The text uses as theoretical basis the authors of the History-structuralist theory to understand the factors of attraction and repulsion present in this migratory movement. The study, in the end, seeks investigate the actions and the political-administrative structure of Brazil to deal with immigrants.

O artigo, primeiramente, procurou realizar um breve apanhado histórico da recente crise haitiana de 2004 bem como da atuação da comunidade internacional na prestação de auxilio por meio da Missão das Nações Unidas para a estabilização no Haiti – MINUSTAH. Posteriormente, o texto buscou apresentar o hodierno fluxo migratório de haitianos para o Brasil, suas razões, objetivos e consequências. Por fim, analisaram-se as medidas tomadas pelo governo brasileiro com vistas a lidar com a recente imigração proveniente do Haiti. As interpretações dos dados foram feitas de forma qualitativa.

Between November 30th and December 12th of this year, in Paris, France, the 196 countries that are part of the United Nations Framework Convention on Climate Change (UNFCCC) will gather in search for consensus on a new global agreement on climate change. Their objective is to reach an agreement that might substitute the only binding instrument of the Convention, the Kyoto Protocol. The participation of emerging countries in this process is crucial. This is not only due to their growing importance in the international system, but also to their in depth contribution to the climate crisis in recent years. Hence, they must take part in the global solution to it. Though Brazil, China, India, Russia, and South Africa do not act as BRICS in the climate negotiations, in view of the lack of comparative analysis of the positions of these countries in the climate regime, we have decided to keep Russia as part of this brief. By analyzing the national contributions of each country, it becomes evident that climate change is absent of the BRICS agenda. Furthermore, such comparison will allow us to demonstrate how the BASIC group seems to not have worked towards a substantive alignment of their positions, at least regarding the production and presentation of intended nationally determined contributions (INDCs). The proposed analysis in this brief is divided in five parts: the first offers a short contextualization of the process leading to COP 21 in Paris; the second deals with INDCs from the perspective of the issue of mitigation, while the third engages the topic from the viewpoint of financing, the fourth analyzes the INDC from the perspective of adaptation; finally, the fifth section draws some recommendations to Brazilian negotiators.

Embasa-se em autores da Teoria Histórico-Estruturalista para compreender os fatores de atração e repulsão presente nos fluxos migratórios. O estudo, por fim, busca averiguar as ações e a estrutura político-administrativa brasileira para lidar com os imigrantes.
