they were not stipulated ...

Bu amacla Sykes’in kisisel notlari ve yayinlari icerdikleri farklar karsilastirilacak, boylece farkli metinlerinde Sykes’in Oryantalist dusunce yapisi ve Ortadogu’ya dair ilk izlenimlerini nasil belirdigini kavramak mumkun olacaktir. Edith Violet Sykes (1872-1930) is an undiscovered character in the historiography of travel liter... more Edith Violet Sykes (1872-1930) is an undiscovered character in the historiography of travel literature. She is the wife of a British agent and diplomat Sir Mark Sykes, who was renowned for his deeds in the Middle East and the Sykes-Picot Agreement. She is actively engaged in politics, establishing Chaldean Relief Committee for Armenian and Assyrian populations, and criticizing the violence in Ireland. Her travel notes in 1906 in the Ottoman Middle East shed light on her Orientalist mindset, the construction of East vis-à-vis the West, and how Victorian-born woman approaches this land and its people. In that sense, the purpose of this article is multifarious: First, this study will be the initial and detailed presentation of the unpublished travel notes of Edith Sykes. Secondly, the different assets of the Ottoman Middle East such as rivalry among the tribes, people's living, and political disturbances will be discerned through the British woman whose narration aids with the transition of events into political discourse.

The fundamental purpose of Britain was to control his colonies in the Middle East and protect his... more The fundamental purpose of Britain was to control his colonies in the Middle East and protect his interests in the regions at the end of the 19th and the beginning of the 20th centuries. Thus, all knowledge production activity was valuable. The legitimate ground of the imperialist policies was formed by the knowledge production through which political and economic policies emerged. The salient channels of knowledge production became the societies and the institutions conducting archaeological, historical, and ethnographic studies and the agents were the providers of information flow related to the Middle East. One of the agents with this mission was Mary Sykes, who was one of the signatories of the Sykes- Picot Agreement. Thus, research will focus on Mark Sykes’s travel, in which he visited Ankara and Inebolu in 1905, as a reflection of Britain’s imperialist policy. His categorization of people was the projection of Western superiority in the orientalist context. In addition, Sykes exposed his political and anthropological observations in the scope of intelligence gathering. He also reveals his thoughts on Anglo-Ottoman relations. Thus, this study will examine the knowledge production of Britain in the Middle East over the travel of Mark Sykes and reveal the significance of anthropological inspections and socio-economic developments in Britain's orientalist and imperialist context.

The purpose of this study is to explore Mark Sykes's experiences as a traveler and how they shape... more The purpose of this study is to explore Mark Sykes's experiences as a traveler and how they shaped his attitude towards Britain and the Middle East. Renowned for his contribution to the partition of the Ottoman Empire via the Sykes-Picot Agreement of 1916, this study examines his early observations of the Middle East and his relation to the political agenda of Ottoman-British relations. Sykes's private notes and his publications will be compared for differences enabling us to discern how his two texts reveal his Orientalist mindset and early impressions of the Middle East. With reference to archival sources, this study helps us to understand how Sykes's opinions developed and were formative in the political agenda of the Middle East.

Son yıllarda genel olarak düşünce tarihçiliğinde, özel olarak da siyasal düşünce tarihçiliğinde k... more Son yıllarda genel olarak düşünce tarihçiliğinde, özel olarak da siyasal düşünce tarihçiliğinde kanon(lar)a, yerleşik düşünce, zihniyet ideolojik kategori ve varsayımlarına ciddi itirazlar yükseltilmiştir. Batı merkezci, erkek egemen yaklaşımınürünü olan “büyük entelektüel”, filozof ve sistem kurucu düşünürlerle ezeli/öncesiz (hatta tarih üstü) kabul edilen siyasal-felsefi düşünce, tartışma ve ideolojilere odaklanan klasik yaklaşım, yerini kanon karşıtı, çoğulcu, eşitlikçi, demokratik ve küresel siyasal düşünce tarihine bırakmaya başlamıştır. Klasik siyasal düşünce tarihçiliğinin yöntem ve varsayımlarına -kanonik temayüllere- disiplinin kendi içinden görece erken bir tarihte, 1930’larda başlayan başkaldırı, 1960’lardan sonra artan bir ivmeyle Quentin Skinner, J. G. A. Pocock, J. W. Burrow, John Dunn, Donald R. Kelley, Christopher Hill, Ellen M. Wood, Joan W. Scott, Stefan Collini, David A. Hollinger, Siep Stuurman ve Antonis Liakos gibi düşünce tarihçileri tarafından revizyona tabi tutularaksadece belirli “büyük” düşünürlerin metinlerini konu alarak bağlamlarından koparılmış “önemli” fikir, düşünce ve “-izm”leri asli konusu olarak benimseyen siyasal düşünceler tarihi kanonunun (corpus) aşılmasında önemli katkıları olmuştur.
Bu süreç/meydan okuma; kanonların doğalarından dolayı “Batı” dışında farklı bir yoldan ilerledi. Batı-merkezci düşünce ve zihinsel varsayım ve tahakkümler, farklı coğrafya ve düşünsel geleneklerden gelen Frantz Fanon, Edward W. Said, Sanjay Subrahmanyam, Prasenjit Duara, Dipesh Chakrabarty ve Andrew Sartori gibi yazarların öncülüğünde “taşralaştırılmaya” ve böylelikle Batı-dışı tarihsel farklılık ve siyasal düşünce ve fikirlerin yeni, eleştirel ve bağımsız tarihleri ile aşılmaya başlanmıştır. Bu disiplinlerdeki metodolojik ve epistemolojik değişim ile bu küresel değişimin ürünü olan revizyonist çalışmalar akademide ve akademi dışında geniş kitlelere ulaşmıştır.
Dünyadaki bu gelişmelerin aksine, Türkiye’de kanon üzerine yapılan tartışmaların edebiyat alanıyla sınırlı kaldığını, düşünce tarihçiliğinde kanon ve kanonlaşmanın, karşı-kanonun ve alternatif kanonların tespiti ve revizyonist bir değerlendirmeye tabi tutulması konusunda sessizliğin sürdüğünü söyleyebiliriz.
Bu sempozyum, kanon düşüncesi ve kanonlaşmanın, düşünce tarihi disiplinlerindekiyeri, önemi, doğası ve genel karakterlerini ortaya koymayı; kanonik figür, metin ve kanon(lar)ın oluşması, yaygınlaşması ve yeniden üretiminde etkili olan kurum, kuruluş,akademik önkabul, varsayım, düşünsel kalıp ve ezberlerini tarihselleştirmeyi, dolayısıyla da bu konudaki akademik durağanlığı sonlandırarak kanon(lar)ın süregelen etkisini ve düşünsel tortularının muhasebesini yapmayı amaçlamaktadır.
