medium-sized enterprises (SMEs). This paper analyses the capital structure of SMEs in Malaysia focusing on
Enterprise 50 (E50) SMEs. E50 is an annual awards program initiated by government and organized by SME
Corporation & Deloitte Malaysia since 1997 to recognize the 50 best SME companies in Malaysia based on their
performances and potential to succeed. The secondary data from Companies Commission of Malaysia has been
collected for the study. The study employed regression analysis on 334 companies, utilised the accounting data
for the five year period of 2005 to 2009. Capital structure is the Dependent Variable referring to debt ratio of the
companies, decomposed into Long Term Debt ratio and Short term Debt ratio. The Independent Variables (IV)
are age; size; tangibility; liquidity; profitability; growth and taxation. Two theories of capital structure have
guided this study i.e. the Trade-Off Theory and the Pecking Order Theory. The study found that size is important
if we decomposed the debt into longand short term. In addition, asset tangibility, liquidity and profitability are
the main capital structure determinants for SMEs. Age and growth are important for a long term, while taxation
is not an important consideration in capital structure decision

E50 is an annual awards program initiated by government and organized by SME Corporation and Deloitte Malaysia since 1997 to recognize the 50 best SMEs based on their performances and potential to succeed. Over the years, the E50 award programme has been recognised by industries as a prominent award that symbolises achievements in business and entrepreneurship. Therefore it is imperative to look at the working capital management of these companies. In addition, working capital is important area in financial management because it reflects the management of short-term assets and liabilities of the firms with the maturities of less than a year, represent the main share of items on a firm’s balance sheet. While the working capital was used as dependent variable, other factors such as growth of the firm, profitability, debt, size and industry were used as Independent Variable (determining factors) of the working capital. The study is done on 285 E50 firms based on accounting data of three years from 2006 to 2008 which have been transformed from ratios to likert type to get normal distribution of the data. The analysis using Structural Equation Modelling (SEM) technique of Partial Least Squares will focus on the significant of the independent variables. The result found that tangibility of assets; debt; profitability; and non-debt tax shield are the main determinant factors in working capital requirements.

Kertas ini bertujuan untuk menganalisa faktor penentu struktur modal syarikat-syarikat yang perna... more Kertas ini bertujuan untuk menganalisa faktor penentu struktur modal syarikat-syarikat yang pernah memenangi anugerah Enterpris 50 (E50). Struktur modal merujuk kepada pengurusan kewangan dan secara khususnya merujuk kepada komposisi di antara hutang dan ekuiti syarikat. E50 merupakan anugerah kecemerlangan kepada syarikat Kecil dan Sederhana (EKS) yang dianjurkan oleh SME Corp dengan kerjasama Deloitte Malaysia sejak tahun 1997. Struktur modal mempunyai implikasi penting terhadap pencapaian dan perkembangan perniagaan terutama EKS yang merupakan sumber pertumbuhan ekonomi domestik yang sangat penting. Pembangunan EKS adalah di antara agenda nasional yang sentiasa diberi keutamaan oleh Kerajaan Malaysia (NSDC, 2008). Dalam melaksanakan agenda tersebut, masalah kewangan adalah di antara isu utama yang sering menghambat kemajuan EKS. Malahan ianya dikenalpasti sebagai punca kegagalan EKS. Dilaporkan bahawa kadar kegagalan di kalangan EKS Malaysia adalah sekitar 60 peratus (Ahmad dan Seet 2009). Kegagalan di sini bermaksud perniagaan terpaksa dihentikan kerana kesulitan kewangan. Walau bagaimanapun, masih terdapat EKS yang berprestasi cemerlang malahan mendapat pengiktirafan melalui anugerah berprestij E50. Terdapat juga program anugerah lain yang dianjurkan oleh pelbagai pihak, namun anugerah E50 tetap menjadi tumpuan utama kerana ianya merupakan inisiatif kerajaan sendiri bagi mengiktiraf 50 syarikat EKS yang dimartabatkan sebagai berjaya dan terbaik di Malaysia. Sehingga 2010, sebanyak 455 syarikat pernah menerima anugerah E50 dalam pelbagai kategori. Syarikat yang mendapat anugerah E50 berpeluang untuk menyertai anugerah yang lebih besar seperti Anugerah Kecemerlangan Industri anjuran Kementerian Perdagangan Antarabangsa dan Industri (MITI). Kajian ini menggunakan kaedah kuantitatif analisis secara Pemodelan Persamaan Struktur (Structural Equation Modeling-SEM) dengan menguji faktor-faktor penentu struktur modal yang dikenalpasti. Kebanyakan kajian terdahulu menggunakan cara analisis regresi berganda. Pemboleh Ubah Bersandar (Dependent Variable–DV) bagi kajian ini merujuk kepada nisbah hutang syarikat, manakala Pembolehubah Tidak Bersandar (Independent Variable–IV) yang diuji termasuk ketaraan aset, perlindungan cukai, kecairan, jenis industri, pertumbuhan, saiz, umur, dan keberuntungan. Penilaian dibuat ke atas data sekunder kewangan untuk 285 syarikat bagi tempoh 2006-2008. Dua teori struktur modal dibincangkan iaitu Teori Trade-Off (TOT) (Kraus dan Litzenberger 1973) dan Teori Pecking Order (POT) (Myers dan Majluf 1984). Menurut TOT, syarikat akan berhutang sehingga ke peringkat optimal, di mana penjimatan cukai dari tambahan hutang bersamaan dengan pembiayaan kesulitan kewangan. Manakala di bawah POT, struktur modal ditentukan berdasarkan kecenderungan turutan, di mana syarikat akan menggunakan pembiayaan dalaman terlebih dahulu dan jika perlu kepada pembiayaan luaran, syarikat akan memilih hutang berbanding pembiayaan secara ekuiti. Hasil kajian mendapati perlindungan cukai merupakan penentu yang signifikan selaras dengan TOT, manakala lain-lain pemboleh ubah seperti ketaraan aset, kecairan dan keberuntungan bukan faktor penentu struktur modal yang signifikan seperti yang didakwa POT. Hasil kajian ini diharap dapat menyumbang kepada korpus ilmu pengurusan kewangan terutama kewangan syarikat EKS. Kebanyakan kajian struktur modal terdahulu merujuk kepada syarikat-syarikat besar yang disenaraikan di pasaran saham. Di samping itu, hasil kajian yang akan dilengkapkan boleh memberi input dan maklumat dalam penggubalan dasar berkaitan pembiayaan kepada EKS. Pemahaman mengenai struktur modal dan pembiayaan EKS secara komprehensif membolehkan penggubal dasar merancang dan melaksana program dan inisiatif yang bertepatan dengan keperluan EKS.

The importance of SME in economic development is paramount. However, financing is still one of th... more The importance of SME in economic development is paramount. However, financing is still one of the hardships limiting the development of SMEs. Various policy initiatives have been introduced by the government to enhance the financing for SMEs. In Malaysia, National SME Development Council (NSDC), the highest policy-making body for SME development chaired by the Prime Minister has promoted securitization of SME loans (NSDC, 2004) as one of the innovation in SMEs financing mechanism. Securitization is a process of pooling and repackaging SME loans into tradable securities. Although the government support is very strong, to date only one deal of SME loan securitization has been transacted i.e. the issuance of RM600 million credit-linked notes by Cagamas SME Bhd in 2007. The objective of this paper is to identify the issues in the adoption of the idea. In explaining the adoption of the idea, the Diffusion Theory has been used as a focal point of inquiry. The analysis of this paper will be based on the data collected by open ended interview with the personnel from SME Corp and SME Bank. Key issues highlighted by the respondents will be discussed. The result of the paper will provide needed insight into the challenges and opportunities associated with the implementation of SME loan securitization in Malaysia. The scope of the paper is limited to an approach presented in a tentative and conceptual nature. Opportunities for further research will be highlighted.

The analysis is done on Enterprise 50 (E50) firms in Malaysia. E50 is an annual awards program initiated by government and organized by SME Corporation & Deloitte Malaysia since 1997 to recognize the 50 best SMEs based on their performances and potential to succeed. Working Capital is important area in financial management because it reflects the management of short-term assets and liabilities of the firms with the maturities of less than a year, represent the main share of items on a firm’s balance sheet. While the Working Capital was used as dependent variable, other factors such as growth of the firm, profitability, debt, size and industry were used as Independent Variable (determining factors) of the Working Capital. Sorotan literatur adalah proses yang wajib kepada semua jenis penyelidikan dan kerja kesarjanaan. Nota ini adalah berdasarkan input perkongsian ilmu yang disampaikan oleh Y.Bhg. Profesor Emeritus Dato’ Dr Abdul Rahman Embong kepada pelajar di bawah seliaan beliau. Elemen LR merangkumi teori, empirikal dan metodologi. Proses menggarap LR adalah asas dalam usaha melahirkan ilmuan yang mandiri dan bersifat kritikal. Sarjana perlu bijak untuk mencari keseimbangan idea yang bertimbun selepas bacaan dengan ruang yang ada.

medium-sized enterprises (SMEs). This paper analyses the capital structure of SMEs in Malaysia focusing on
Enterprise 50 (E50) SMEs. E50 is an annual awards program initiated by government and organized by SME
Corporation & Deloitte Malaysia since 1997 to recognize the 50 best SME companies in Malaysia based on their
performances and potential to succeed. The secondary data from Companies Commission of Malaysia has been
collected for the study. The study employed regression analysis on 334 companies, utilised the accounting data
for the five year period of 2005 to 2009. Capital structure is the Dependent Variable referring to debt ratio of the
companies, decomposed into Long Term Debt ratio and Short term Debt ratio. The Independent Variables (IV)
are age; size; tangibility; liquidity; profitability; growth and taxation. Two theories of capital structure have
guided this study i.e. the Trade-Off Theory and the Pecking Order Theory. The study found that size is important
if we decomposed the debt into longand short term. In addition, asset tangibility, liquidity and profitability are
the main capital structure determinants for SMEs. Age and growth are important for a long term, while taxation
is not an important consideration in capital structure decision
