Dans un contexte d'instabilite des organisations partisanes et une performance electorale en ... more Dans un contexte d'instabilite des organisations partisanes et une performance electorale en declin, cette these cherche a expliquer comment et pourquoi l'UCR a survecu dans le systeme politique argentin. La reponse presentee tente de completer une explication de caractere agentiel et l'autre de caractere structurel. L'UCR a reussi a survivre en fournissant a leurs dirigeants des ressources tant organisationnelles qu'institutionnelles, selon lesquelles les radicaux developpent alternativement de nombreuses strategies (par rapport a l'electorat et a leurs pairs). Ceci se deroule dans le cadre d'une organisation territoriale a plusieurs niveaux qui permet d'une part la coexistence de ces strategies et d'autre part, qui rassemble et favorise la formation de coalitions nationales pour concourir aux elections presidentielles et etre ainsi plus competitifs. In 2009 the Argentinian Congress passed the Law 26.571 of“Democratization of Political Representa... more In 2009 the Argentinian Congress passed the Law 26.571 of“Democratization of Political Representation, Transparency andElectoral Equity”. Considering the importance of these kinds of reformsfor the political system, this paper aims to describe and analyze thispolitical reform from a new approach in the study of institutionalchanges: a two-level theory. Taking into account distributive andefficiency principles, as well as historical precedents, a morecomprehensive model is proposed. It lets us reflect on the diverseelements of the new legislation, its objectives and pretended effects,some of which could not or will difficultly be reached. In addition tothis, it is argued that this last political reform in the country is part of anew trend in Latina American democracies. Its design and its purposesreveal that this institutional amendment is more than just that. The active participation of citizens is the lifeblood of any functioning democracy. But what driv... more The active participation of citizens is the lifeblood of any functioning democracy. But what drives people’s willingness to participate in political life? A key driver is their self-perception of their ability to understand political processes and to influence change through their action. These attitudes also determine people’s level of trust in government, making it a cornerstone of research and work on trust. In a context of increasing concerns regarding democratic legitimacy and decreasing levels of political participation, this paper aims to analyse empirically to what extent people’s attitudes towards their ability to influence and engage in political life – or their “political efficacy” - affect their political behaviour, including different forms of participation. A better understanding of political attitudes can help governments anticipate democratic deficits and develop strategies to improve political efficacy and promote participation.

En este capítulo abordamos el devenir de la Unión Cívica Radical (UCR) post crisis del 2001 en la... more En este capítulo abordamos el devenir de la Unión Cívica Radical (UCR) post crisis del 2001 en la Argentina. Esta crisis significó para la UCR no solo volver a abandonar el gobierno de manera anticipada sino también el fracaso de la primera experiencia coalicional argentina, la ALIANZA, de la cual el partido centenario era el socio mayor, marcando un hito en tanto partido político nacional. Tras la debacle del gobierno de la Alianza los candidatos presidenciales apoyados por la UCR cayeron a sus mínimos históricos. Pero a pesar de su performance electoral nacional, el partition ha logrado la supervivencia local, lo cual en los últimos 20 años lo ha vuelto un socio necesario para cualquier coalición nacional que desee enfrentar electoralmente al peronismo. Argumentamos que esto se debe a la estructura federal de la representación en la Argentina y las estrategias consecuentes adoptadas por el partido. Ambas explican cómo en los últimos 20 años la supervivencia territorializada (sobre todo en la Provincia de Buenos Aires a nivel municipal) convirtió al partido en ese socio necesario, a la vez que es esta misma dinámica la que dificulta la emergencia de un candidato nacional competitivo propio.
