I am a Postdoc working on climate governance in South America, especially in Brazil and Argentina, from a constructivist perspective in International Relations. I am an Assistant professor (Lecturer) at the Catholic University of Cordoba and Blas Pascal University, currently based in Córdoba, Argentina. Since the signing of the Paris Agreement, progress has been made in the institutionalization of a... more Since the signing of the Paris Agreement, progress has been made in the institutionalization of a new climate governance model that articulates multiple actors in the construction of climate action. Thus, this article aims to present a case study of transnational climate action focused on adaptation to climate change in South America, the case of the Gran Chaco Proadapt Initiative. The objective of the work is to analyze the transnational and cross-border governance model of said initiative, as well as to study the impact that said initiative had on the human development of the communities that inhabit the region and have been active subjects in the construction of the initiative. For the purposes of this study, the proposed methodological strategy responds to an interpretive case study to generate contributions to the production of regional knowledge on climate action and transnational governance of climate change, adaptation to climate change, and links between climate action and development. The study is based on a regional reality where the need to promote development has been systematically understood as opposed to climate action. The case analysis shows that climate action developed within the polycentric and multi-scale governance networks can become a precious tool in promoting development, seen from the freedoms and capacities of individuals and communities.

Con la ratificación de la CMNUCC por parte de Argentina en 1994, se dio inicio a una agenda de po... more Con la ratificación de la CMNUCC por parte de Argentina en 1994, se dio inicio a una agenda de política doméstica y exterior que ha experimentado continuidades y cambios a lo largo del tiempo. En términos generales, la posición argentina se ha alineado con la voz expresada por los países del G77+China, sosteniendo que, en calidad de nación en desarrollo, Argentina no figura entre los principales responsables de la crisis climática que afecta a la humanidad. A pesar de esta constante, es posible identificar tres períodos distintos en la reciente historia de la política climática argentina.
En primer lugar, se observa una etapa inicial que abarca desde la firma y entrada en vigor de la CMNUCC hasta la crisis del 2001-2002, marcada por la llegada de Néstor Kirchner a la presidencia. Luego, una segunda etapa se materializa durante los tres gobiernos kirchneristas, seguida por una tercera fase que se extiende desde la firma del Acuerdo de París y la presidencia de Mauricio Macri hasta las elecciones de 2023, que culminaron con la elección de Javier Milei como presidente de Argentina.
El propósito de este trabajo es describir la política climática en Argentina en el contexto de la conmemoración de los 40 años de democracia en el país. Para lograr este objetivo, se llevará a cabo un análisis exhaustivo, tanto sincrónico como diacrónico, de la política exterior argentina y su relación con la agenda climática. Cerrarán este artículo algunas reflexiones preliminares de la llegada al gobierno de Javier Milei y sus posibles impactos sobre la agenda climática en los 40 años de democracia.

Las preguntas que guiaron este artículo han sido las siguientes, ¿en qué condiciones se produjo la internalización de los mecanismos de flexibilización del Protocolo de Kioto en el contexto doméstico brasileño? ¿De qué manera esta internalización incidió sobre las identidades y los intereses del sector empresarial en Brasil y contribuyó a fortalecer una arena de gobernanza doméstica del cambio climático? Para alcanzar este objetivo, se recurrió al rastreo de procesos como principal herramienta metodológica desde un abordaje constructivista de las Relaciones Internacionales, para comprender las dinámicas de interacción entre lo global y lo nacional desde la perspectiva de actores no estatales.

Two main interpretations coexist within the Brazilian political arena in the period within the entry into force of the Kyoto Protocol until the signature of the Paris agreement that influenced the climate politics in Brazil in that period. The first stand around the norm was a traditional interpretation of the principle defending a position of historical responsibilities that implies that Brazil did not have to take greenhouse gas reduction measures. The second position is a more progressive interpretation of the norm that argues that Brazil, as an emergent country, can and must adopt emissions reductions. The tie between both positions allows us to understand the alleged ups and downs in climate policy in the time frame studied.

Este artigo pretende reconstruir a evolução desta dinâmica, traçando as interpretações e reinterp... more Este artigo pretende reconstruir a evolução desta dinâmica, traçando as interpretações e reinterpretações da norma feitas pelos atores estatais brasileiros através do processo de localização da norma no discurso doméstico sobre as alterações climáticas no Brasil de 2005 a 2010. A perspetiva teórica baseia-se na literatura sobre internalização de normas que tenta especificar as condições sob as quais as normas internacionais encontram relevo em contextos domésticos particulares. Duas interpretações principais coexistem na arena política brasileira no período compreendido entre a entrada em vigor do Protocolo de Quioto e a assinatura do Acordo de Paris que influenciou a política climática no Brasil nesse período. A primeira posição em torno da norma foi uma interpretação tradicional do princípio de defesa de uma posição de responsabilidades históricas que implicava que o Brasil não tinha de tomar medidas de redução de gases com efeito de estufa. A segunda posição é uma interpretação mais progressiva da norma, que defende que o Brasil, como país emergente, pode e deve adotar reduções de emissões. A ligação entre ambas as posições permite-nos compreender os alegados altos e baixos na política climática no horizonte temporal estudado.

The questions that guided this article are under what conditions did the internalization of the relaxation mechanisms of the Kyoto Protocol took place in the Brazilian domestic context? How has this internalization influenced the identities and interests of the business sector in Brazil and contributed to strengthening a domestic climate change governance arena? To achieve this objective, process tracing was used as the primary methodological tool from a constructivist approach to International Relations to understand the dynamics of interaction between the global and the national from the perspective of non-state actors.

Con el reconocimiento de América Latina como una región megadiversa con algunos de los países de ... more Con el reconocimiento de América Latina como una región megadiversa con algunos de los países de mayor biodiversidad del planeta, la región ha adquirido creciente importancia en materia de políticas climáticas para preservar y asegurar el uso sustentable de la diversidad biológica por parte de los países de la región. Esta tendencia se ha hecho más acuciante bajo la necesidad de construir modelos de desarrollo que sean bajos en carbono en el marco de la recuperación post pandemia COVID-19. Sin embargo, se trata de un tema que en América Latina no ha recibido la suficiente atención por los cientistas sociales de la región. Con la excepción de Brasil, ha habido pocos estudios sobre la política del cambio climático en América Latina que estudien sistemáticamente los procesos de gobernanza doméstica y la política exterior climática a partir de la trayectoria de construcción de la política pública desde la definición de una temática como parte de la agenda pública. En relación con la gobernanza global del cambio climático, este consenso se consolida con la firma del Protocolo de Kioto y los mecanismos de flexibilización diseñados para facilitar el cumplimiento de las metas previstas en el acuerdo. En este artículo se describe el proceso de localización de los mecanismos de flexibilización en el discurso público brasilero sobre cambio climático de 2005 a 2015 desde una perspectiva constructivista de las Relaciones Internacionales. El trabajo presenta tres aportes de relevancia en el marco de la literatura de internalización de normas internacionales ambientales y climáticas; el proceso de localización de los mecanismos de flexibilización en Brasil no ha sido lineal, el contexto de hegemonía discursiva del ambientalismo liberal fue un factor clave en la internalización de los mecanismos de flexibilización, y la sociedad civil así como otros actores subnacionales y no estatales son actores de una gran relevancia en la internalización e implementación de estas normas.

A la luz del análisis, surge que la referencia al cambio climático estuvo vinculada al devenir de las negociaciones internacionales y que fuere conocido más como un tópico de política exterior que de naturaleza doméstica hasta tiempos recientes. La inclusión del tópico en los discursos argentinos no fue estable hasta2016. Cabe notar que el principismo es un aspecto común de las menciones bajo los gobiernos de Néstor Kirchner, CristinaFernández y Alberto Fernández,especialmente a través de las responsabilidades comunes pero diferenciadas. Se evidencia en Fernández y en Macri la continuidad en correlaciones como los Objetivos de Desarrollo Sostenible y una perspectiva sobre lo colectivo de los esfuerzos para implementar el Acuerdo de París y no sólo de los países desarrollados, que fue un fuerte énfasis de las gestiones previas, durante la negociación del Acuerdo.

Este documento de trabajo del Departamento de Ambiente y Desarrollo del Instituto de Relaciones I... more Este documento de trabajo del Departamento de Ambiente y Desarrollo del Instituto de Relaciones Internacionales de la Universidad Nacional de La Plata se concentra en analizar las Contribuciones De-terminadas a Nivel Nacional (NDC) comunicadas este año por los países Parte del Acuerdo de París y en virtud de sus compromisos diferenciados, sus capacidades y circunstancias nacionales. Si bien el año 2020 debería haber sido un nuevo hito hacia la ambición climática consistente con la ciencia, la pandemia propiciada por la COVID-19 y otros aspectos contextuales como la posición del gobierno federal de Estados Unidos desde 2016, han redundado en un fuerte letargo del proceso y, sobretodo, una paralisis de la ambición que consideramos inaceptable. En términos metodológicos, proponemos un diseño que se nutre de aportes cualitativos y cuantitati-vos y cuyas fuentes principales son primarias en la medida que trabajamos con las NDC de todos los países que han realizado comunicaciones hasta el mes de octubre de 2020 por grupo regional de Na-ciones Unidas y las comparamos con los esfuerzos anunciados con anterioridad. Otras fuentes prima-rias involucran documentos de distintas agencias de Naciones Unidas. Al mismo tiempo, nos valemos de fuentes secundarias, tales como investigaciones publicadas en revistas con referato internacional y documentos de centros y grupos que se dedican al análisis y reflexión ambiental y climática. En todos los casos, hemos analizado el formato jurídico escogido y los componentes de mitigación, adaptación y medios de implementación a la luz de la naturaleza multifacética que propone el artículo 3 del Acuerdo de París sobre las NDC.

A perspetiva teórica baseia-se na literatura sobre internalização de normas que tenta especificar as condições sob as quais as normas internacionais encontram relevo em contextos domésticos particulares. Duas interpretações principais coexistem na arena política brasileira no período compreendido entre a entrada em vigor do Protocolo de Quioto e a assinatura do Acordo de Paris que influenciou a política climática no Brasil nesse período. A primeira posição em torno da norma foi uma interpretação tradicional do princípio de defesa de uma posição de responsabilidades históricas que implicava que o Brasil não tinha de tomar medidas de redução de gases com efeito de estufa. A segunda posição é uma interpretação mais progressiva da norma, que defende que o Brasil, como país emergente, pode e deve adotar reduções de emissões. A ligação entre ambas as posições permite-nos compreender os alegados altos e baixos na política climática no horizonte temporal estudado.

The following paper aims to reconstruct the evolution of this dynamic by tracing the interpretati... more The following paper aims to reconstruct the evolution of this dynamic by tracing the interpretations and reinterpretations of the norm done by Brazilian state actors through the process of localization of the norm in the domestic discourse on climate change in Brazil from 2005 to 2010. The theoretical perspective is based on the literature about norms internalization that attempts to specify the conditions under which international norms find salience in particular domestic contexts. Two main interpretations coexist within the Brazilian political arena in the period within the entry into force of the Kyoto Protocol until the signature of the Paris agreement that influenced the climate politics in Brazil in that period. The first stand around the norm was a traditional interpretation of the principle defending a position of historical responsibilities that implies that Brazil did not have to take greenhouse gas reduction measures. The second position is a more progressive interpretation of the norm that argues that Brazil, as an emergent country, can and must adopt emissions reductions. The tie between both positions allows us to understand the alleged ups and downs in climate policy in the time frame studied.

The questions that guided this article are under what conditions did the internalization of the relaxation mechanisms of the Kyoto Protocol took place in the Brazilian domestic context? How has this internalization influenced the identities and interests of the business sector in Brazil and contributed to strengthening a domestic climate change governance arena? To achieve this objective, process tracing was used as the primary methodological tool from a constructivist approach to International Relations to understand the dynamics of interaction between the global and the national from the perspective of non-state actors.

Con el reconocimiento de América Latina como una región megadiversa con algunos de los países de ... more Con el reconocimiento de América Latina como una región megadiversa con algunos de los países de mayor biodiversidad del planeta, la región ha adquirido creciente importancia en materia de políticas climáticas para preservar y asegurar el uso sustentable de la diversidad biológica por parte de los países de la región. Esta tendencia se ha hecho más acuciante bajo la necesidad de construir modelos de desarrollo que sean bajos en carbono en el marco de la recuperación post pandemia COVID-19. Sin embargo, se trata de un tema que en América Latina no ha recibido la suficiente atención por los cientistas sociales de la región. Con la excepción de Brasil, ha habido pocos estudios sobre la política del cambio climático en América Latina que estudien sistemáticamente los procesos de gobernanza doméstica y la política exterior climática a partir de la trayectoria de construcción de la política pública desde la definición de una temática como parte de la agenda pública. En relación con la gobernanza global del cambio climático, este consenso se consolida con la firma del Protocolo de Kioto y los mecanismos de flexibilización diseñados para facilitar el cumplimiento de las metas previstas en el acuerdo. En este artículo se describe el proceso de localización de los mecanismos de flexibilización en el discurso público brasilero sobre cambio climático de 2005 a 2015 desde una perspectiva constructivista de las Relaciones Internacionales. El trabajo presenta tres aportes de relevancia en el marco de la literatura de internalización de normas internacionales ambientales y climáticas; el proceso de localización de los mecanismos de flexibilización en Brasil no ha sido lineal, el contexto de hegemonía discursiva del ambientalismo liberal fue un factor clave en la internalización de los mecanismos de flexibilización, y la sociedad civil así como otros actores subnacionales y no estatales son actores de una gran relevancia en la internalización e implementación de estas normas.

A la luz del análisis, surge que la referencia al cambio climático estuvo vinculada al devenir de las negociaciones internacionales y que fuere conocido más como un tópico de política exterior que de naturaleza doméstica hasta tiempos recientes. La inclusión del tópico en los discursos argentinos no fue estable hasta2016. Cabe notar que el principismo es un aspecto común de las menciones bajo los gobiernos de Néstor Kirchner, CristinaFernández y Alberto Fernández,especialmente a través de las responsabilidades comunes pero diferenciadas. Se evidencia en Fernández y en Macri la continuidad en correlaciones como los Objetivos de Desarrollo Sostenible y una perspectiva sobre lo colectivo de los esfuerzos para implementar el Acuerdo de París y no sólo de los países desarrollados, que fue un fuerte énfasis de las gestiones previas, durante la negociación del Acuerdo.

Este documento de trabajo del Departamento de Ambiente y Desarrollo del Instituto de Relaciones I... more Este documento de trabajo del Departamento de Ambiente y Desarrollo del Instituto de Relaciones Internacionales de la Universidad Nacional de La Plata se concentra en analizar las Contribuciones De-terminadas a Nivel Nacional (NDC) comunicadas este año por los países Parte del Acuerdo de París y en virtud de sus compromisos diferenciados, sus capacidades y circunstancias nacionales. Si bien el año 2020 debería haber sido un nuevo hito hacia la ambición climática consistente con la ciencia, la pandemia propiciada por la COVID-19 y otros aspectos contextuales como la posición del gobierno federal de Estados Unidos desde 2016, han redundado en un fuerte letargo del proceso y, sobretodo, una paralisis de la ambición que consideramos inaceptable. En términos metodológicos, proponemos un diseño que se nutre de aportes cualitativos y cuantitati-vos y cuyas fuentes principales son primarias en la medida que trabajamos con las NDC de todos los países que han realizado comunicaciones hasta el mes de octubre de 2020 por grupo regional de Na-ciones Unidas y las comparamos con los esfuerzos anunciados con anterioridad. Otras fuentes prima-rias involucran documentos de distintas agencias de Naciones Unidas. Al mismo tiempo, nos valemos de fuentes secundarias, tales como investigaciones publicadas en revistas con referato internacional y documentos de centros y grupos que se dedican al análisis y reflexión ambiental y climática. En todos los casos, hemos analizado el formato jurídico escogido y los componentes de mitigación, adaptación y medios de implementación a la luz de la naturaleza multifacética que propone el artículo 3 del Acuerdo de París sobre las NDC.
El enfoque de las capacidades es un marco conceptual interdisciplinario, utilizable para una ampl... more El enfoque de las capacidades es un marco conceptual interdisciplinario, utilizable para una amplia gama de propósitos de evaluación. Con el objetivo de operacionalizar el enfoque para su aplicabilidad, se ha desarrollado la perspectiva del desarrollo humano visibilizada por la acción del Programa de Naciones Unidas para el Desarrollo y los Informes sobre Desarrollo Humano que dicha agencia publica. Considerando la actual crisis ecológica global, el vínculo entre crecimiento económico y el desarrollo humano debería problematizarse en miras a las condiciones de un planeta finito. En un contexto de incrementos exponenciales de los problemas ambientales globales, y a 25 años de los discursos del desarrollo sostenible y del desarrollo humano, las prácticas políticas asociadas a estos discursos han sido incapaces de producir los cambios políticos y sociales necesarios a escala individual y colectiva necesarios para la preservación de ecosistemas sustentables para el florecimiento de la vida en el planeta tierra. En esta tesis, se explora al decrecimiento económico sustentable como una alternativa para abordar seriamente la problemática de la sustentabilidad ambiental. Sin embargo, el decrecimiento económico carece de una teoría de la justicia que oriente su propuesta; la que puede ser aportada por el enfoque de las capacidades, a partir de una integración entre ambos enfoques. Esta tesis busca dar una respuesta original a la pregunta teórica general sobre por qué deberían integrarse el enfoque de las capacidades con el decrecimiento económico sustentable a partir de dos preguntas especificas: ¿Qué reformulaciones concretas debería adoptar el enfoque de las capacidades y la perspectiva del desarrollo humano para dar lugar a la propuesta del decrecimiento económico? ¿Cómo podría juzgarse a una sociedad decrecentista desde el enfoque de las capacidades? En este sentido, el objetivo general que anima este estudio es explorar el vínculo entre el enfoque de las capacidades y el paradigma del decrecimiento económico en la literatura especializada desde el año 1990 a la actualidad. La conjetura que guía esta disertación es que el paradigma del decrecimiento económico no ha sido plenamente incorporado al enfoque de las capacidades. Para la realización de este estudio, se analizan documentos de tipo bibliográfico para explorar el vínculo entre el enfoque de las capacidades, las categorías de bienestar y justicia y el paradigma del decrecimiento económico en la literatura especializada desde el año 1990 a la actualidad. A partir de la revisión de la literatura, se sugiere que por el momento no ha sido posible integrar el paradigma del decrecimiento económico al enfoque de las capacidades. Los motivos de la falta de integración entre los enfoques también fueron identificados; fundamentalmente se sintetizan en el paradojal e irresoluto vínculo del enfoque de las capacidades (como un enfoque del desarrollo) con el crecimiento económico y la percepción de escasa viabilidad política de la idea de decrecimiento apreciada por numerosos agentes sociales, económicos y políticos. Asimismo, se ha sugerido que el enfoque de las capacidades puede brindarle a la propuesta de decrecimiento económico sustentable un marco para hacerlo más viable políticamente y el decrecimiento económico puede contribuir al anterior una consideración seria por la idea de sustentabilidad fuerte, contribuyendo a que trascienda los límites del antropocentrismo. Una interpretación estructural/relacional del enfoque de las capacidades posee la flexibilidad necnecesaria para acoger en su seno propuestas como el decrecimiento económico sustentable.
The capability approach is an interdisciplinary conceptual framework, which can be used for a wide range of evaluation purposes. With the aim of operationalizing the approach to make it applicable, a human development perspective has been developed and pointed out by means of the efforts of the United Nations Development Program and the Human Development Reports published by this institution. In light of the current global ecological crisis, the relationship between economic growth and human development should be assess according to the capacity of a finite planet. Within a context of exponential increase in the number of global environmental problems, and after 25 years of discourse about sustainable development and human development, political practices associated with such discourse have not been able to produce the necessary political and social changes at both the individual and collective level in order to support sustainable ecosystems for the flourishing of life on Earth. In this dissertation, economic degrowth is analyzed as an alternative to formally address the issue of environmental sustainability. However, economic degrowth does not consider the theory of justice as an guiding analytical framework for its proposal, which the capability approach can provide by integrating both approaches. This thesis seeks to provide an original perspective in order to answer the general theoretical question about why the capability approach has to be integrated with the economic degrowth approach based on two specific questions: What particular redefinitions should the capability approach and the human development perspective include to make room for the proposal of economic degrowth? How could a degrowth society be judged from the point of view of the capability approach? Therefore, the general objective of this study is to review the relationship between the capability approach and the paradigm of economic degrowth using the specialized literature from 1990 to date. The hypothesis underlined in this dissertation is that the paradigm of economic degrowth has not been fully incorporated into the capability approach. In order to carry out this study, bibliographic documents are analyzed to examine the relationship between the capability approach, the categories of welfare and justice, and the paradigm of economic degrowth by making use of scientific literature from 1990 to the present. Based on the review of literature, it is suggested that it has not been possible to integrate the paradigm of economic degrowth with the capability approach so far. The reasons for the lack of integration between these perspectives were also identified, and they are principally the paradoxical and problematic relationship between the capability approach (as a development approach) and economic growth and the perception of many social, economic and political agents regarding the low political feasibility of the idea of economic degrowth. Moreover, it has been suggested that the capability approach may provide a framework to the proposal of sustainable economic degrowth in order to make it more politically viable, and in turn economic degrowth may give the idea of strong sustainability serious consideration, which helps to transcend the limits of anthropocentrism. A structural/relational interpretation of the capability approach has the necessary flexibility to include proposals like sustainable economic degrowth.

Este estudio se realiza en el marco de un análisis más amplio sobre la evolución de la mención del cambio climático en los discursos presidenciales de Argentina desde 1992, en particular en diálogo con el Informe de Política n°12 que analiza los discursos y cosmovisiones de presidentes argentinos en la Asamblea General de las Naciones Unidas entre 2020 y 2023 y el Informe de Política n° 1 que los analiza entre 1992 y 2020. A la luz del análisis, más allá de referencias explícitas al cambio climático o al Acuerdo de París, emerge como un eje estructurador del discurso la crítica a la Agenda 2030 y a los Objetivos de Desarrollo Sostenible al asociarlos a una visión socialista contraria al desarrollo de una agenda basada en la protección de la vida, la propiedad y la libertad. Esta posición representa un quiebre significativo respecto a posiciones previas sostenidas por el Estado Argentino en el marco de las aperturas de la Asamblea General de las Naciones Unidas.

O projeto inclui eventos, ‘Conversas Estruturadas’ (entrevistas) com especialistas e a produção de documentos (policy papers) sobre quatro temas amplos: Realinhamentos e formulação da política externa: espaços nacionais e regionais e inserção global; O comércio e as transformações na economia política internacional: A inovação tecnológica e a economia digital; Crises antropocênicas, sustentabilidade, saúde global e construção de consenso para políticas multilaterais. Estas Conversas Estruturadas referem-se ao quarto eixo temático do projeto. As discussões estão centradas em reflexões fundamentais para compreender o momento atual de ruptura causado pela Covid-19 e sua relação com a crise climática. O objetivo foi obter a contribuição de especialistas de várias regiões sobre o impacto da crise pandêmica para a compreensão do Antropoceno e as possibilidades de respostas do atual sistema multilateral aos atuais desafios ambientais e sociais que vivenciamos. Além disso, os especialistas responderam perguntas sobre o papel de diferentes atores não governamentais na ação climática, e como os regionalismos podem se tornar arranjos favoráveis para a adoção de políticas conjuntas entre nações, tais como os Green Deals. The project includes events, 'Structured Conversations' (interviews) with experts, and the production of policy papers on four broad themes: Global realignments and foreign policy formulation: national and regional spaces and global insertion; Trade and transformations in the international political economy: Technological innovation and the digital economy; Anthropocene crises, sustainability, global health, and consensus building for multilateral policies. These Structured Conversations refer to the fourth thematic axis of the project. The discussions are centered on fundamental reflections for understanding the current moment of rupture caused by Covid-19 and its relation to the climate crisis. It aimed at obtaining the contribution of experts from various regions on the impact of the pandemic crisis for the understanding of the Anthropocene and the possibilities of responses by the current multilateral system to the current environmental and social challenges. Furthermore, the specialists answered questions about the role of different non-governmental actors in climate action, and how regionalisms can become favorable arrangements for the adoption of joint policies between countries, such as Green Deals. In this sense, the axis "Anthropocene crises, sustainability, global health, and consensus-building for multilateral policies”, coordinated by Professor Carlos R. S. Milani, seeks to present the interviewees' perspectives on the multilateralism possibilities in the climate era.

Esta tendencia se ha hecho más acuciante bajo la necesidad de construir modelos de desarrollo que sean bajos en carbono en el marco de la recuperación post pandemia COVÍD-19. Sin embargo, se trata de un tema que en la región no ha recibido la suficiente atención por los cientistas sociales. En este sentido, el objetivo de este artículo es presentar un análisis comparado de las políticas climáticas de Argentina y México desde el 2005, año de la ratificación del Protocolo de Kioto, hasta el 2015 con la firma del Acuerdo de París y las transformaciones consiguientes en la gobernanza global del cambio climático. El artículo se estructura de la siguiente manera: En la primera sección se desarrolla el marco teórico y metodológico del trabajo, para luego continuar con el análisis de cada uno de los casos. Cierra este artículo una sección donde se desarrollan las principales conclusiones del análisis comparativo entre ambos países.

En primer lugar, se observa una etapa inicial que abarca desde la firma y entrada en vigor de la CMNUCC hasta la crisis del 2001-2002, marcada por la llegada de Néstor Kirchner a la presidencia. Luego, una segunda etapa se materializa durante los tres gobiernos kirchneristas, seguida por una tercera fase que se extiende desde la firma del Acuerdo de París y la presidencia de Mauricio Macri hasta las elecciones de 2023, que culminaron con la elección de Javier Milei como presidente de Argentina.
El propósito de este trabajo es describir la política climática en Argentina en el contexto de la conmemoración de los 40 años de democracia en el país. Para lograr este objetivo, se llevará a cabo un análisis exhaustivo, tanto sincrónico como diacrónico, de la política exterior argentina y su relación con la agenda climática. Cerrarán este artículo algunas reflexiones preliminares de la llegada al gobierno de Javier Milei y sus posibles impactos sobre la agenda climática en los 40 años de democracia.
Duas interpretações principais coexistem na arena política brasileira no período compreendido entre a entrada em vigor do Protocolo de Quioto e a assinatura do Acordo de Paris que influenciou a política climática no Brasil nesse período. A primeira posição em torno da norma foi uma interpretação tradicional do princípio de defesa de uma posição de responsabilidades históricas que implicava que o Brasil não tinha de tomar medidas de redução de gases com efeito de estufa. A segunda posição é uma interpretação mais progressiva da norma, que defende que o Brasil, como país emergente, pode e deve adotar reduções de emissões. A ligação entre ambas as posições permite-nos compreender os alegados altos e baixos na política climática no horizonte temporal estudado.

Sin embargo, se trata de un tema que en América Latina no ha recibido la suficiente atención por los cientistas sociales de la región. Con la excepción de Brasil, ha habido pocos estudios sobre la política del cambio climático en América Latina que estudien sistemáticamente los procesos de gobernanza doméstica y la política exterior climática a partir de la trayectoria de construcción de la política pública desde la definición de una temática como parte de la agenda pública. En este sentido, el objetivo de este artículo es presentar un análisis comparado de las políticas climáticas de Argentina y México desde el 2005 hasta el 2015.
En términos metodológicos, proponemos un diseño que se nutre de aportes cualitativos y cuantitati-vos y cuyas fuentes principales son primarias en la medida que trabajamos con las NDC de todos los países que han realizado comunicaciones hasta el mes de octubre de 2020 por grupo regional de Na-ciones Unidas y las comparamos con los esfuerzos anunciados con anterioridad. Otras fuentes prima-rias involucran documentos de distintas agencias de Naciones Unidas. Al mismo tiempo, nos valemos de fuentes secundarias, tales como investigaciones publicadas en revistas con referato internacional y documentos de centros y grupos que se dedican al análisis y reflexión ambiental y climática.
En todos los casos, hemos analizado el formato jurídico escogido y los componentes de mitigación, adaptación y medios de implementación a la luz de la naturaleza multifacética que propone el artículo 3 del Acuerdo de París sobre las NDC.
En primer lugar, se observa una etapa inicial que abarca desde la firma y entrada en vigor de la CMNUCC hasta la crisis del 2001-2002, marcada por la llegada de Néstor Kirchner a la presidencia. Luego, una segunda etapa se materializa durante los tres gobiernos kirchneristas, seguida por una tercera fase que se extiende desde la firma del Acuerdo de París y la presidencia de Mauricio Macri hasta las elecciones de 2023, que culminaron con la elección de Javier Milei como presidente de Argentina.
El propósito de este trabajo es describir la política climática en Argentina en el contexto de la conmemoración de los 40 años de democracia en el país. Para lograr este objetivo, se llevará a cabo un análisis exhaustivo, tanto sincrónico como diacrónico, de la política exterior argentina y su relación con la agenda climática. Cerrarán este artículo algunas reflexiones preliminares de la llegada al gobierno de Javier Milei y sus posibles impactos sobre la agenda climática en los 40 años de democracia.

The capability approach is an interdisciplinary conceptual framework, which can be used for a wide range of evaluation purposes. With the aim of operationalizing the approach to make it applicable, a human development perspective has been developed and pointed out by means of the efforts of the United Nations Development Program and the Human Development Reports published by this institution. In light of the current global ecological crisis, the relationship between economic growth and human development should be assess according to the capacity of a finite planet. Within a context of exponential increase in the number of global environmental problems, and after 25 years of discourse about sustainable development and human development, political practices associated with such discourse have not been able to produce the necessary political and social changes at both the individual and collective level in order to support sustainable ecosystems for the flourishing of life on Earth. In this dissertation, economic degrowth is analyzed as an alternative to formally address the issue of environmental sustainability. However, economic degrowth does not consider the theory of justice as an guiding analytical framework for its proposal, which the capability approach can provide by integrating both approaches. This thesis seeks to provide an original perspective in order to answer the general theoretical question about why the capability approach has to be integrated with the economic degrowth approach based on two specific questions: What particular redefinitions should the capability approach and the human development perspective include to make room for the proposal of economic degrowth? How could a degrowth society be judged from the point of view of the capability approach?
Therefore, the general objective of this study is to review the relationship between the capability approach and the paradigm of economic degrowth using the specialized literature from 1990 to date. The hypothesis underlined in this dissertation is that the paradigm of economic degrowth has not been fully incorporated into the capability approach. In order to carry out this study, bibliographic documents are analyzed to examine the relationship between the capability approach, the categories of welfare and justice, and the paradigm of economic degrowth by making use of scientific literature from 1990 to the present. Based on the review of literature, it is suggested that it has not been possible to integrate the paradigm of economic degrowth with the capability approach so far. The reasons for the lack of integration between these perspectives were also identified, and they are principally the paradoxical and problematic relationship between the capability approach (as a development approach) and economic growth and the perception of many social, economic and political agents regarding the low political feasibility of the idea of economic degrowth. Moreover, it has been suggested that the capability approach may provide a framework to the proposal of sustainable economic degrowth in order to make it more politically viable, and in turn economic degrowth may give the idea of strong sustainability serious consideration, which helps to transcend the limits of anthropocentrism. A structural/relational interpretation of the capability approach has the necessary flexibility to include proposals like sustainable economic degrowth.
A la luz del análisis, más allá de referencias explícitas al cambio climático o al Acuerdo de París, emerge como un eje estructurador del discurso la crítica a la Agenda 2030 y a los Objetivos de Desarrollo Sostenible al asociarlos a una visión socialista contraria al desarrollo de una agenda basada en la protección de la vida, la propiedad y la libertad. Esta posición representa un quiebre significativo respecto a posiciones previas sostenidas por el Estado Argentino en el marco de las aperturas de la Asamblea General de las Naciones Unidas.

Estas Conversas Estruturadas referem-se ao quarto eixo temático do projeto. As discussões estão centradas em reflexões fundamentais para compreender o momento atual de ruptura causado pela Covid-19 e sua relação com a crise climática. O objetivo foi obter a contribuição de especialistas de várias regiões sobre o impacto da crise pandêmica para a compreensão do Antropoceno e as possibilidades de respostas do atual sistema multilateral aos atuais desafios ambientais e sociais que vivenciamos. Além disso, os especialistas responderam perguntas sobre o papel de diferentes atores não governamentais na ação climática, e como os regionalismos podem se tornar arranjos favoráveis para a adoção de políticas conjuntas entre nações, tais como os Green Deals. Neste sentido, o eixo "Crises antropocênicas, sustentabilidade, saúde global e construção de consenso para políticas multilaterais", coordenado pelo Professor Carlos R. S. Milani, procura apresentar as perspectivas dos entrevistados sobre as possibilidades do multilateralismo na era climática.

These Structured Conversations refer to the fourth thematic axis of the project. The discussions are centered on fundamental reflections for understanding the current moment of rupture caused by Covid-19 and its relation to the climate crisis. It aimed at obtaining the contribution of experts from various regions on the impact of the pandemic crisis for the understanding of the Anthropocene and the possibilities of responses by the current multilateral system to the current environmental and social challenges. Furthermore, the specialists answered questions about the role of different non-governmental actors in climate action, and how regionalisms can become favorable arrangements for the adoption of joint policies between countries, such as Green Deals. In this sense, the axis "Anthropocene crises, sustainability, global health, and consensus-building for multilateral policies”, coordinated by Professor Carlos R. S. Milani, seeks to present the interviewees' perspectives on the multilateralism possibilities in the climate era.

En este sentido, el objetivo de este artículo es presentar un análisis comparado de las políticas climáticas de Argentina y México desde el 2005, año de la ratificación del Protocolo de Kioto, hasta el 2015 con la firma del Acuerdo de París y las transformaciones consiguientes en la gobernanza global del cambio climático.
El artículo se estructura de la siguiente manera: En la primera sección se desarrolla el marco teórico y metodológico del trabajo, para luego continuar con el análisis de cada uno de los casos. Cierra este artículo una sección donde se desarrollan las principales conclusiones del análisis comparativo entre ambos países.
