The research is aimed at investigating the changes in the methods of "construction" of ... more The research is aimed at investigating the changes in the methods of "construction" of representations of the territory due to the communicative evolution of disciplinary statutes and to the increasingly stringent and widespread use of new information and communication technologies. It focuses its reflection on the field of representations intended to substantiate the local and territorial project dimension. The focus of the work is on the methodological value and possible process innovation, rather than on the simple description of an expert technical product. The emphasis is on the possible value of building knowledge of territorial representations (heritage elaborations or project scenarios) drawn up through collective action.

Le aree metropolitane maggiormente interessate dai flussi del turismo globale, sono soggette a pr... more Le aree metropolitane maggiormente interessate dai flussi del turismo globale, sono soggette a profonde trasformazioni delle loro strutture urbane. Alla crescente importanza delle economie dirette e indotte del turismo non corrispondono adeguate indagini conoscitive e efficaci politiche o progetti per la gestione delle trasformazioni spaziali e sociali ad essi associate. La tesi sostenuta in questo paper è che nel caso fiorentino la mancanza di una visione strategica che esuli dal mero sfruttamento in termini economici del patrimonio materiale e immateriale del centro storico della città, stia producendo cambiamenti dei quali non si è prevista la portata, il significato e le prospettive. Attraverso l'esplorazione di un'ipotesi provocatoria che veda Firenze svuotata dei flussi turistici, ci proponiamo, a partire da dati statistici e spaziali e tenendo conto degli interessi e delle strategie adottate da attori pubblici e privati, un percorso di analisi e riflessione sulle possibili alternative all'attuale gestione e una previsione dei possibili assetti futuri. Questo contributo sostiene la tesi che si possano tracciare alcuni fertili parallelismi tra l'Ita... more Questo contributo sostiene la tesi che si possano tracciare alcuni fertili parallelismi tra l'Italia, dove la disciplina urbanistica ha raggiunto un elevato livello di consapevolezza anche grazie alla riflessione sui processi della " grande trasformazione " , e il contesto marocchino contemporaneo, dove carenze evidenti emergono nel governo del territorio relativamente ad aspetti normativi, scelte localizzative e infrastrutturali, tecnologie edilizie, mancata integrazione tra parti antiche e moderne degli insediamenti, esigua considerazione delle ricadute ambientali e paesaggistiche. Analogamente debole appare la conoscenza delle differenti " nature " dell'insediamento marocchino, segnato nella prima metà del XX° secolo da interventi di matrice esogena che hanno ignorato le strutture insediative pre-esistenti e in seguito hanno faticato essi stessi a svolgere un ruolo ordinatore. Sia le articolazioni più antiche dell'insediamento che gli interventi novecenteschi sono oggi travolti da un'urbanizzazione impetuosa e banalizzante di stampo neoliberista, rispetto al governo della quale alcuni avanzamenti teorici consolidati nel quadro della riflessione italiana degli ultimi decenni possono mostrare una certa utilità.
Il contributo affronta alcuni temi del Convegno delineando un'immagine suggestiva e 'operazionale... more Il contributo affronta alcuni temi del Convegno delineando un'immagine suggestiva e 'operazionale' del territorio italiano, rappresentandolo come un cantiere interrotto entro il quale si è in qualche modo cristallizzata quella incompiuta grande trasformazione avviata nel secondo dopoguerra con paradigmi e procedimenti che solo con molta difficoltà e parzialmente hanno saputo risolvere le notevoli criticità o raggiungere gli obiettivi che si erano preposti. L'immagine del cantiere interrotto, se è utile a ordinare un'analisi su cosa non abbia funzionato nella pianificazione in Italia, a focalizzare meglio le differenze di velocità tra l'emergere di esigenze portate dalla modernità e le risposte disciplinari a queste esigenze, è tesa al raggiungimento di alcuni obiettivi: (i) alla descrizione, riconoscimento o scoperta di nuovi paesaggi non più valutati solo alla luce della loro corrispondenza a modelli del passato; (ii) a individuare azioni disciplinari pertinenti e orientate all'intervento sull'esistente reinterpretato, nel tentativo di restituirgli senso.

Research Topic The European Landscape Convention (hereafter referred to as ELC) must convince tho... more Research Topic The European Landscape Convention (hereafter referred to as ELC) must convince those who are responsible for monitoring changing landscapes, policy-makers and technical experts to do away with some conventional stereotypes. Given the extreme importance of the inhabitants' opinion, the policies and practices which regulate landscape transformation must always be defined with the citizens' point of view in mind. In fact, the Convention states that a territory can be characterised by different types of landscape and that its inhabitants are the people who are really able to evaluate its quality (Priore R. 2009). However, there is some doubt as to whether policy-makers and technical experts are equipped with the right tools to gather the citizens' quality evaluation of their living environment. For this reason, when involving citizens in the planning and development of landscape policies, those involved should not consider this participative process as the mere fulfilment of a duty but must also take the technicalities involved in such a process into consideration. For instance, it is not actually clear whether citizens are fully aware of the complex nature of landscape. They may not really understand that landscape is the result of the integration of a host of factors and that countless interventions cause it to undergo constant transformation. Therefore, raising awareness of these matters really must be considered as a key part of landscape planning practices. This paper will discuss how different tools have been implemented in the drafting of the Territorial Landscape Plan for the region of Puglia in an attempt to identify innovative ways of involving inhabitants in the defining of survey materials and the plan's policies (Magnaghi A, 2005). This experimentation will be discussed in detail in the second part of this paper whilst the third and final part will illustrate the crucial information gathered. The first part of this essay is dedicated to the critical evaluation of well-established techniques which are frequently used to understand the citizens' opinion of the landscape quality of their living environment. It also provides a brief description of the development and dissemination of geographic ICT (Carta M, Lucchesi F, 2004) and our experimentation can be considered as a way of implementing these technologies. How to gather public opinion concerning landscape Since the definition of generally accepted evaluation parameters and sufficiently consistent research methods is far from being a straightforward process, it can prove difficult to include the citizens' evaluation of landscape quality in the decision making processes involved in its transformation. However, this difficulty has not prevented the development of information gathering techniques based on the " general feeling " about landscape. In this paper we will make particular reference to two types of experiences; the first is linked to understanding landscape preferences whilst the second deals with the production of parish maps. I contesti il cui interesse come meta turistica è certificato dall’Unesco attraverso lo status d... more I contesti il cui interesse come meta turistica è certificato dall’Unesco attraverso lo status di World Heritage Site hanno subito profondi processi di mutamento, anche con la definizione di aree a crescente specializzazione come i centri storici che presentano numerosi effetti indesiderati. L’attore pubblico spesso si limita a interventi settoriali, dei quali non governa bene tutte le conseguenze. In contesti nei quali le esigenze di trasformazione fisica dei luoghi entrano spesso in tensione con le necessità di tutela e conservazione, agiscono processi di gentrificazione e dinamiche di perdita dello stesso tessuto sociale ed economico che ha consentito la conservazione dei valori apprezzati dai turisti. Si assiste allora alla conseguente perdita di identità, al mutamento dei codici visivo-percettivi “tradizionali”, assieme all’aumento della polarizzazione a scala urbana e alla creazione di veri e propri “recinti” entro i quali vengono orientati i flussi di turisti. Tessuti urbani accoglienti per le comunità le più diverse e stratificate rischiano dinamiche espulsive dei residenti storici. Questo circolo contribuisce alla creazione di situazioni abitative insoddisfacenti, sbilanciate, spesso intrinsecamente ingiuste. Il paper, attraverso l’analisi del caso studio della citta di Fès in Marocco - la cui Medina è stata riconosciuta sito Unesco nel 1981 - intende riflettere su questi temi, ricostruendone sinteticamente caratteri e problematiche e tracciando alcune piste per una riflessione progettuale.
