Yields of maize, the main food security crop of the farming community, are generally low, a result of poor crop nutrition and agronomic practice. Cattle, which provide farmer access to the broader cash economy, also suffer from food shortages in the late dry season resulting in slow and variable weight gains. The inclusion of annual and semi-perennial forage legumes, grown in relay or rotation with maize, provide the opportunity for improvements to both the crop and animal components of the farming system. The legumes, including Butterfly Pea (Clitoria ternatea) and Cavalcade Centro (Centrosema pascuorum) access otherwise underutilised soil moisture, available at the end of the wet season, to produce high quality feed for animals, and nitrogen (N) for use by subsequent maize crops. The growth and development of food estate is observed through the participation of the farming community in managing them, starting from planning activities, organizing activities, implementing activities, using results, evaluating and monitoring. This study aims to examine the active status of farmers' participation in supporting the development of community food barns and describe various determinants of the active participation of farmers. The survey method was used to obtain information on 85 farmers randomly drawn from eight farmer groups. The findings show that 65% of farmers play a fairly active role with a score of 3.01. Mamar system is considered by many as an environmentally sound agriculture practice. However, as for other agriculture systems, the productivity of mamar system is also prone to risks caused by many internal and external factors. This study was designed to determine factors affecting the production and risk production of mamar. This research was conducted in four mamar-containing regencies of western Timor Island, East Nusa Tenggara Province. Eleven villages which have at least 30% mamar farmer households were selected from the regencies. From each village, 30 farmers were randomly selected and interviewed based on structured questionnaires. Multiple regression models ran with Eviews 6 software were utilized. This study used 75 respondents from a randomly sampled of Noelbaki village. The aim of this study is to estimate farm technical and to know efficiency diffusion. The analysis found that the average technical efficiency of dry land agriculture in Noelbaki village was 0.68 or 68%. This means that the inefficiency of dry land agriculture is still quite high at 32%. Meanwhile, from the distribution of peasants at the level of technical efficiency was 50.67% of peasants. While at the level of efficiency that is sufficient to be efficient (0.70 -> 0.90) there are about 49.33% of peasants in Nolebaki village. Sumber daya pertanian yang dimanfaatkan untuk mendapatkan produk pertanian yang tinggi, tidak bertahan lama apabila keseimbangan pemeliharaan terhadap sumberdaya dalam pemanfaatan bahan pertanian anorganik dan organik tidak berimbang.
