The increase in the number of tourists has a special impact on historic centres. Some problems related to overcrowding arise in these spaces, which represent important challenges for urban management. This chapter reflects on the need to define overtourism indicators that allow dimensioning the phenomenon and its impacts. But it also involves a deep reflection on the limits of application of these indicators. These limits derive from the absence of reference values and the operational difficulties to obtain data. First of all, the state of the art regarding the indicators is made. Secondly, based on a review of the existing bibliography, the next section raises some indicators of activity and tourism specialization. The aim of this article is to analyse the use of urban planning regulations as an instrument for containing tourism activity in situations of overtourism. A two-stage methodological approach is employed: Firstly, a review of the local governments’ response to the effects of tourism growth and the possibilities of local control in 46 Spanish cities is presented; secondly, a comparative analysis of the stricter short-term rentals regulations adopted by those cities is carried out. The common basis of the adopted regulations is the control of tourist use of an entire dwelling. Within this context, urban tourism planning is experiencing a convergence of new paradigms related to the so-called Smart Tourist Destinations (SD). Smart tourism and its operational level open up new avenues for intervention in the city which can help to manage overtourism. Therefore, the objective of this study is to analyse the level of implementation of smart solutions in four Spanish destinations: Donostia-San Sebastián, Madrid, Málaga and Valencia. The methodology used combines the compilation of information on initiatives and measures found in public tourism planning documents with semi-structured interviews with those responsible for managing the Smart City strategy and the SD project. For decades a very positive view of the effects of tourism on the city has predominated, mainly a... more For decades a very positive view of the effects of tourism on the city has predominated, mainly as a vehicle for economic development. More recently, attention has been highlighted from various quarters to the more negative aspects of tourism with reference to processes of touristification, overtourism and/or tourism gentrification. However, the perception of these phenomena is not homogeneous, neither between different cities nor within the same city. This paper deals with the perception of local administration technicians on the effects of tourism in the historic centres of Spanish cities, a key factor in shaping the political agenda of those in charge of the institutions. To this end, a survey has been carried out among technicians whose work is directly or indirectly related to tourism. The results show a notable influence of tourism on different processes in urban centres, as well as a high degree of consensus on the positive effects generated by tourism. There is also agreement on the importance of thorough public control of the negative effects of tourism, which seem to be maintained or even increased in recent years. The results of the survey acknowledge some work by local governments to prevent or reduce such negative effects.

Recent problems associated with the growth of tourism in urban centres have led to the adoption o... more Recent problems associated with the growth of tourism in urban centres have led to the adoption of measures to contain tourism activity in some of Spain's main cities. The municipal authorities have resorted to urban planning instruments to contain the growth of the accommodation supply in the areas of greatest pressure, indirectly favouring its spread to more peripheral areas. The city of Madrid has adopted measures of this type, included in the Special Plan for regulating the use of tertiary services in the accommodation category, approved in March 2019. Although instruments of this type make it possible to adequately regulate the implementation of hotel accommodation in full buildings, they present greater limitations to controlling the supply of tourist housing due to their greater similarity to residential use.

Overtourism management plays an important role in the sustainability of historical and cultural h... more Overtourism management plays an important role in the sustainability of historical and cultural heritage assets. Tourism has been growing very fast and many places have suffered from the pressure of tourism. This situation has led to problems in heritage conservation. There are cities whose historical centres have been overcrowded for years-Venice is a paradigmatic case-. However the problem is now reaching a greater number of destinations: in Spain it is especially intense in the historical centres of large cities such as Madrid, Barcelona, San Sebastian, Malaga or Palma de Mallorca. The spread of tourism in these central spaces threatens the sustainability of those values that had previously motivated the application of certain categories of heritage protection. Tourism management strategies and measures on an urban scale are particularly important in this context. For this reason, this paper presents the partial results of an ongoing investigation into the local tourism policy. The work focuses specifically on the strategies for containing and regulating tourist activities, which are being adopted on a historical centre dimension in Spain. The conclusions of the first phase of the study are presented, focusing on the identification of the measures adopted in different particularly overcrowded destinations. The methodology used is based on the compilation of secondary sources, mainly academic literature, plans and programmes related to local tourism policy. The results obtained so far indicate that in the chosen cities the concern for overtourism already occupies an important role in the local political agendas.

This research note explores how cities that develop a smart city and/or smart destination strateg... more This research note explores how cities that develop a smart city and/or smart destination strategy approach the management of overtourism. A group of cities with uneven tourism pressure in Spain and Portugal have been expressly selected. Using a qualitative methodology, the findings show that overtourism is a complex phenomenon comprising highly diverse processes and constitutes a localised problem in specific areas of each city. The measures for addressing overtourism include regulatory measures and the occasional use of Information and Communication Technologies (ICT). There is a need for an increasing use of technology that could have a wider scope if the smart city/destination strategy were more consolidated from a holistic point of view. and smendo01@ucm.es Josep A.
