Magnus is the highest rank an Autobot can achieve, conferring the title of Supreme Commander of the Autobot military, and the chairbotship of the Autobot High Council. It is added to the end of the Autobot's name, replacing their previous title; and they are given the Magnus Hammer as a symbol of office.
The Magnus has to answer to the civilian government,[1] but their ability to actually remove an incompetent or reckless Magnus is limited.

The High Council became increasingly irritated with Sentinel Magnus' style of ruling, and when he wanted to fire on a hijacked Omega Supreme they ordered him to wait for the council's decision.
