RESUMEN Este artículo pretende contribuir al problema de la distinción y reificación del Estado y... more RESUMEN Este artículo pretende contribuir al problema de la distinción y reificación del Estado y la sociedad como esferas escindidas, atendiendo a procesos históricos, políticos y cotidianos que diluyen, a la vez que producen, esta separación. Para ello, se recuperan situaciones etnográficas que permiten identificar cómo las mediciones censales se convirtieron en procedimientos rutinarios para producir vínculos entre pobladores organizados colectivamente y autoridades gubernamentales en el Gran Buenos Aires. Los habitantes de la villa El Brocal, situada en la zona norte del Gran Buenos Aires, atravesaron... more Los habitantes de la villa El Brocal, situada en la zona norte del Gran Buenos Aires, atravesaron un proceso de relocalización a un plan estatal de construcción de viviendas. La relocalización fue resultado de un proceso de negociación y disputa en el que participaron funcionarios de la Dirección de Reordenamiento Urbano e integrantes del Cuerpo de Delegados del barrio. A partir de un estudio etnográfico realizado durante seis años, que incluyó observación participante y entrevistas en profundidad, el presente artículo analiza la conformación del Cuerpo de Delegados y la lucha por la representación de los vecinos en las instancias de participación con el estado local. En particular, explora el conjunto de prácticas comunalizadoras desplegadas por los integrantes del Cuerpo de Delegados que permitieron producir a los vecinos como sujeto colectivo, contornear creativamente sentidos locales de derechos sobre la base del trabajo dispensado en la producción del barrio, y disputar los términos y fundamentos de la política de relocalización. Se espera contribuir a una mayor comprensión sobre las mixturas y porosidades entre lo que suele asociarse al Estado y la Sociedad en los estudios sobre políticas públicas en el marco de las nuevas formas que asume la “gobernanza neoliberal”.

Concretamente interesa ahondar desde una perspectiva centrada en la ecología política, en los procesos de construcción social del riesgo que tienen lugar en estos territorios y el modo en que los propios actores involucrados logran interpelar a los organismos públicos con competencia en la provisión del servicio. De este modo, y a partir del análisis etnográfico en dos localidades del área metropolitana, reconstruimos cómo se producen y redefinen lo que definimos como territorios hidrosociales, donde se ponen en juego disputas por saberes, discursos y distribución vinculados al agua.

particularidades, análisi... more La compilación de artículos que aquí se presenta tiene, con sus propias particularidades, análisis teóricos y evidencia empírica que ofrece, además de un panorama sobre los riesgos de desastres en Argentina, un punto de reflexión sobre las diferentes formas de abordar esta problemática desde las ciencias sociales. Si bien en diversos foros y espacios académicos seguimos discutiendo la necesidad de clarificar conceptos y hacer abordajes consensuados, esta publicación muestra que no hay una forma única de desarrollar las problemáticas. El hecho de contar con una serie de trabajos producidos desde diferentes enfoques y por diferentes actores supone un ejercicio de integración del conocimiento. El resultado, creemos, no solo es una radiografía sobre los riesgos, los desastres y la gestión de los mismos, sino sobre las diversas formas en las que los entendemos y los buscamos resolver. A modo de dar un orden a la publicación, los artículos se presentan siguiendo la tradicional regionalización argentina.

En este artículo se recupera un conjunto de investigaciones antropológicas que, inspiradas en los trabajos de Foucault sobre gubernamentalidad, han realizado aportes conceptuales sobre el Estado y las políticas públicas. Especialmente los que entienden las políticas como técnicas y tácticas de gobierno que actúan sobre y a través de los sujetos y las poblaciones. El objetivo es desplazar nuestra mirada de las instituciones gubernamentales hacia los múltiples sitios en que se despliegan procesos y prácticas estatales, principalmente a través de sus efectos. A través de un estudio etnográfico, prologado en el Gran Buenos Aires, analizamos el proceso de construcción y disputa de criterios de adjudicación de viviendas sociales entre personas organizadas colectivamente y agentes estatales. El trabajo revela que un conjunto de saberes y prácticas asociadas al Estado para volver legible a las poblaciones, son aprehendidos y movilizados por pobladores para extender el alcance de la política. La relocalización de los pobladores fue el resultado final de múltiples acuerdos que protagonizaron funcionarios de la Subsecretaría de Urbanismo del municipio e integrantes de un Cuerpo de Delgados que actuó en representación de los "vecinos" del barrio. El objetivo de este artículo es analizar, por medio de la reconstrucción etnográfica del proceso de relocalización, la producción de acciones colectivas modeladas por el lenguaje de los acuerdos, y las negociaciones en torno a los términos y fundamentos de la política local de reordenamiento urbano. De hecho, los usos del concepto se han multiplicado notablemente. En América Latina, el debate sobre esta categoría se vio favorecido por el crecimiento económico que varios países experimentaron durante el primer decenio del siglo XXI y sus relativos impactos. En ese contexto, el libro se propone pensar las desigualdades que aún hoy, luego de años de crecimiento, deben ser enfrentadas y combatidas. En ese marco, se focaliza en las disputas urbanas que sin duda están signadas y son parte de la configuración de la(s) desigualdad(es) socioterritorial(es). Desde una mirada centrada en el territorio, esta obra busca contribuir a la identificación y la comprensión de las dinámicas y factores que intervienen en su producción y reproducción. Dinámicas y factores que son emergentes, pero también, inerciales y persistentes. particularidades, análisis teóricos y evidencia empírica que ofrece, además de un panorama sobre los riesgos de desastres en Argentina, un punto de reflexión sobre las diferentes formas de abordar esta problemática desde las ciencias sociales.
Si bien en diversos foros y espacios académicos seguimos discutiendo la necesidad de clarificar conceptos y hacer abordajes consensuados, esta publicación muestra que no hay una forma única de desarrollar las problemáticas. El hecho de contar con una serie de trabajos producidos desde diferentes enfoques y por diferentes actores supone un ejercicio de integración del conocimiento. El resultado, creemos, no solo es una radiografía sobre los riesgos, los desastres y la gestión de los mismos, sino sobre las diversas formas en las que los entendemos y los buscamos resolver.
A modo de dar un orden a la publicación, los artículos se presentan siguiendo la tradicional regionalización argentina.

vez que producen, esta separación. Para ello, se recuperan situaciones etnográficas que permiten
identificar cómo las mediciones censales se convirtieron en procedimientos rutinarios para producir
vínculos entre pobladores organizados colectivamente y autoridades gubernamentales en el Gran
Buenos Aires. El manejo del lenguaje censal asociado con el Estado es aprendido en la
implementación de políticas estatales, dinamizado en acciones colectivas, y elaborado por una
pluralidad de actores sociales: militantes de partidos políticos, miembros de agrupaciones
sindicales, sacerdotes de la iglesia católica, integrantes de Comunidades Eclesiales de Base y
profesionales especializados (trabajadores sociales, médicos, psicólogos, maestros) En contextos
variables de relaciones de fuerzas, los censos se transforman en pruebas técnicas para fundamentar
demandas colectivas, habilitar espacios de negociación y acomodar a la población a los
requerimientos de programas estatales. Los argumentos se basan en resultados alcanzados en un
trabajo de campo prolongado en los distritos de La Matanza y San Fernando, que se orientaron a
conocer la constitución de espacios políticos en torno a la desocupación y la vivienda social.
