No bojo da proposta das Soluções baseadas na Natureza (NbS) está a noção de que, mediante a ação... more No bojo da proposta das Soluções baseadas na Natureza (NbS) está a noção de que, mediante a ação dos próprios elementos da natureza, seria possível mitigar os estragos causados pela ação humana no planeta. Celebrada na COP 26 do clima e em outros espaços da governança ambiental global, a abordagem é majoritariamente centrada em mecanismos de mercado e de compensação (offsetting), levantando preocupações em ser mais uma falsa solução. A efetividade das NbS para o enfrentamento da crise climática e da perda de biodiversidade está longe de ser um consenso, evocando narrativas e posicionamentos distintos por parte de diferentes atores da sociedade. Este estudo tem como principais objetivos abordar o que são as NbS, apresentar como essa proposta vem sendo articulada em meio às negociações de clima e biodiversidade, apontar como as corporações vêm se apropriando da abordagem e utilizando como parte de suas metas voluntárias, assim como mapear as principais narrativas críticas em relação ao tema.

Angesichts der engen Verflechtung wirtschaftlicher, umweltpolitischer und sozialer Problemstellungen ist es dabei unerlässlich, die Zusagen einzelner Staaten im Rahmen der Wachstumsstrategie der G20, mit denen der Agenda 2030 und den darin genannten globalen Nachhaltigkeitszielen (SDGs) und jenen aus dem Übereinkommen von Paris abzustimmen. In diesem Papier wird untersucht, inwieweit Brasiliens Zusagen im Rahmen seiner nationalen Wachstumsstrategie gegenüber der G20 kohärent und kompatibel sind mit den Zusagen an die Vertragsstaaten des Pariser Klimaabkommens, vor allem in Hinblick auf die national festgelegten Beiträge (Nationally Determined Contributions, NDCs) sowie mit den Zusagen im Rahmen der Agenda 2030 und den darin formulierten Zielen für nachhaltige Entwicklung. Poverty, inequality and the challenges arising from climate change require a high level of cooper... more Poverty, inequality and the challenges arising from climate change require a high level of cooperation and joint efforts at the state level, demanding an effective participation in international arenas such as the G20 and the United Nations. Coherence of commitments made by G20 members in their Comprehensive Growth Strategy, the Agenda 2030 on Sustainable Development Goals (SDGs) and the Paris Agreement on Climate Change are imperative, given the strong interrelation between economic, environmental and social issues. This paper analyzes the coherence of Brazilian commitments on addressing climate change and fostering development in these international arenas: its commitments at the G20 as laid out in Brazil's Comprehensive Growth Strategy; its commitments to the signing Parties of the Paris Agreement on Climate Change, especially Brazils' Nationally Determined Contributions (NDCs); and its commitment to implement the SDGs established in the Agenda 2030. A compensation mechanism could provide countries with incentives to stop their deforestation and ... more A compensation mechanism could provide countries with incentives to stop their deforestation and thus reduce emissions. However, this relatively simple economic solution remains controversial. In December of 2015, at COP 21 in Paris, the parties of UNFCCC are expected to sign a new legally binding international agreement. One of the items of the agenda is the Reduction of Emissions from Deforestation and Forest Degradation and the role of conservation, sustainable management of forests and enhancement of carbon forest stocks (REDD+). The essential concept behind REDD is to create financial incentives that rewards countries, landowners, and communities for keeping forests standing. There are currently several different arguments for and against REDD being made by civil society organizations and social movements, academy, international organizations and governments. These arguments polarize the debate on the function of forest conservation to face the climate crisis. Many of these conflicting positions are based on the difference of acceptance of the market oriented mechanisms in the climate change mitigation.
Between November 30th and December 12th of this year, in Paris, France, the 196 countries that ar... more Between November 30th and December 12th of this year, in Paris, France, the 196 countries that are part of the United Nations Framework Convention on Climate Change (UNFCCC) will gather in search for consensus on a new global agreement on climate change. Their objective is to reach an agreement that might substitute the only binding instrument of the Convention, the Kyoto Protocol.
The participation of emerging countries in this process is crucial. This is not only due to their growing importance in the international system, but also to their in depth contribution to the climate crisis in recent years. Hence, they must take part in the global solution to it. Though Brazil, China, India, Russia, and South Africa do not act as BRICS in the climate negotiations, in view of the lack of comparative analysis of the positions of these countries in the climate regime, we have decided to keep Russia as part of this brief.
By analyzing the national contributions of each country, it becomes evident that climate change is absent of the BRICS agenda. Furthermore, such comparison will allow us to demonstrate how the BASIC group seems to not have worked towards a substantive alignment of their positions, at least regarding the production and presentation of intended nationally determined contributions (INDCs).
The proposed analysis in this brief is divided in five parts: the first offers a short contextualization of the process leading to COP 21 in Paris; the second deals with INDCs from the perspective of the issue of mitigation, while the third engages the topic from the viewpoint of financing, the fourth analyzes the INDC from the perspective of adaptation; finally, the fifth section draws some recommendations to Brazilian negotiators.

A participação dos países emergentes neste processo é fundamental, não só em razão de sua relevância no cenário internacional, mas em especial, porque nos últimos anos eles têm contribuído para o aprofundamento da crise climática e, portanto, precisam ser parte do enfrentamento global do problema. Neste sentido, apesar de África do Sul, Brasil, China, Índia e Rússia não atuarem como BRICS nas negociações climáticas, escolheu-se manter a Rússia como parte deste brief por entendermos que faltam análises comparativas sobre a atuação destes países no regime de clima. Ao analisar as diferentes contribuições nacionais de cada país fica clara a razão pela qual mudança climática não é parte da agenda do grupo BRICS. Every nation will have to develop its own strategy to manage climate change and risks. The coping capacity of the poor will have to be strengthened, since poor nations and the poor in all nations will be the first and most to suffer of adverse changes in climate. Anticipatory action will be needed to safeguard the lives and livelihoods of coastal communities. Countries will have to be prepared, where necessary, to resettle “climate refugees”. Food production has to be insulated to the extent possible from climate change impacts, since agriculture constitutes the major source of livelihood in rural areas in most of the developing countries. Sub-Saharan Africa and South Asia are amongst the most vulnerable regions to changes in temperature and precipitation. These are also regions with the highest malnutrition burden. Therefore, concerted action on the part of the global community will be essential to avoid climate change becoming a major calamity.

Sub-Saharan Africa and South Asia are amongst the most vulnerable regions to changes in temperature and precipitation. These are also regions with the highest malnutrition burden. A falta de vontade política dos países membros da Convenção Quadro das Nações Unidas sobre Mudanç... more A falta de vontade política dos países membros da Convenção Quadro das Nações Unidas sobre Mudanças Climáticas (UNFCCC), em especial os países desenvolvidos, para enfrentar seriamente os problemas provocadores e provenientes da crise climática, fez com que depois de mais de duas décadas de negociações pouco tenha sido feito. Em dezembro deste ano, nos arredores de Paris, os 196 países membros irão se reunir na busca por um consenso sobre qual será o rumo que a Convenção de clima irá tomar e buscarão assinar um novo acordo global, que possa substituir o esvaziado e combalido Protocolo de Kyoto, único instrumento legal da Convenção.

Em matéria ambiental, há toda uma complexidade envolvida, aliada a falta de vontade política e ambição nacionais, como podemos ver em relação à implementação do Acordo de Paris sobre mudanças do clima, entre outros acordos que o Brasil participa como o Protocolo de Cartagena, o Protocolo de Nagoya, recentemente ratificado, as Metas de Aichi da Convenção de Biodiversidade, dentre outras tratativas globais. In diesem Papier wird untersucht, inwieweit Brasiliens Zusagen im Rahmen seiner nationalen Wachstumsstrategie gegenüber der G20 kohärent und kompatibel sind mit den Zusagen an die Vertragsstaaten des Pariser Klimaabkommens, vor allem in Hinblick auf die national festgelegten Beiträge (Nationally Determined Contributions, NDCs) sowie mit den Zusagen im Rahmen der Agenda 2030 und den darin formulierten Zielen für nachhaltige Entwicklung. Letzteres wird anhand von fünf der 17 SDGs überprüft, die uns für diese Untersuchung besonders relevant erscheinen: SDG #4 fordert «Bildung für alle – inklusive, gerechte und hochwertige Bildung gewährleisten und Möglichkeiten des lebenslangen Lernens für alle fördern», SDG #5 will «Geschlechtergleichstellung erreichen und alle Frauen und Mädchen zur Selbstbestimmung befähigen», SDG #7 soll «Zugang zu bezahlbarer, verlässlicher, nachhaltiger und zeitgemäßer Energie für alle sichern», SDG #8 will «dauerhaftes, breitenwirksames und nachhaltiges Wirtschaftswachstum, produktive Vollbeschäftigung und menschenwürdige Arbeit für alle fördern» und SDG #13 zielt darauf «umgehend Maßnahmen zur Bekämpfung des Klimawandels und seiner Auswirkungen» zu ergreifen.
This paper analyzes the coherence of Brazilian commitments on addressing climate change and fostering development in these international arenas: its commitments at the G20 as laid out in Brazil's Comprehensive Growth Strategy; its commitments to the signing Parties of the Paris Agreement on Climate Change, especially Brazils' Nationally Determined Contributions (NDCs); and its commitment to implement the SDGs established in the Agenda 2030. The article focusses on five major SDGs: SDG #4 calls to «ensure inclusive and quality education for all and promote lifelong learning», SDG #5 to «achieve gender equality and empower all women and girls», SDG #7 to «ensure access to affordable, reliable, sustained and modern energy for all», SDG #8 to «promote inclusive and sustainable economic growth, employment and decent work for all» and SDG #13 to «take urgent action to combat climate change and its impacts».
Desta forma, o texto está organizado em duas partes: a primeira cobre os quatro itens chave das negociações, enquanto a segunda apresenta as conclusões e recomendações aos tomadores de decisão dos países membros do grupo BASIC.

The participation of emerging countries in this process is crucial. This is not only due to their growing importance in the international system, but also to their in depth contribution to the climate crisis in recent years. Hence, they must take part in the global solution to it. Though Brazil, China, India, Russia, and South Africa do not act as BRICS in the climate negotiations, in view of the lack of comparative analysis of the positions of these countries in the climate regime, we have decided to keep Russia as part of this brief.
By analyzing the national contributions of each country, it becomes evident that climate change is absent of the BRICS agenda. Furthermore, such comparison will allow us to demonstrate how the BASIC group seems to not have worked towards a substantive alignment of their positions,
at least regarding the production and presentation of intended nationally determined contributions (INDCs).
The proposed analysis in this brief is divided in five parts: the first offers a short contextualization of the process leading to COP 21 in Paris; the second deals with INDCs from the perspective of the issue of mitigation, while the third engages the topic from the viewpoint of financing, the fourth analyzes the INDC from the perspective of adaptation; finally, the fifth section draws some recommendations to Brazilian negotiators.
