Emissary of light, Cure Cerebros!

The only purpose of the Emissary, also known as Brave (ブレイブ Bureibu), is to transform and combine with Cerebros to form Fortress Maximus's head. As such, he only appears when Maximus transforms to or from robot mode. When Maximus is not in robot mode, the Emissary remains with him in a sort of boxy alternate mode.

Cartoon continuity

2001 Robots in Disguise cartoon

The Emissary appeared when Fortress Maximus transformed in the middle of Metro City. After the giant was stopped by Koji Onishi, the Emissary detached in order to release Cerebros, and followed Maximus into the ground. Maximus Emerges Later, in the Sahara desert, the Decepticons made a bid to control Maximus, and the Emissary was briefly seen again as Maximus transformed to robot mode, and again when he sank into the sand after the Autobots were able to stop him. The Human Element Another attempt to control Fortress Maximus was made in a jungle. The Emissary combined with Cerebros to form Maximus's head so that Carl could attempt to control the titan. Afterward Maximus sank into the ground once more, and the Emissary followed him. Mistaken Identity

During the last battle between the Autobots and the Decepticon/Predacon forces, the heroic actions of the Autobots inspired Cerebros to combine with the Emissary to activate Fortress Maximus. Surprise Attack! After the Predacons and Decepticons were defeated, Fortress Maximus transported them to the asteroid prison colony in starship mode. The Final Battle

Japanese Generation 1 cartoon continuity

The events of the Robots in Disguise cartoon occur in Japanese continuity as noted above, except that they take place in the world of the original Generation 1 cartoon where the Transformer cast are time travelers from the Beast Era to Tokyo in the year 2000, and the Emissary is named "Brave".

When Vector Sigma granted the Dimensional Patrol the new Neo Brave Maximus, Plasma and Brave were transferred to it. The old Brave Maximus was given to the Autobots on Earth, with Master and Zebres as its new control units. Beast Wars: Uprising

Emissary was one of the names or aspects of the Autobot city superweapon Fortress Maximus. When Survive's Resistance unit arrived in Maximus's control center, Plasma, one of the Cyberdroid controllers of Maximus, claimed to be Cerebros, Zebres, and Emissary, among other individuals. Head Games

TransTech

In Primax 806.30 Gamma, Brave was an Autobot squad commander. G.I. Joe Screaming Eagle Sergeant Savage was binary-bonded to form his head, and Brave in turn formed the head of Fortress Maximus. Savage/Brave/Maximus led the Screaming Eagles and Autobots in a globe-spanning conflict against S.K.A.R. and the Decepticons, which ultimately threatened to destroy Earth's magnetosphere. An accessory to Brave Maximus, Brave is a redeco of the Generation 1 Cerebros toy and transforms into Brave Maximus's head. Brave's own head is formed by the Plasma toy, and he can also take the shape of a "communications tower" when Maximus is in city mode.
This mold was also redecoed as Grand, and the Brave version was re-released as Zebres when Brave Maximus was released as "Cybertron Base" in the Robotmasters toyline.
