Engenheiros Sem Fronteiras (ESF) é uma organização presente em vários outros países. Ela represen... more Engenheiros Sem Fronteiras (ESF) é uma organização presente em vários outros países. Ela representa, em sua origem, uma das principais manifestações de um tipo específico de engenharia engajada (EE), a Engenharia Humanitária (EH), que está particularmente focada em remediar os efeitos de desastres ambientais ou guerras sobre as pessoas afetadas. Neste trabalho, parte-se de um estudo que conjugou revisão bibliográfica, entrevistas e análise bibliométrica de artigos, para: 1) apresentar e contextualizar historicamente o caso do ESF Brasil; e 2) analisar criticamente a organização, a partir de cinco pontos: metodologia de atuação; visão de impacto social; visão de tecnologia e engenharia; visão de mundo; e papel do voluntariado para a organização. Como principal resultado, aponta-se que, mesmo não explicitando a perspectiva da EH e desenvolvendo também outros tipos de EE, o ESF Brasil segue fortemente influenciado por princípios e ideais da EH.

Este trabalho se insere na perspectiva da engenharia que busca colocar o desenvolvimento científi... more Este trabalho se insere na perspectiva da engenharia que busca colocar o desenvolvimento científico e tecnológico a serviço dos mais pobres. Trata-se aqui, então, de um dos distintos ramos da engenharia engajada de John Bernhard Kleba. No artigo, analisa-se a conformação do campo da engenharia e desenvolvimento social (EDS), a partir de 2003, no contexto de uma administração progressista no Executivo Federal brasileiro. Em um claro projeto de expansão universitária, esse governo criou políticas públicas de incentivo à extensão, à economia solidária e à tecnologia social, que potencializaram o surgimento e o fortalecimento do campo. Metodologicamente, o artigo combina análise de documentos com observação participante dos Encontros Nacionais e Regionais de Engenharia e Desenvolvimento Social (ENEDS e EREDS). Como principais conclusões, destaca-se a consolidação do campo EDS na engenharia e a sua progressiva transformação ao longo do tempo, que culminará com a criação da Rede de Engenharia Popular Oswaldo Sevá. Essa transformação é evidenciada pela aproximação com movimentos sociais, que passam a estar presentes nos ENEDS e EREDS, e evidencia um novo horizonte para o campo, que se distancia de uma ideia de desenvolvimento sem sujeitos concretos, aproximando-se do ideal de construção de alternativas sociotécnicas com as classes populares.

Generally speaking, everyday engineering practices are profoundly associated with the development... more Generally speaking, everyday engineering practices are profoundly associated with the development of the hegemonic capitalist socio-technical order. Taking such activity as a way of also producing social development (or change) – that is, the very subversion of this order – is something somewhat recent in the world. In Brazil, the exchange of experiences and the deepening of the reflection concerning this subject is greatly associated with the Engineering and Social Development National Meeting (ENEDS, in Portuguese). Because of that, a research on the 392 papers presented in the so far twelve editions of the meeting has been started with the aim of, initially, describing the field of engineering and social development in the country. In this manuscript, we present the first results of such work, providing some initial hypothesis to them. At the end, we describe the next intended steps in this endeavour and what is aimed with them.

O distanciamento de uma parcela significativa da realidade brasileira e uma frequente nessas areas, tanto nos projetos desenvolvidos quanto nas salas de aula. Para orientá-los, utilizamos os conceitos de tecnologia social e economia solidária. No entanto, em nossa experiência prática de desenvolver soluções tecnológicas de forma participativa, em uma parceria de mão dupla entre a universidade e trabalhadores da economia solidária, percebemos que há a necessidade de um debate conceitual mais ampliado sobre tecnologia. Este capítulo surgiu do desejo de problematizar esse conceito para iluminar nossa prática. A questão é: como a reflexão teórica acerca da tecnologia pode orientar melhor as metodologias de ação de um núcleo de ensino, pesquisa e extensão oriundo da engenharia? Revisitamos os conceitos de tecnologia e de tecnologia social, apresentando as principais disputas existentes no campo que se forma em torno da tecnologia social. Para isso, foram revisitadas as obras de Álvaro Vieira Pinto, Renato Dagnino, Andrew Feenberg, Bruno Latour, Henrique Novaes, Pedro Cunca Bocayuva, Walter Bazzo e a concepção difundida pela Rede de Tecnologia Social. A partir da discussão teórico-conceitual realizada, levantamos pontos de reflexão sobre práticas de extensão universitária que buscam valorizar o trabalho coletivo.

Primeiro, partindo de uma análise ampla da questão energética, apresenta a visão histórica da eletrificação rural no Brasil e contextualiza como é o acesso a este recurso nos assentamentos. Após, traz contribuições dos Estudos Sociais da Ciência e da Tecnologia para apontar a Adequação Sociotécnica (AST) como alternativa para desenvolver um trabalho técnico coerente com a inclusão social. Em seguida, apresenta uma breve descrição e análise da experiência do curso, na qual se identificam algumas possibilidades e limites de adequação. Por fim, propõe algumas reflexões para a eletrificação nos assentamentos dentro do cenário atual.

Diante da crescente vigilância na internet, perpetrada tanto pelo Estado quanto por instituicoes ... more Diante da crescente vigilância na internet, perpetrada tanto pelo Estado quanto por instituicoes privadas, os usuarios tem se sentido cada vez mais expostos e tendo seus direitos violados. A cada dia, atentados as liberdades individuais vem sendo expostos ao grande publico. Em reacao as denuncias e tensoes, leis sao revisitadas e a comunicacao livre torna-se cada vez mais objeto de coibicoes. This paper aims at considering the benefits of putting scientific and technological development a... more This paper aims at considering the benefits of putting scientific and technological development at the service of those who are most in need. We are dealing here, therefore, with John Bernhard Kleba’s ideas related to the creation of an “engaging” engineering. The makeup of the Engineering and Social Development (ESD) field —from 2003 onwards— is analyzed within the context of a progressive administration in the Brazilian government. In a project clearly designed for the expansion of universities, this administration created public policies that encouraged university extension, solidarity-based economy and social technology, which both made the field possible and strengthened it. Assumir tal atividade como caminho que, se quisermos, também pode produzir desenvolvimento (ou transformação) social – ou seja, a subversão desse ordenamento – é algo relativamente recente no mundo. No Brasil, trocas de experiências e adensamento da reflexão sobre o tema estão grandemente associadas ao Encontro Nacional de Engenharia e Desenvolvimento Social (ENEDS). Por conta disso, iniciou-se um trabalho de pesquisa que, tendo como base os 392 artigos apresentados nas doze primeiras edições anuais do encontro, busca, em um primeiro momento, descrever o campo de engenharia e desenvolvimento social no país. Neste artigo, apresentamos os primeiros dados que este trabalho nos propiciou, assim como algumas hipóteses iniciais para eles. Ao seu final, descrevemos preliminarmente os próximos passos pretendidos nessa empreitada e aquilo que se busca com eles.

Uma dessas desvantagens é a falta de ferramentas informacionais que os auxiliem no processo de comercialização. Assim, o Núcleo de Solidariedade Técnica (Soltec/NIDES/UFRJ) iniciou o desenvolvimento do Sistema Integrado de Comercialização para Produtos da Agricultura Familiar (SIPAF). A proposta do trabalho é, sob esse contexto, trabalhar no desenvolvimento de sistemas de apoio às feiras de comercialização de produtos da agricultura familiar. Para isso, foi iniciado um diálogo com a feira Terra Crioula (https://www.facebook.com/TerraCrioulaMST/), que comercializa cestas agroecológicas e acontece quinzenalmente no Rio de Janeiro. We are dealing here, therefore, with John Bernhard Kleba’s ideas related to the creation of an “engaging” engineering. The makeup of the Engineering and Social Development (ESD) field —from 2003 onwards— is analyzed within the context of a progressive administration in the Brazilian government. In a project clearly designed for the expansion of universities, this administration created public policies that encouraged university extension, solidarity-based economy and social technology, which both made the field possible and strengthened it. No geral, a prática da engenharia está profundamente atrelada ao desenvolvimento do ordenamento s... more No geral, a prática da engenharia está profundamente atrelada ao desenvolvimento do ordenamento sociotécnico capitalista hegemônico. Assumir tal atividade como caminho que, se quisermos, também pode produzir desenvolvimento (ou transformação) social – ou seja, a subversão desse ordenamento – é algo relativamente recente no mundo. No Brasil, trocas de experiências e adensamento da reflexão sobre o tema estão grandemente associadas ao Encontro Nacional de Engenharia e Desenvolvimento Social (ENEDS). Por conta disso, iniciou-se um trabalho de pesquisa que, tendo como base os 392 artigos apresentados nas doze primeiras edições anuais do encontro, busca, em um primeiro momento, descrever o campo de engenharia e desenvolvimento social no país. Neste artigo, apresentamos os primeiros dados que este trabalho nos propiciou, assim como algumas hipóteses iniciais para eles. Ao seu final, descrevemos preliminarmente os próximos passos pretendidos nessa empreitada e aquilo que se busca com eles.

Uma dessas desvantagens é a falta de ferramentas informacionais que os auxiliem no processo de comercialização. Assim, o Núcleo de Solidariedade Técnica (Soltec/NIDES/UFRJ) iniciou o desenvolvimento do Sistema Integrado de Comercialização para Produtos da Agricultura Familiar (SIPAF). A proposta do trabalho é, sob esse contexto, trabalhar no desenvolvimento de sistemas de apoio às feiras de comercialização de produtos da agricultura familiar. “Formação ... more Este artigo apresenta o estudo de caso da elaboração e realização do curso de extensão “Formação Crítica em Sistemas Técnicos de Energia – Introdução”, feito em parceria entre o Núcleo Interdisciplinar para o Desenvolvimento Social (NIDES) e o Movimento dos Trabalhadores e Trabalhadoras Rurais Sem Terra (MST). Primeiro, partindo de uma análise ampla da questão energética, apresenta a visão histórica da eletrificação rural no Brasil e contextualiza como é o acesso a este recurso nos assentamentos. Após, traz contribuições dos Estudos Sociais da Ciência e da Tecnologia para apontar a Adequação Sociotécnica (AST) como alternativa para desenvolver um trabalho técnico coerente com a inclusão social. Em seguida, apresenta uma breve descrição e análise da experiência do curso, na qual se identificam algumas possibilidades e limites de adequação. Por fim, propõe algumas reflexões para a eletrificação nos assentamentos dentro do cenário atual.

O Núcleo de Solidariedade Técnica da UFRJ está envolvido em uma série de projetos de extensão uni... more O Núcleo de Solidariedade Técnica da UFRJ está envolvido em uma série de projetos de extensão universitária. Para orientá-los, utilizamos os conceitos de tecnologia social e economia solidária. No entanto, em nossa experiência prática de desenvolver soluções tecnológicas de forma participativa, em uma parceria de mão dupla entre a universidade e trabalhadores da economia solidária, percebemos que há a necessidade de um debate conceitual mais ampliado sobre tecnologia. Este capítulo surgiu do desejo de problematizar esse conceito para iluminar nossa prática. A questão é: como a reflexão teórica acerca da tecnologia pode orientar melhor as metodologias de ação de um núcleo de ensino, pesquisa e extensão oriundo da engenharia? Revisitamos os conceitos de tecnologia e de tecnologia social, apresentando as principais disputas existentes no campo que se forma em torno da tecnologia social. Para isso, foram revisitadas as obras de Álvaro Vieira Pinto, Renato Dagnino, Andrew Feenberg, Bruno Latour, Henrique Novaes, Pedro Cunca Bocayuva, Walter Bazzo e a concepção difundida pela Rede de Tecnologia Social. A partir da discussão teórico-conceitual realizada, levantamos pontos de reflexão sobre práticas de extensão universitária que buscam valorizar o trabalho coletivo.

O projeto faz parte do programa de extensão, pesquisa e ensino que integra o Tecnologia da Informação para Fins Sociais (Tifs) do Núcleo de Solidariedade Técnica (Soltec/UFRJ). A proposta do programa é pesquisar, desenvolver e disseminar ferramentas que possam contribuir para a melhora ou a ampliação dos trabalhos realizados por organizações sociais em favelas, comunidades pobres no Rio de Janeiro e por empreendimentos da economia solidária e movimentos sociais.

Nos encontramos em uma sociedade com grandes desigualdades sociais, pelas quais o processo de des... more Nos encontramos em uma sociedade com grandes desigualdades sociais, pelas quais o processo de desenvolvimento tecnológico tem grande responsabilidade. Os engenheiros, que costumam assumir um papel importante nas decisões desse processo, muitas vezes se colocam apenas como executores ou se posicionam de forma ingênua, como se suas decisões não impactassem nas questões sociais, mas apenas nos aspectos técnicos/econômicos. Para alterar esse quadro é necessária uma formação crítica dos engenheiros, que desmistifique essa separação dos aspectos técnicos dos sociais, políticos, culturais e ambientais, e que os prepare para assumir um papel de protagonismo na mudança deste quadro. Esse artigo, inicialmente, apresenta o conteúdo e a metodologia de ensino-aprendizagem construída ao longo de dez anos na cadeira de Humanidades e Ciências Sociais da Escola Politécnica da UFRJ . Ao fim, apresenta-se o resultado de uma avaliação feita com uma turma de estudantes de engenharia no segundo semestre de 2007, e conclui-se apresentando pontos que funcionaram bem e pontos a aprimorar.
As ações do RIO ECOSOL aconteceram em quatro comunidades – Santa Marta, Complexo do Alemão, Compl... more As ações do RIO ECOSOL aconteceram em quatro comunidades – Santa Marta, Complexo do Alemão, Complexo de Manguinhos e Conjunto Habitacional de Cidade de Deus. A pesquisa, cujos resultados estão registrados nesta publicação, utilizou-se da metodologia participativa da pesquisa-ação e teve como objetivo mapear e identificar as atividades produtivas existentes nesses quatro territórios, visando o desenvolvimento da economia solidária como alternativa econômica para essas comunidades. Cabe ressaltar que este trabalho vem se somar às poucas experiências de pesquisa-ação em favelas ou territórios populares, o que significa dizer que, com a sistematização da metodologia utilizada, esperamos contribuir para o avanço no campo teórico da pesquisa-ação sobre economia solidária em favelas e possibilitar mais ações e políticas públicas nesse sentido.
A presente dissertação tem como objeto de estudo as redes formadas pelas organizações sociais de ... more A presente dissertação tem como objeto de estudo as redes formadas pelas organizações sociais de base comunitária (OSBC). Utilizando-se de métodos quantitativos, como a Análise de Redes Sociais, e qualitativos, como a análise de entrevistas, buscou-se compreender o papel dessa rede no desenvolvimento local. A metodologia escolhida para dirigir a pesquisa foi o estudo de caso, com a seleção da Cidade de Deus como local estudado. O referencial teórico utilizado para analisar os resultados da pesquisa tomou por base os conceitos de redes de organizações sociais, capital social e desenvolvimento local. Ao final da dissertação, foram identificados seis fatores que levam a rede formada pelas organizações sociais da Cidade de Deus a não produzir um desenvolvimento local efetivo: pouca articulação entre as OSBCs da Cidade de Deus; pequena participação dos moradores nessa rede; dificuldades no diálogo com o Estado; distanciamento dos grandes movimentos sociais; foco apenas no desenvolvimento social em detrimento do econômico; e visão excessiva de curto prazo. A partir deste diagnóstico, também foram sugeridas algumas ações e pesquisas que podem contribuir para o desenvolvimento local.

For this, it brings a reflection on several concepts, namely: Critical Theory of Technology, Solidarity Technology, Free Software, Participation, Cooperation, Consensus, Participatory Management, Democracy (Representative, Participatory, Direct and Edemocracy), Action Research, Participatory Design and Agile Methodology. Concluding, seven guidelines for the development of these information systems are presented from the dialogue between these concepts and analysis of Community Web Portal of Cidade de Deus (www.cidadededeus.org.br) and the information system of the Solidarity Economy movement Cirandas (www.cirandas.net), namely: (1) guidance for user goals, (2) collective administration, (3) active moderation, (4) flexibility, (5) evaluation of participation, (6) transparency, and (7) emancipatory process.

This paper intends to reflect on important criteria in the development, deployment and management... more This paper intends to reflect on important criteria in the development, deployment and management of information systems (IS) aimed at supporting social movements and community movements, especially regarding to make possible and to stimulate a more direct and extended participation of its members. For this, from theoretical references as Studies of Science, Technology and Society (STS), Participative Management, Cooperation, Consensus, Participatory Design and Action Research, seven criteria were defined to be considered in the development or analysis of IS. These criteria were created from these theoretical frameworks in dialogue with two case studies of IS. The first is Cirandas (www.cirandas.net), developed to support the social movement of Solidarity Economy. The second is the community web portal of Cidade de Deus (www.cidadededeus.org.br), aimed to increase the integration between different community-based organizations of Cidade de Deus (“City of God”). The analysis of these two systems shows how the incorporation of some properties of these categories allowed greater participation of members of these movements.
The aim of this article is to describe the experience of an under graduation course named Free So... more The aim of this article is to describe the experience of an under graduation course named Free Software and Participatory Methodologies, which was offered to Electronic and Computer Engineering students of the Federal University of Rio de Janeiro, Brazil, in the first semester of 2011. The course lasted 4 months, with 30 lessons of 2 hours, twice a week. The course content was divided in four theoretical axes: Introduction to Software Engineering, Free Software, Participatory Design and Science, Technology and Society studies. Besides, the students elected a project to practice the theoretical contents. The choice was for a teleconference system oriented to the solidarity economy social movement. The demand came from members of this movement, which were available to participate in the development process. This process included requirements meetings, but due to the short time, it got only to software modeling by flux diagrams. The students evaluation was positive, mainly speaking about a new view of software engineering. Some of them were already working as programmers, and reported they had never had contact with users or clients, and had never thought about the possibility of developing software for social movements.
