The article presents a critical discussion of the model of polarized pluralism formulated by Sart... more The article presents a critical discussion of the model of polarized pluralism formulated by Sartori (1976), and in particular of the hypothesis that a high number of political parties, together with a marked polarization of the uni-dimensional political space, will produce centrifugal drives in the party competition. Through a formal analysis, it will be argued that in a polarized or ideologized space of competition the centrifugal drives do not prevail, because even the anti-system parties are ultimately forced to some centripetal shifts. The interaction of the strategies employed by pro and anti-system parties are illustrated in a typology. Secondly, searching for a proxy indicator of the centripetal tactics employed by the anti-system parties, a revision of Sartori's index of coalition potential is further introduced. Anchoring on standards of the coalition theory, the paper puts forward a conceptual schema that allows the identification of four types of parties, with high or low coalition potential, complementary parties, and blackmailing parties.
The paper presents a study of the party positions in the Italian Parliament based on an inductive... more The paper presents a study of the party positions in the Italian Parliament based on an inductive approach to the parliamentary debate and votes of investiture on the two governments led by G. Conte (2018-2020). Through a content analysis of the parliamentary debate on the votes of investiture of these two governments, a survey is provided of the political themes tackled by the government incumbents and by the main Italian parliamentary groups. The scope of the research is to assess the alignments of the Italian parties after the decline of the traditional left-to-right cleavage and the rise of the populist trend. Firstly, the multidimensional character of the space of competition is highlighted. The findings show, secondly, that the party alignments are affected by the interplay of the Supranational Dimension (European integration) and of the populist "mood", on one hand, with the State capacity to provide services and guarantee rights, on the other. Finally, it is argued that the emergence of a multi-polar pattern of competition, and the positioning of populist parties in the alignments have hindered the reduction of the polarization of the Italian party system.

The article puts forward a reconstruction of the decision-making at EU level concerning the regul... more The article puts forward a reconstruction of the decision-making at EU level concerning the regulation of the polluting emissions in the urban areas. Firstly, it is argued that since the end of the 1980s the environmental policy arena has achieved autonomy within the EU policies. The network of the European environmental policy is identified. Secondly, the complexity of the decision enhanced the role of agencies linked to some of the Member States and of some technical working groups. Thirdly, the decision-making process reveals the WHO’s role in formulating the problem and advancing some suggestions towards its solution. The decision was made on the basis of shared values and was legitimized by technic and scientific information delivered by experts, technical committees and other external agencies.

Using the cases of coups d'état in Africa in the period 2000-2022, it is argued that in democrati... more Using the cases of coups d'état in Africa in the period 2000-2022, it is argued that in democratic regimes the coup is connected to the conditions of weak political institutionalisation and of centralisation of executive power. Some indicators of the institutionalisation of the political process (i.e. election regularity and relatively significant levels of government turnover) are associated with the unlikelihood of a coup or in any case with its probable failure. Conversely, where the political process is poorly institutionalised and the system features a high level of centralisation of executive power (i.e. "strong" presidents), coups d'état are more frequent and successful. In the case of authoritarianisms, some "factors of the regime" (a party, a closed bureaucracy, the military body or the apparatus of violence), in various combinations in concrete cases, can succeed in re-stabilising the political regime and prevent the coup or reduce its success rate. Coups d'état as "critical junctures" in democracy have effective consequences only in conditions of low institutionalisation of the regime and/or of high centralisation of the executive powers.

Italian party politics had been described for decades as immoderate and highly fractionalized. Hi... more Italian party politics had been described for decades as immoderate and highly fractionalized. High distance between the parties on the left-to-right dimension (polarization) and fractionalization are the two well-known syndromes of polarized multiparty politics, according to G. Sartori. Observing the rallying of the Italian parties around two major and opposite poles since the 1994 elections, one would have being tempted to conclude that, despite the persisting fractionalization, the Italian party system was now bipolar. The paper addresses to the peculiarities of the Italian new bipolarism, inquiring theoretically into the contemporary changes of the patterns of party competition in Italy. Moving critically from G. Sartori\u2019s seminal party system theory, an interpretation of the new allignment of the Italian party system is advanced and it is argued that the Italian case has moved from polarized pluralism (1948-1992) to polarized bipolarism (since 1994 elections)

The aim of the essay is to asses in a conceptual and theoretical way the role of the military and... more The aim of the essay is to asses in a conceptual and theoretical way the role of the military and of the patrimonial power in the non-democratic regimes in comparison with the democratic regimes. The central thesis is that the military power and the patrimonial power are pervasive of politics, because politics is inevitably linked to the exercise of violence or to the threat of its use, and to the resort to power to satisfy private aims. Violence is the main resource attached to the exercise of power conceived as the ability to make someone do something or as the capacity to get something from someone. However, the inclination of political power towards coercion and perhaps repression, and towards its private use can be limited if the political institutions prevent its direct and personal control, as it is in the case of the democratic regimes. Through the process of institutionalization the exercise of political power becomes impersonal and embedded in formalized roles and function...
