La conjugaison de plusieurs facteurs d’instabilité endogènes (États en faillite, terrorisme, rébe... more La conjugaison de plusieurs facteurs d’instabilité endogènes (États en faillite, terrorisme, rébellions, insurrection, trafics en tous genres, migrations clandestines, pauvreté et crise climatique) expose la région du Sahara- Sahel depuis quelques années à une montée en puissance de la violence politique, des actes terroristes et des conflits intercommunautaires.
Les pays de la région ont de nombreux défis à relever, dont ceux de la sécurité et du développement. Les acteurs internationaux et régionaux sont aussi présents, et face à l’impasse des stratégies menées jusqu’à présent, il est urgent de réfléchir à de nouvelles perspectives, notamment le rôle de la diplomatie, articulée autour de ses trois dimensions : sécuritaire, religieuse et économique.
C’est l’objet de ce colloque, organisé par le Laboratoire d’analyse des sociétés et pouvoirs / Afrique - Diasporas (LASPAD) de l’Université Gaston- Berger et l’Université Mohammed V de Rabat en partenariat avec le bureau de la Fondation Konrad Adenauer de Rabat, qui ambitionne de réunir à nouveau chercheurs, spécialistes, étudiants et acteurs autour de quatre tables rondes sur les différentes problématiques qui concernent l’émergence et le développement de cette triple diplomatie. Sur le volet sécuritaire, cette diplomatie implique des acteurs internationaux et régionaux dans la médiation et la résolution des conflits. Cet espace d’intervention s’est complexifié en raison du protagonisme croissant d’acteurs non étatiques, entrepreneurs de violence, qui ont renforcé leur légitimité notamment en recourant aux références religieuses tout en questionnant le rôle de l’État, impuissant à l’heure de protéger les frontières de l’État-nation en crise, et en se substituant à lui comme alternative consolidée autour de la notion de communauté.

Cette réalité implique une analyse des motifs qui poussent à quitter l’Europe, mais aussi à prendre en compte le choix des Africains pour une destination comme le Maroc, plutôt que l’Europe ou le Moyen-Orient où leurs aînés avaient l’habitude de se rendre. Qu’est-ce qui les conduit aujourd’hui à choisir des structures religieuses d’accueil afro-européennes situées aux portes de l’Europe ? Est-ce que leur mobilité s’inscrit dans une circulation globale au sein d’un marché de savoirs et de formations religieuses ? L’expérience vécue dans la quotidienneté des structures d’apprentissage dont il est ici question permet d’apprécier les positionnements de ces dynamiques religieuses à la confluence avec l’Europe.

C’est toujours un immense plaisir de voir s’achever un nouveau numéro de notre revue Afrique(s) e... more C’est toujours un immense plaisir de voir s’achever un nouveau numéro de notre revue Afrique(s) en mouvement. Ce numéro 5, coordonné par Cheikh El Hadji Abdoulaye Niang et Seydi Diamil Niane, tous deux chercheurs à l’IFAN au sein de l’université Cheikh Anta Diop de Dakar, nous amène à nouveau sur des pistes et des chemins originaux pour comprendre la circulation des hommes, des savoirs et des normes culturelles au sein du continent africain. Nous avons privilégié, cette fois, l’éclairage d’un segment de relations, de contacts et de coopérations historiques et contemporaines entre le Maroc et le Sénégal. Deux pays, comme les auteurs le rappelleront, dont les relations s’inscrivent dans une épopée au long cours sans cesse renouvelée. La densité relationnelle se mesure notamment au travers de liens commerciaux, d’entrelacement religieux, de circulation des imaginaires et de productions culturelles, éditoriales et architecturales ou de réseaux politiques et diplomatiques. Les auteurs du dossier de ce numéro explorent les différents axes de ces interactions denses à partir de périodes et de disciplines différentes qui, associées à des entretiens avec des personnalités publiques des scènes économiques, culturelles et religieuses contemporaines, font la richesse du présent numéro et de l’esprit éditorial de la revue. Chaque auteur nous engage dans une expérience intra-africaine spécifique nous menant de la compréhension de ces mouvements à une vision plus hybride des relations et des constructions entre le Maroc et le Sénégal. Cela se traduit en tant que kaléidoscope relationnel, notamment au travers d’une mise en exergue d’anciens imprimés et manuscrits qui ont circulé entre l’Afrique méditerranéenne et l’Afrique subsaharienne, de poèmes soufis sénégalais objectivant une représentation particulière de la ville de Fès, de co-constructions culturelles et architecturales, de la circulation des imaginaires sur la mort, de l’exportation de la version marocaine du Coran au Sénégal et de la circulation des chorfa* au gré de leurs tournées au Sénégal. Les rubriques qui entourent les contributions au dossier permettront au lecteur de s’initier aux notions et concepts employés dans le dossier mais aussi de s’ouvrir à l’expérience de l’altérité à travers des entretiens, des paroles d’acteurs politiques et culturels et la présentation d’un ouvrage dédié au sujet et de retours d’éclairages de terrains. Le quatrième numéro d’Afrique(s) en mouvement continue de prolonger l’esprit éditorial qui consis... more Le quatrième numéro d’Afrique(s) en mouvement continue de prolonger l’esprit éditorial qui consiste à se situer au cœur des enjeux contemporains en Afrique, tout en donnant la parole aux acteurs de ces changements. Ainsi, l’articulation des contributions scientifiques et des rubriques plus citoyennes et culturelles reste autant une règle bénéfique qu’une opportunité de perception d’une réalité continentale sous plusieurs angles. Le dossier du numéro est intitulé : « Une mondialisation discrète. Circuler en Afrique : acteurs, routes, réseaux et marchandises ». Il est coordonné par deux spécialistes de la question, la géographe Anne Bouhali et le sociologue Saïd Belguidoum. Ces derniers ont déjà beaucoup cheminé et observé ces routes et ces échanges en Algérie, au Maroc, en Égypte, en Chine et en Afrique de l’Ouest. Leur savoir- faire et production prolixe sont un véritable atout dans ce travail de coordination. Ce numéro, en versions électronique ou papier, continue d’explorer les mobilités transnationales, mais cette fois-ci à travers les mouvements des personnes et des marchandises en Afrique. Togo, Côte-d’Ivoire, Maroc, Turquie, Tunisie, Nigeria, à travers différentes transactions, routes économiques et contextes sociaux, nous visons à apporter des éclairages permettant de mieux comprendre en quoi les circulations transnationales sont un vecteur des mutations des sociétés contemporaines de l’Afrique méditerranéenne et de l’Afrique subsaharienne. Il est question d’y observer et de comprendre ce que certains auteurs ont appelé les « mondialisations par le bas » (A. Portes, 1999 ; A. Tarrius, 2002 ; M. Peraldi, 2001) ou les « mondialisations discrètes » (A. Choplin, O. Pliez, 2018 ; S. Belguidoum, O. Pliez, 2015). C’est une approche de la mondialisation qui, comme nous disent les auteurs, invite à s’intéresser à la fois aux acteurs, aux routes et aux lieux des circulations transnationales en portant autant attention aux stratégies multi-situées que les circulations transnationales impliquent qu’aux réseaux sociaux qui font vivre ces dynamiques et aux structurations/conséquences sur les différentes places qui sont irriguées par ces réseaux. Par ce prisme d’analyse il est question de se saisir des échanges commerciaux qui s’organisent aussi bien par le bas – par la négociation, par la parole, par les échanges matériels et immatériels – que par les relations de confiance. Le dossier rend aussi compte des éthos partagés et bien entendu des transactions économiques en mouvement. On y observe notamment des échanges à petite échelle, tout en redéfinissant des routes économiques à travers les continents. L’entretien proposé dans ce numéro concerne l’un des plus grands sociologues des circulations migratoires et de la « mondialisation par le bas ». Il nous a tous inspirés et nous inspire encore. Alain Tarrius, qui a révélé, théorisé, fabriqué une sociologie de la migration par le bas, aussi bien par ses multiples productions que par les échanges et terrains, nous permet d’aller encore plus loin dans la compréhension de ces mondes sociaux et économiques. Nous vous en souhaitons une bonne lecture, l’Afrique dans le monde et le monde en Afrique sont encore une fois au cœur des intérêts et des dynamiques en mouvement sur le Continent.

Au terme de plusieurs décennies de présence turque et marocaine en Europe, le monde a changé. À p... more Au terme de plusieurs décennies de présence turque et marocaine en Europe, le monde a changé. À partir d’excursions empiriques vers des cas d’études contrastés marocains et turcs en relation avec l’Europe, nous avons contribué à éclairer quelques facettes de ce monde contemporain, caractérisé entre autres par: la fin plus que consommée du modèle pendulaire des migrations; la multi-directionnalité des mobilités tant des personnes que des objets et des idées; la mutation des manières de se rapporter à l’espace (questionnées à travers, par exemple, une figure telle que le transmigrant ou encore par la sédentarisation d’espaces-d’entre-deux); l’assouplissement en même temps que le renforcement de la frontière étatico-nationale (et supranationale/européenne) comme échelle d’expérience et d’analyse; le décentrement de l’Europe dans les processus de circulation et de construction identitaire des descendants de migrants extra-européens. Ce sont entre autres des traces de ce monde contemporain que gardent les axes et les chapitres présentés dans l’ouvrage, à partir d’études de terrains euro-marocains et euro-turques menées par un consortium international de chercheurs (Belgique, Maroc, Turquie, France et Italie).
Le présent rapport contribue à dresser un état des lieux de la stratégie nationale marocaine pour... more Le présent rapport contribue à dresser un état des lieux de la stratégie nationale marocaine pour la prévention de la radicalisation et de l’extrémisme violent. Il consiste également à mettre en avant des pistes d’actions et de réflexions sur les dispositifs de prévention et leur système de mise en œuvre. Ce travail prend appui sur les initiatives institutionnelles et met en perspectives les principaux outils, programmes et démarches d’intervention sur les champs de la prévention de l’extrémisme violent. Ce rapport porte en particulier sur l’étude des programmes institutionnels mis en œuvre depuis 2004. L’analyse présente les différents outils et programmes déployés par le Royaume du Maroc dans le cadre de sa stratégie de prévention et les démarches d’intervention institutionnelles en la matière. Nous partons du postulat que les notions de « prévention à la violence », de « sortie de la violence », voire de non-violence, n’ont pas pu bénéficier des mêmes privilèges scientifiques que l’éclairage portant sur les logiques de basculement dans la violence et sur l’extrémisme. En effet, malgré une littérature de plus en plus riche, incluant des productions ou des témoignages endogènes importants, les conclusions rendues restent attachées à des contextes particuliers. Elles ne permettent pas d’identifier de manière empirique les liens de causalité entre les moyens déployés et les résultats obtenus.

Basée au Maroc et portée par l’Université Internationale de Rabat et son centre de recherche, le Center for Global Studies, elle a été initiée par les chaires Migrations, Mobilités, Cosmopolitismes et Religions, Cultures et Sociétés, ainsi que le LMI Movida de l’IRD. Dans une perspective pluridisciplinaire, la revue ambitionne de décrire les dynamiques sociales, culturelles, politiques et économiques en Afrique par le prisme des mobilités humaines et de celles des savoirs, des marchandises, des techniques et des objets. Nous mettons un « s » à Afrique(s), pas seulement pour rendre compte des pluralités africaines, mais parce que nous souhaitons penser en même temps l’Afrique dans le monde et le monde en Afrique. Le troisième numéro porte précisément sur une réflexivité africaine et une mise en perspective des grands axes de la dynamique du continent.

Plus d’une centaine de traductions du Coran circulent en français et dressent aussi bien une vari... more Plus d’une centaine de traductions du Coran circulent en français et dressent aussi bien une variété d’approches méthodologiques, de contextes spécifiques de production (du XVIIe au XXIe siècles notamment), de motivations à l’origine de l’initiative, que d’angles disciplinaires ou de spécialités. Les approches analyses et les critiques scientifiques des corpus (Amir-Moezzi & Dye, 2019 ; Arkoun, 1982 ; Larcher, 2020 ; Motzki, 2001) soulignent une disparité de la qualité des productions. Néanmoins, chaque traduction – celle tombée en désuétude comme celle encore en cours – a le mérite de poser une praxéologie de traduction et un regard significatif dans le rapport d’Européens ou de francophones au texte coranique (Déroche, 2019 ; Hanne, 2019). Cette offre de traductions est stimulante dès lors que l’on aspire à comparer ces textes et à en faire percoler les approches de l’islam.

En analysant les discours religieux musulmans contemporains, nous proposons de retracer l’histoir... more En analysant les discours religieux musulmans contemporains, nous proposons de retracer l’histoire récente des logiques de circulation des idées de la pensée islamique sunnite réformiste ou se présentant comme telle, afin de saisir les mobilités des grandes dynamiques discursives et les transformations de l’islam contemporain. Ceci permettra d'illustrer les modes de circulation des voix des leaders religieux faisant autorité dans la sphère discursive, ainsi que leur visibilité induisant autant de tendances et d’écoles de pensée. La mise en perspective de ces discours sur l’échiquier actuel nous permettra de questionner les volatilités autant que les ancrages profonds des idées de réforme dans un contexte hyper-mouvant, notamment dans les pays occidentaux. Dans ces pays, qui correspondent à des contextes nouveaux de production des discours réformistes, nous ne nous intéresserons pas aux lieux d’ancrage dans la dimension de reterritorialisation des acteurs, mais nous prendrons en compte les audaces et les stimuli intellectuels qu’offrent ces environnements situés à la marge du monde musulman. Cependant, il apparaît que la pensée réformiste, qui s’exprime par l’intermédiaire de nouveaux canaux (télévision et réseaux sociaux numériques), provient non seulement de sociétés du Sud à majorité musulmane, mais aussi de sociétés du Nord d’où de nouvelles voix, fruit des migrations internationales, se font les relais d’idées nées dans ces contextes spécifiques. Dans cet article, nous démontrerons que dans le cadre de la globalisation, de la cacophonie du leadership religieux, des crises institutionnelles musulmanes, de l’émergence d’outsiders de la pensée, de la révolution numérique avec sa dématérialisation des supports cognitifs religieux et du marché du savoir en circulation, c’est toute la notion de réformisme qui est nouvellement questionnée, et ce, bien au-delà des seuls prolongements des pionniers réformistes dans l’islam.
L’Université Internationale de Rabat (UIR) continue de développer ses approches plurielles à trav... more L’Université Internationale de Rabat (UIR) continue de développer ses approches plurielles à travers sa revue scientifique “Afrique(s) en Mouvement”, éditée dans le cadre des « Presses de l’UIR » et dont un premier numéro a été lancé courant 2019 au sein du campus de l’UIR. Cet aboutissement traduit l’engagement pris par l’UIR envers la question africaine et de son ambition de se positionner comme acteur incontournable de la formation et de la recherche adaptées aux besoins de notre continent et de faire à travers cette revue écho aux dynamiques et aux changements qui s’y produisent.
“Afrique(s) en Mouvement” est donc une revue scientifique qui porte sur les mobilités et la globalisation, éditée par l’UIR avec le soutien de l’Institut de Recherche pour le Développement (IRD) et de son Laboratoire Mixte International (LMI) Movida et portée par les chaires de l’UIR : « Migrations, Mobilités, Cosmopolitisme » et « Cultures, sociétés et faits religieux ». Elle vise de mettre en exergue les évolutions sociales, culturelles et économiques en Afrique par notamment le prisme des mobilités humaines, des savoirs, des marchandises et des techniques.
La revue "Afrique(s) en Mouvement" ambitionne de penser l’Afrique dans le monde et le monde à partir de l’Afrique contribuant ainsi à réduire le fossé de la connaissance entre l’Afrique et le reste du monde. A vocation pluridisciplinaire, elle offre aux sociologues, politistes, anthropologues, économistes, technologues, scientifiques et aux spécialistes de tout bord une plateforme d’échange de savoirs et de connaissances pour débattre des questions africaines et partager leurs analyses des mouvements et changements qui se produisent sur le continent africain et, notamment, leurs lectures prospectives sur les devenirs et revendications des générations futures.
Ce deuxième numéro « Confluences aux extrêmes », s’engage à décrypter les multiples formes d’extrémismes violents qui ébranlent certains pays africains et la manière dont chacun de ces pays se mobilise, en fonction de ses moyens et spécificités, pour y faire face. Plus spécifiquement, ce numéro de la revue « Afrique(s) en mouvement » apporte à la communauté scientifique et aux pouvoirs publics intéressés des éclairages inédits sur la question de l’extrémisme violent, notamment, à travers le prisme du genre. Le regard croisé et l’approche particulière des contributeurs à ce numéro mettent en relief la place des femmes dans les faits religieux et invitent les décideurs et les acteurs de la société civile à repenser le rôle des femmes dans la prévention.

Elles se traduisent par des prédications promouvant la violence légitimée sur le plan religieux et jusqu’aux départs d’individualités vers les terroirs du terrorisme. Ces trajectoires se caractérisent souvent par des idéologies de ruptures et des motivations socioreligieuses, des mécaniques psychosociales du basculement ou par des réseaux où circulent ces appels et des discours extrémistes binaires. Mais au-delà de ces connaissances scientifiques aujourd’hui récoltées, il reste des motivations, des profils qui échappent et déstabilisent les observateurs. Cette réalité implique une analyse des motifs qui poussent à quitter l’Europe, mais aussi à prendre en compte le choix des Africains pour une destination comme le Maroc, plutôt que l’Europe ou le Moyen-Orient où leurs aînés avaient l’habitude de se rendre. Qu’est-ce qui les conduit aujourd’hui à choisir des structures religieuses d’accueil afro-européennes situées aux portes de l’Europe ? Est-ce que leur mobilité s’inscrit dans une circulation globale au sein d’un marché de savoirs et de formations religieuses ? L’expérience vécue dans la quotidienneté des structures d’apprentissage dont il est ici question permet d’apprécier les positionnements de ces dynamiques religieuses à la confluence avec l’Europe.

The article deals with the trajectories and profiles of imams in trans-Mediterranean Islam. It is based on the analysis of the characteristics and practices of Senegalese imams in Marseille and Moroccan imams in Brussels. The study compares the two religious and professional experiences. If the causes of anchoring and mobilities are different in the two imam representations, the transmission of the religious discourse seems similar, which allows the comparison between the two contexts.
C’est toujours un immense plaisir de voir s’achever un nouveau numéro de notre revue Afrique(s) e... more C’est toujours un immense plaisir de voir s’achever un nouveau numéro de notre revue Afrique(s) en mouvement. Ce numéro 5, coordonné par Cheikh El Hadji Abdoulaye Niang et Seydi Diamil Niane, tous deux chercheurs à l’IFAN au sein de l’université Cheikh Anta Diop de Dakar, nous amène à nouveau sur des pistes et des chemins originaux pour comprendre la circulation des hommes, des savoirs et des normes culturelles au sein du continent africain. Nous avons privilégié, cette fois, l’éclairage d’un segment de relations, de contacts et de coopérations historiques et contemporaines entre le Maroc et le Sénégal. Deux pays, comme les auteurs le rappelleront, dont les relations s’inscrivent dans une épopée au long cours sans cesse renouvelée. La densité relationnelle se mesure notamment au travers de liens commerciaux, d’entrelacement religieux, de circulation des imaginaires et de productions culturelles, éditoriales et architecturales ou de réseaux politiques et diplomatiques. Les auteurs du dossier de ce numéro explorent les différents axes de ces interactions denses à partir de périodes et de disciplines différentes qui, associées à des entretiens avec des personnalités publiques des scènes économiques, culturelles et religieuses contemporaines, font la richesse du présent numéro et de l’esprit éditorial de la revue. Chaque auteur nous engage dans une expérience intra-africaine spécifique nous menant de la compréhension de ces mouvements à une vision plus hybride des relations et des constructions entre le Maroc et le Sénégal. Cela se traduit en tant que kaléidoscope relationnel, notamment au travers d’une mise en exergue d’anciens imprimés et manuscrits qui ont circulé entre l’Afrique méditerranéenne et l’Afrique subsaharienne, de poèmes soufis sénégalais objectivant une représentation particulière de la ville de Fès, de co-constructions culturelles et architecturales, de la circulation des imaginaires sur la mort, de l’exportation de la version marocaine du Coran au Sénégal et de la circulation des chorfa* au gré de leurs tournées au Sénégal. Les rubriques qui entourent les contributions au dossier permettront au lecteur de s’initier aux notions et concepts employés dans le dossier mais aussi de s’ouvrir à l’expérience de l’altérité à travers des entretiens, des paroles d’acteurs politiques et culturels et la présentation d’un ouvrage dédié au sujet et de retours d’éclairages de terrains. Le quatrième numéro d’Afrique(s) en mouvement continue de prolonger l’esprit éditorial qui consis... more Le quatrième numéro d’Afrique(s) en mouvement continue de prolonger l’esprit éditorial qui consiste à se situer au cœur des enjeux contemporains en Afrique, tout en donnant la parole aux acteurs de ces changements. Ainsi, l’articulation des contributions scientifiques et des rubriques plus citoyennes et culturelles reste autant une règle bénéfique qu’une opportunité de perception d’une réalité continentale sous plusieurs angles. Le dossier du numéro est intitulé : « Une mondialisation discrète. Circuler en Afrique : acteurs, routes, réseaux et marchandises ». Il est coordonné par deux spécialistes de la question, la géographe Anne Bouhali et le sociologue Saïd Belguidoum. Ces derniers ont déjà beaucoup cheminé et observé ces routes et ces échanges en Algérie, au Maroc, en Égypte, en Chine et en Afrique de l’Ouest. Leur savoir- faire et production prolixe sont un véritable atout dans ce travail de coordination. Ce numéro, en versions électronique ou papier, continue d’explorer les mobilités transnationales, mais cette fois-ci à travers les mouvements des personnes et des marchandises en Afrique. Togo, Côte-d’Ivoire, Maroc, Turquie, Tunisie, Nigeria, à travers différentes transactions, routes économiques et contextes sociaux, nous visons à apporter des éclairages permettant de mieux comprendre en quoi les circulations transnationales sont un vecteur des mutations des sociétés contemporaines de l’Afrique méditerranéenne et de l’Afrique subsaharienne. Il est question d’y observer et de comprendre ce que certains auteurs ont appelé les « mondialisations par le bas » (A. Portes, 1999 ; A. Tarrius, 2002 ; M. Peraldi, 2001) ou les « mondialisations discrètes » (A. Choplin, O. Pliez, 2018 ; S. Belguidoum, O. Pliez, 2015). C’est une approche de la mondialisation qui, comme nous disent les auteurs, invite à s’intéresser à la fois aux acteurs, aux routes et aux lieux des circulations transnationales en portant autant attention aux stratégies multi-situées que les circulations transnationales impliquent qu’aux réseaux sociaux qui font vivre ces dynamiques et aux structurations/conséquences sur les différentes places qui sont irriguées par ces réseaux. Par ce prisme d’analyse il est question de se saisir des échanges commerciaux qui s’organisent aussi bien par le bas – par la négociation, par la parole, par les échanges matériels et immatériels – que par les relations de confiance. Le dossier rend aussi compte des éthos partagés et bien entendu des transactions économiques en mouvement. On y observe notamment des échanges à petite échelle, tout en redéfinissant des routes économiques à travers les continents. L’entretien proposé dans ce numéro concerne l’un des plus grands sociologues des circulations migratoires et de la « mondialisation par le bas ». Il nous a tous inspirés et nous inspire encore. Alain Tarrius, qui a révélé, théorisé, fabriqué une sociologie de la migration par le bas, aussi bien par ses multiples productions que par les échanges et terrains, nous permet d’aller encore plus loin dans la compréhension de ces mondes sociaux et économiques. Nous vous en souhaitons une bonne lecture, l’Afrique dans le monde et le monde en Afrique sont encore une fois au cœur des intérêts et des dynamiques en mouvement sur le Continent.

À partir d’excursions empiriques vers des cas d’études contrastés marocains et turcs en relation avec l’Europe, nous avons contribué à éclairer quelques facettes de ce monde contemporain, caractérisé entre autres par: la fin plus que consommée du modèle pendulaire des migrations; la multi-directionnalité des mobilités tant des personnes que des objets et des idées; la mutation des manières de se rapporter à l’espace (questionnées à travers, par exemple, une figure telle que le transmigrant ou encore par la sédentarisation d’espaces-d’entre-deux); l’assouplissement en même temps que le renforcement de la frontière étatico-nationale (et supranationale/européenne) comme échelle d’expérience et d’analyse; le décentrement de l’Europe dans les processus de circulation et de construction identitaire des descendants de migrants extra-européens. Ce sont entre autres des traces de ce monde contemporain que gardent les axes et les chapitres présentés dans l’ouvrage, à partir d’études de terrains euro-marocains et euro-turques menées par un consortium international de chercheurs (Belgique, Maroc, Turquie, France et Italie).
Le présent rapport contribue à dresser un état des lieux de la stratégie nationale marocaine pour... more Le présent rapport contribue à dresser un état des lieux de la stratégie nationale marocaine pour la prévention de la radicalisation et de l’extrémisme violent. Il consiste également à mettre en avant des pistes d’actions et de réflexions sur les dispositifs de prévention et leur système de mise en œuvre. Ce travail prend appui sur les initiatives institutionnelles et met en perspectives les principaux outils, programmes et démarches d’intervention sur les champs de la prévention de l’extrémisme violent. Ce rapport porte en particulier sur l’étude des programmes institutionnels mis en œuvre depuis 2004. L’analyse présente les différents outils et programmes déployés par le Royaume du Maroc dans le cadre de sa stratégie de prévention et les démarches d’intervention institutionnelles en la matière. Nous partons du postulat que les notions de « prévention à la violence », de « sortie de la violence », voire de non-violence, n’ont pas pu bénéficier des mêmes privilèges scientifiques que l’éclairage portant sur les logiques de basculement dans la violence et sur l’extrémisme. En effet, malgré une littérature de plus en plus riche, incluant des productions ou des témoignages endogènes importants, les conclusions rendues restent attachées à des contextes particuliers. Elles ne permettent pas d’identifier de manière empirique les liens de causalité entre les moyens déployés et les résultats obtenus.

Basée au Maroc et portée par l’Université Internationale de Rabat et son centre de recherche, le Center for Global Studies, elle a été initiée par les chaires Migrations, Mobilités, Cosmopolitismes et Religions, Cultures et Sociétés, ainsi que le LMI Movida de l’IRD. Dans une perspective pluridisciplinaire, la revue ambitionne de décrire les dynamiques sociales, culturelles, politiques et économiques en Afrique par le prisme des mobilités humaines et de celles des savoirs, des marchandises, des techniques et des objets. Nous mettons un « s » à Afrique(s), pas seulement pour rendre compte des pluralités africaines, mais parce que nous souhaitons penser en même temps l’Afrique dans le monde et le monde en Afrique. Le troisième numéro porte précisément sur une réflexivité africaine et une mise en perspective des grands axes de la dynamique du continent.

Plus d’une centaine de traductions du Coran circulent en français et dressent aussi bien une vari... more Plus d’une centaine de traductions du Coran circulent en français et dressent aussi bien une variété d’approches méthodologiques, de contextes spécifiques de production (du XVIIe au XXIe siècles notamment), de motivations à l’origine de l’initiative, que d’angles disciplinaires ou de spécialités. Les approches analyses et les critiques scientifiques des corpus (Amir-Moezzi & Dye, 2019 ; Arkoun, 1982 ; Larcher, 2020 ; Motzki, 2001) soulignent une disparité de la qualité des productions. Néanmoins, chaque traduction – celle tombée en désuétude comme celle encore en cours – a le mérite de poser une praxéologie de traduction et un regard significatif dans le rapport d’Européens ou de francophones au texte coranique (Déroche, 2019 ; Hanne, 2019). Cette offre de traductions est stimulante dès lors que l’on aspire à comparer ces textes et à en faire percoler les approches de l’islam.

En analysant les discours religieux musulmans contemporains, nous proposons de retracer l’histoir... more En analysant les discours religieux musulmans contemporains, nous proposons de retracer l’histoire récente des logiques de circulation des idées de la pensée islamique sunnite réformiste ou se présentant comme telle, afin de saisir les mobilités des grandes dynamiques discursives et les transformations de l’islam contemporain. Ceci permettra d'illustrer les modes de circulation des voix des leaders religieux faisant autorité dans la sphère discursive, ainsi que leur visibilité induisant autant de tendances et d’écoles de pensée. La mise en perspective de ces discours sur l’échiquier actuel nous permettra de questionner les volatilités autant que les ancrages profonds des idées de réforme dans un contexte hyper-mouvant, notamment dans les pays occidentaux. Dans ces pays, qui correspondent à des contextes nouveaux de production des discours réformistes, nous ne nous intéresserons pas aux lieux d’ancrage dans la dimension de reterritorialisation des acteurs, mais nous prendrons en compte les audaces et les stimuli intellectuels qu’offrent ces environnements situés à la marge du monde musulman. Cependant, il apparaît que la pensée réformiste, qui s’exprime par l’intermédiaire de nouveaux canaux (télévision et réseaux sociaux numériques), provient non seulement de sociétés du Sud à majorité musulmane, mais aussi de sociétés du Nord d’où de nouvelles voix, fruit des migrations internationales, se font les relais d’idées nées dans ces contextes spécifiques. Dans cet article, nous démontrerons que dans le cadre de la globalisation, de la cacophonie du leadership religieux, des crises institutionnelles musulmanes, de l’émergence d’outsiders de la pensée, de la révolution numérique avec sa dématérialisation des supports cognitifs religieux et du marché du savoir en circulation, c’est toute la notion de réformisme qui est nouvellement questionnée, et ce, bien au-delà des seuls prolongements des pionniers réformistes dans l’islam.

Cet aboutissement traduit l’engagement pris par l’UIR envers la question africaine et de son ambition de se positionner comme acteur incontournable de la formation et de la recherche adaptées aux besoins de notre continent et de faire à travers cette revue écho aux dynamiques et aux changements qui s’y produisent.
“Afrique(s) en Mouvement” est donc une revue scientifique qui porte sur les mobilités et la globalisation, éditée par l’UIR avec le soutien de l’Institut de Recherche pour le Développement (IRD) et de son Laboratoire Mixte International (LMI) Movida et portée par les chaires de l’UIR : « Migrations, Mobilités, Cosmopolitisme » et « Cultures, sociétés et faits religieux ». Elle vise de mettre en exergue les évolutions sociales, culturelles et économiques en Afrique par notamment le prisme des mobilités humaines, des savoirs, des marchandises et des techniques.
La revue "Afrique(s) en Mouvement" ambitionne de penser l’Afrique dans le monde et le monde à partir de l’Afrique contribuant ainsi à réduire le fossé de la connaissance entre l’Afrique et le reste du monde. A vocation pluridisciplinaire, elle offre aux sociologues, politistes, anthropologues, économistes, technologues, scientifiques et aux spécialistes de tout bord une plateforme d’échange de savoirs et de connaissances pour débattre des questions africaines et partager leurs analyses des mouvements et changements qui se produisent sur le continent africain et, notamment, leurs lectures prospectives sur les devenirs et revendications des générations futures.
Ce deuxième numéro « Confluences aux extrêmes », s’engage à décrypter les multiples formes d’extrémismes violents qui ébranlent certains pays africains et la manière dont chacun de ces pays se mobilise, en fonction de ses moyens et spécificités, pour y faire face. Plus spécifiquement, ce numéro de la revue « Afrique(s) en mouvement » apporte à la communauté scientifique et aux pouvoirs publics intéressés des éclairages inédits sur la question de l’extrémisme violent, notamment, à travers le prisme du genre. Le regard croisé et l’approche particulière des contributeurs à ce numéro mettent en relief la place des femmes dans les faits religieux et invitent les décideurs et les acteurs de la société civile à repenser le rôle des femmes dans la prévention.

Elles se traduisent par des prédications promouvant la violence légitimée sur le plan religieux et jusqu’aux départs d’individualités vers les terroirs du terrorisme. Ces trajectoires se caractérisent souvent par des idéologies de ruptures et des motivations socioreligieuses, des mécaniques psychosociales du basculement ou par des réseaux où circulent ces appels et des discours extrémistes binaires. Mais au-delà de ces connaissances scientifiques aujourd’hui récoltées, il reste des motivations, des profils qui échappent et déstabilisent les observateurs. Le présent article portera une approche disciplinaire croisée sur le phénomène, avec un focus spécifique sur quelques trajectoires maghrébines.
Musique et islam : vers une nouvelle offre sur le marché du religieux et de l'interculturel Aux l... more Musique et islam : vers une nouvelle offre sur le marché du religieux et de l'interculturel Aux lendemains de la Fête de la musique célébrée dans près de 120 pays mais aussi de l'Aïd alFitr, audelà du mois du Ramadan, mois du Coran par excellence, le débat sur l'interdiction et l'autorisation de la pratique de la musique traverse toujours les communautés musulmanes à travers le monde. Une polémique qui ne semble pas devoir cesser tant les tergiversations juridico religieuses demeurent. Pourtant, la création musicale existe, oscillant entre musulmanité et islamité, et la production musicale portée par des artistes musulmans va croissant. Cette évolution du marché du religieux qui passe des mosquées aux salles de conférences puis aux salles de concert signe une attitude désormais postnormative des consommateurs à référence musulmane qui ne craignent plus d'assumer la multiplicité de leurs identités dans une société complexe. Au-delà de l’émotion et des avis en tous sens des « experts » et « spécialistes » (parfois autoproclamés), seize professeurs et chercheurs de l’Université catholique de Louvain, soutenus par la faculté des sciences économiques, sociales et politiques, ont relevé le défi. Issus de différentes disciplines et réputés pour leurs analyses et leurs implications, ils tentent de mieux comprendre les racines de ce phénomène qui nous a tous bouleversés.
On sait aujourd’hui qu’il n’existe pas une explication des attentats, mais différentes causes. Par ce livre, courageux et original, les auteurs offrent aux lecteurs une analyse équilibrée et très large des attentats.
Des analyses brèves et percutantes, emboîtées les unes aux autres, débutent par la prise en considération de la trajectoire des individus, pour aborder ensuite la famille, le quartier, la communauté, l’État, les relations internationales pour aboutir à la société globale (Internet).
Complet, l’ouvrage débouche sur la proposition de rencontres politiques organisées au niveau national, afin d’impulser la réalisation d’un plan d’action, vaste et complexe. La démarche privilégie un débat politique crucial, en réaffirmant la vivacité de notre démocratie.

Les pays de la région ont de nombreux défis à relever, dont ceux de la sécurité et du développement. Les acteurs internationaux et régionaux sont aussi présents, et face à l’impasse des stratégies menées jusqu’à présent, il est urgent de réfléchir à de nouvelles perspectives, notamment
le rôle de la diplomatie, articulée autour de ses trois dimensions : sécuritaire, religieuse et économique.
C’est l’objet de ce colloque, organisé par le Laboratoire d’analyse des sociétés et pouvoirs / Afrique - Diasporas (LASPAD) de l’Université Gaston- Berger et l’Université Mohammed V de Rabat en partenariat avec le bureau de la Fondation Konrad Adenauer de Rabat, qui ambitionne de
réunir à nouveau chercheurs, spécialistes, étudiants et acteurs autour de quatre tables rondes sur les différentes problématiques qui concernent l’émergence et le développement de cette triple diplomatie.

Nous partons du postulat que les notions de « prévention à la violence », de « sortie de la violence », voire de non-violence, n’ont pas pu bénéficier des mêmes privilèges scientifiques que l’éclairage portant sur les logiques de basculement dans la violence et sur l’extrémisme. En effet, malgré une littérature de plus en plus riche, incluant des productions ou des témoignages endogènes importants, les conclusions rendues restent attachées à des contextes particuliers. Elles ne permettent pas d’identifier de manière empirique les liens de causalité entre les moyens déployés et les résultats obtenus.

Le regard croisé et l’approche particulière des contributeurs à ce numéro mettent en relief la place des femmes dans les faits religieux et invitent les décideurs et les acteurs de la société civile à repenser le rôle des femmes dans la prévention.
Les pays de la région ont de nombreux défis à relever, dont ceux de la sécurité et du développement. Les acteurs internationaux et régionaux sont aussi présents, et face à l’impasse des stratégies menées jusqu’à présent, il est urgent de réfléchir à de nouvelles perspectives, notamment
le rôle de la diplomatie, articulée autour de ses trois dimensions : sécuritaire, religieuse et économique.
C’est l’objet de ce colloque, organisé par le Laboratoire d’analyse des sociétés et pouvoirs / Afrique - Diasporas (LASPAD) de l’Université Gaston- Berger et l’Université Mohammed V de Rabat en partenariat avec le bureau de la Fondation Konrad Adenauer de Rabat, qui ambitionne de
réunir à nouveau chercheurs, spécialistes, étudiants et acteurs autour de quatre tables rondes sur les différentes problématiques qui concernent l’émergence et le développement de cette triple diplomatie.
Sur le volet sécuritaire, cette diplomatie implique des acteurs internationaux et régionaux dans la médiation et la résolution des conflits. Cet espace d’intervention s’est complexifié en raison du protagonisme croissant d’acteurs non étatiques, entrepreneurs de violence, qui ont renforcé
leur légitimité notamment en recourant aux références religieuses tout en questionnant le rôle de l’État, impuissant à l’heure de protéger les
frontières de l’État-nation en crise, et en se substituant à lui comme alternative consolidée autour de la notion de communauté.

The article deals with the trajectories and profiles of imams in trans-Mediterranean Islam. It is based on the analysis of the characteristics and practices of Senegalese imams in Marseille and Moroccan imams in Brussels. The study compares the two religious and professional experiences. If the causes of anchoring and mobilities are different in the two imam representations, the transmission of the religious discourse seems similar, which allows the comparison between the two contexts.

Au-delà de l’émotion et des avis en tous sens des « experts » et « spécialistes » (parfois autoproclamés), seize professeurs et chercheurs de l’Université catholique de Louvain, soutenus par la faculté des sciences économiques, sociales et politiques, ont relevé le défi. Issus de différentes disciplines et réputés pour leurs analyses et leurs implications, ils tentent de mieux comprendre les racines de ce phénomène qui nous a tous bouleversés.
On sait aujourd’hui qu’il n’existe pas une explication des attentats, mais différentes causes. Par ce livre, courageux et original, les auteurs offrent aux lecteurs une analyse équilibrée et très large des attentats.
Des analyses brèves et percutantes, emboîtées les unes aux autres, débutent par la prise en considération de la trajectoire des individus, pour aborder ensuite la famille, le quartier, la communauté, l’État, les relations internationales pour aboutir à la société globale (Internet).
Complet, l’ouvrage débouche sur la proposition de rencontres politiques organisées au niveau national, afin d’impulser la réalisation d’un plan d’action, vaste et complexe. La démarche privilégie un débat politique crucial, en réaffirmant la vivacité de notre démocratie.
