Not coincidentally, it is the main victim of attacks by disinformation merchants bent on undermining the electoral process and the democratic environment. This article outlines the efforts of the Brazilian Superior Electoral Court (TSE) to tackle the effects of 'information disorder' on its democratic process, discussing its partnerships with digital platforms and civil society to guarantee transparency and to build trust and integrity in electoral processes in Brazil. The TSE aims to increase the electorate's access to information and its resilience to disinformation, as well as build official mechanisms to respond to these threats. Related decisions issued by the court will also be analysed. The article demonstrates how these initiatives have helped the TSE to reduce disinformation in the electoral information ecosystem and enabled a more informed exercise of the right to vote.
Los organismos electorales garantizan la integridad de las elecciones en todo el mundo. Estos org... more Los organismos electorales garantizan la integridad de las elecciones en todo el mundo. Estos organismos adoptan mayoritariamente naturaleza constitucional: tanto por su inserción entre los poderes del Estado, para garantizar su autonomía dada la transcendencia de su misión que determina los resultados de las elecciones, como por el contenido de sus decisiones que afectan a derechos fundamentales, desarrollados con distinto nivel de detalle en la Constitución. Esta transcendencia constitucional, ha provocado conflictos con otros poderes constitucionales. En su labor, los organismos electorales adoptan medidas que transforman el ordenamiento en el que desarrollan sus actividades, amplían el sentido de la Constitución en su interpretación, observando a los estándares internacionales y buscando efectividad de los derechos políticos. Esta regulación se ha centrado históricamente en identificar a aquellos que realizan estas labores de influencia y aplicar la transparencia tanto a su organización como a sus actividades. En nuestra opinión este modelo, hijo de la legislación norteamericana de 1946 es ineficaz e insuficiente, al dejar fuera organizaciones y sujetos que realizan este tipo de actividades. The Cervantes Institute and its branches abroad have become a powerful tool of cultural diplomacy... more The Cervantes Institute and its branches abroad have become a powerful tool of cultural diplomacy and representation of Brand Spain across the world. Founded in ‘90s, the institution has developed many online communication platforms, making it the most forward-looking and far-reaching institution in its field. The aim of this study is to analyse how the Cervantes Institute communicates through its network of Twitter accounts during a determined period. To this end, two studies were conducted: a quantitative analysis of the tweets (n = 13.913) from the institution’s accounts (during the period 01/01/2017 - 06/31/2017) and an analysis of the content of the tweets (during the month of September 2017) (n = 3.014). We concluded that the use of Twitter as a communication tool by the Cervantes Institute is a reality. In this article, we have analyzed, according to a list of criteria identified following the 2010 OECD Recommendations , the regulation on lobbying adopted by some Spanish and Italian regions in the last years. Our assumption is that, although there is a higher level of diversity among Spanish sub-national legislations, in many ways they appear to be more progressive than the Italian ones. Nonetheless, in order to overcome such fragmentation, which creates uncertainty among lob-byists and citizens, a homogenous legislative framework should be enacted at national level.
Ante la percepción generalizada de crisis, y la interrelación entre sus distintos planos, se plan... more Ante la percepción generalizada de crisis, y la interrelación entre sus distintos planos, se plantea la hipótesis de una crisis de origen únicamente económica, con una réplica o traslado al ámbito social y político.Por otro lado, están aquellos que señalan que cada plano requiere de soluciones diferentes, y que soluciones económicas no llevan necesariamente a un fortalecimiento de la democracia, como se puede observar en un número creciente de países en los que la libertad de mercado, y sus buenos resultados conviven con regímenes autoritarios.Este trabajo se centrará en el aspecto institucional, y concretamente, en la democracia. Así, se acabará concluyendo sobre los peligros de poner en la reforma constitucional las expectativas de solución de problemas económicos y sociales, y sobre la necesidad de trabajar para que se den condiciones que hagan posible la reforma.

Desde la década de 1990, así lo han entendido distintos países latinoamericanos, que han llevado a cabo procesos constituyentes en los que la participación ocupa un papel esencial. Entre todos ellos, la Constitución colombiana de 1991 resulta pionera. Su constitucionalización de la participación marcó un camino que han seguido otros países de la región. Pero la participación es un derecho que depende de su desarrollo. En los treinta años transcurridos desde su aprobación este concepto se ha ido consolidando en Colombia a través de las leyes estatutarias de desarrollo y la jurisprudencia de la Corte Constitucional. La obra aborda el análisis de la comunicación política desde una perspectiva novedosa al combinar... more La obra aborda el análisis de la comunicación política desde una perspectiva novedosa al combinar una aproximación académica y profesional. Ello permite realizar un adecuado tratamiento de algunos de sus principales conceptos, como los efectos de la comunicación en el comportamiento de los ciudadanos, con otros que resultan novedosos, como la formulación de la tesis de la democratización de la comunicación política o el tratamiento de la ética en la comunicación. Del mismo modo, y desde una perspectiva práctico-profesional, se presentan herramientas como el storytelling o los grassroots, y estrategias como la actividad del lobbying o la gestión de la comunicación en situaciones de crisis. Todo ello sin olvidar uno de los principales focos de atención de la comunicación política: la organización de las campañas electorales y, muy especialmente, las campañas digitales. Los contenidos son abordados por profesores de Ciencia Política y de Comunicación, y profesionales del sector que ofrecen una visión aplicada de los mismos. De este modo, se combina un tratamiento académico-teórico y práctico-profesional, lo que permite a esta obra distinguirse de otras similares que se encuentran en el mercado.
