... more Between the State and the market: the construction of the public in Colombian schools, 1994-2005
Doctoral Thesis in Anthropology, U. de Barcelona
This work describes and analyzes educational reforms in Colombia in primary and secondary education from 1994 to 2005, considering their relationships with other educational reforms in the world. It shows the arguments and ideological traditions from which they have been justified, the mechanisms used in their implementation, the transformations at schools, the positioning and actions of the actors and the redefinition of education and as a public service.
The approach to the problem considers three issues: first, thinking the school as an organization or, better, as an organized social action and self-organizing. What happens in schools when management discourses and techniques are introduced? Secondly, the attempts of some social macro-actors (international agencies, national and local administration, unions, mass media) and public policies to organize educational action. A third element focuses on the relationships and tensions between the market and the public sector in the educational field; in a context of direct or indirect privatization of public education, it is interesting to analyze how the meaning of the public and public education is constructed. How is education constructed as a public service, what are the conditions of its production, what role do different actors play in their co-production (teachers, managers, officials, experts...)? It is interesting to specify how the actors in education are defined: as “users”, citizens, publics, consumers, or clients.
The object of the research is, first, education as a public service in the Colombian educational context and, secondly, the school as an organization that is transformed with the reforms and, at the same time, as a privileged place for interaction and recontextualization of educational reforms. The units of analysis are the Colombian educational system and its schools. The observation units are the Secretariats of Education and a small sample of schools in Bogotá -the capital city-, Barranquilla, Soledad and some small towns and rural areas of El Atlántico –Colombian Caribbean Region-, districts of Boyacá and Cundinamarca (central Andean region), in which field work was carried out from 2003 to 2005.

Halloween and carnival: two recipes for brewing a festival in Bogota’s urban cauldron
This paper examines how Halloween has been imported to Bogota, becoming an institutionalized, intergenerational and interclass celebration by the end of the 1970s. It analyzes how different sectors of society have tried to appropriate the festival and define its meaning, but maintaining its polysemic and open-ended character. The study furthermore examines fieldwork on Halloween celebrations in Bogotá undertaken since 1997, and interprets the festival as a capitalist consumer ritual and carnival, and shows how the celebration has changed in keeping with the socio-spatial transformations that have taken place in the city over the past 30 years.

Anthropology and public policy formulation: the experience of inclusive education in Bogotá
Tuning of the marimbas on the Colombian Pacific coast: an example of African interval memory in Colombia?
This text develops and expands a previous one (1990, unpublished but published on the web) on the tuning of Colombian-Ecuadorian marimbas (xilophones) from the Pacific coast. It explores their tuning logics on a sample of 9 instruments. This work concludes -not definitively- that the marimbas studied respond to an equi-heptatonic model, a model widely documented in African marimbas, madimbas or balafons. It carries out a broad review of the literature on African marimbas tuning and puts it in dialogue with what is known about the Colombian-Ecuadorian marimbas. It compares different methodologies to study the tuning and interpretation of these instruments.
los procesos de aprendizaje de la música de flautas traversas en los Andes del sur
de Colombia (departamento del Cauca y sur del Huila). A partir de allí se cuestionan

Intergenerational relations and musical learning in the southern Colombian Andes: socialization and cultural transmission?
This paper presents intergenerational relationships in musical practice and in the learning processes of transverse flute music in the southern Andes of Colombia (department of Cauca and south of Huila). From there it questions some of the dualistic assumptions on which socialization and cultural transmission theories are based. It is based in a field work since 1980 among the Nasa, Yanaconas, peasants and the urban population of these regions.
Art education: elements for a debate
This text is based on an analysis of artistic education in Colombia. It raises a series of key questions to guide arts education policies and suggests some proposals. It problematizes the concept of art from art itself and from the perspective of indigenous peoples. The text proposes some central dimensions such as art as process, as a disciplinary field, as language, as communication, as economic phenomenon, as social and political praxis, as individual or collective expression, and the relationships between the professional world and the amateur… Finally, it addresses the processes of art education in k-12 education, professional training and teacher education.
