Little is known about the determinants of acceptance by the general public of virtual delivery of governmental services. The authors conduct an empirical study of the factors that influence the willingness of individuals to consent to a para-authentic virtual experience with a public sector employee as part of the delivery of a public service. This study is based on the theory of social presence and on the unified theory of acceptance and use of technology (UTAUT). The authors test these hypotheses using 224 questionnaires completed by persons who have filed a police report using synchronous video-mediated communication (VMC). This multiple regression analysis shows that four variables are likely to predict willingness to use virtual interaction as a part of the delivery of a public service: performance expectations, social presence, social influence, and anxiety. We investigate how networks among service organizations are integrated through a shared participant type of governance. Shared participant governance is a non-brokered type of network coordination where a network is governed by its members without a separate governance entity. We study the integrative capacity of this type of governance by measuring the effect of participation in a shared participant governance on tie formation in networks among service organizations. We analyze three networks of service organizations in three districts of Antwerp, Belgium. In each of these districts, the networks are governed by welfare meetings, defined as a shared participant type of governance. We use Exponential Random Graph models. The results show that a shared participant type of governance has a positive effect on tie formation. We also find that the positive effect on tie formation is dependent on the active participation of centralized actors in the welfare meetings.

In this article, the authors describe and illustrate what they call a "network of networks" perspective and map the development of a lead network for the Antwerp Port Authority that governed organizations and networks in the port community before and during the COVID-19 pandemic. They find that setting a collective focus and selective integration are crucial in the creation and reproduction of an effective system to adequately deal with a wicked problem like the COVID-19 pandemic. The findings on crisis management and network governance are used to engage practitioners and public policy planners to revisit the current design and governance of organizational networks within organizational fields that have been hit by the COVID-19 pandemic.
