The general impression concerning the contribution of the Spanish Bishops to the Second Vatican Council is inaccurate, despite their many speeches and significant presence at the Council. The number of members of the Spanish hierarchy at Vatican II was relatively high if one takes into account the total number of Council Fathers who took part. Spain occupied the fifth place, followed by Italy, the United States, Brazil and France. This does not include the significant number of Spanish missionary bishops and prelates (mostly religious) belonging to the hierarchy of other countries. The most recent archival research demonstrates Spanish involvement in the main questions debated on the Council Floor. Among the Spanish bishops, Archbishop Casimiro Morcillo of Madrid stands out in particular. He was one of the Under Secretaries of the Council who, as a member the General Secretariat, played a sensitive role as a bridge between the Spanish episcopate and the Council Fathers. His speeches were positive and rooted in the Church’s tradition and sacred Scriptures, such that some of his words had a bearing on the final texts.

Contrary to that which has previously been affirmed, in the Second Vatican Council one observes a surprising silence about and an absence of a theological-juridical reception of secular institutes. An historical 'excursus' preents secular institutes from their first juridical recognition in 1947, in the Apostolic Constitution 'Provida Mater Ecclesiae'. Following the journey of the secular institutes during the work of the Second Vatican Council from the preparatory phase, a few interventions are extracted which demonstrate their originality and their conotribution to the Church.

El Vaticano II fue para la Iglesia y la sociedad española la bisagra que marcó un «antes» y un «después» en la evolución y recepción de las doctrinas conciliares. No obstante, la mayoría de la historiografía conciliar haya situado al episcopado español en la línea de la «minoría» conciliar, el estudio de las fuentes pone al descubierto algunas figuras relevantes e intervenciones constructivas durante el evento.
Es por ello que se dedica este estudio a don Casimiro Morcillo González, Arzobispo de Zaragoza y después de Madrid-Alcalá. Este Prelado jugó un papel importante de enlace y de colaboración entre los obispos españoles y otros episcopados durante el Vaticano II, pues favoreció el dialogo, la comunicación y la colaboración entre ellos.
