Quali gruppi li sostenevano o li osteggiavano nelle città? Come potevano convivere culture politiche all’apparenza tanto diverse come quella monarchica, quella papale e quella comunale?

The aim is to overcome the traditional interpretation, which focuses on the acquisition and loss of the “communal freedom” (that of central and northern Italy), without disregarding the elements of political culture of communal origin. To grasp the objective, that history is presented as a transformation of the urban political system, applying the principles of systems analysis in political science.

This essay offers a reinterpretation of the political history of L’Aquila between the middle of the fourteenth and the end of the fifteenth century, in order to give due weight to three political actors: urban lords, monarchy, merchants. Through the analysis of the institutional forms and procedures, as well as of social groups and factions, the essay stresses the centrality of merchants in shaping political structure and representation, sheds light on the relations between the partes and the ruling groups and on the synergy between the latter and urban lords. That synergy was crucial for the city’s control over the contado – the political role of which is analysed – and for negotiation with the monarchy, which constituted a resource for the community. Finally, this essay discusses some aspects of local political culture.

The essay introduces the collection of papers Institutions, relationships, and political cultures in the cities along the border between the Papal States and the Kingdom of Naples (c. 1350-1500). After discussing two persistent points of view on the urban political history of late medieval Italy – the North-South dualism and the pluralistic understanding of the regional states – this essay highlights some points for reflection which arise from recent studies. It then suggests new perspectives to verify, through the following contributions, the existence of an area of urban political culture at the borders between the Papal States and the Kingdom of Naples. Lastly, it presents the specific issues that guided the authors’ work.

This essay investigates the relations between the production of norms and the political evolution of the towns of the Kingdom of Naples in the 13th-15th centuries. Starting from the features of statutes and customary law codices – poor organization of contents, ‘private’ nature of the norms and lack of rules on institutional structures – the essay examines the reasons and logic behind the realization of law collections, as well as the role played by the monarchy in urban production of norms (especially on institutions), through an in-depth analysis of some case-studies from the northern regions of the Kingdom.

This essay analyses the development of a system of public writings and registers keeping in the city of L’Aquila during the 14th and 15th centuries. The use of registers for administration was common in the Trecento, while the councils’ resolutions were written by notaries in deeds. The first known assembly reports date back to 1370s, but they were additions to the statutes (reformationes). The council registers were adopted in the second half of 15th century, with the libri reformationum series which guaranteed the duration of the reports. Furthermore a proto-archival system was built up for the libri and the registra, heirs of the 14th century quaterni, while the other public writings were still kept in chests (capse). This evolution was combined with the passage from the notarius reformationum to the chancellor and with the creation of an actual chancery during the last decades of Quattrocento, as a result of cultural and political factors with internal and external origins.

From 1355 on L’Aquila it was ruled by a Reggimento ad Arti based on guilds and quarters: this system was different from the other cities of the Kingdom, whose councils were divided between 'nobiles' and 'populares'. During the fifteenth century, a larger council called 'cerna' was also elected. The local mercantile élite controlled the decision-making process and the civic offices without any strict regulations, and with the support of Pietro Lalle Camponeschi, count of Montorio. As a faction leader, his influence on the urban government was very heavy. During the 15th century, the Camponeschi faction had not acted in the civic institutions as a structured group. When in 1485 the Camponeschi lost their power to the new rival Gaglioffi faction, Pietro Lalle dumped his traditional allegiance and became pro-Aragonese with the support of the urban élite. Since then, factional allegiance became in practice a way to exclude citizens from government.
From the Angevins to the Popes: Ruling Classes and Political Participation in Avignon (Late Thirteenth to Fourteenth Centuries) (Simone Balossino)
Between the thirteenth and the fourteenth century, Avignon and its region underwent dramatic change during the transition from the communal regime to the rule of the Kings of Naples and to the papal government, which brought about the residence in the city of the Popes and their Curia from 1348. Social and political change in the city was also determined by the fast growth of the population. The city’s changing demography, particularly during the fourteenth century, contributed to the shaping of a particular urban physiognomy. Fourteenth century Avignon was characterized by the presence of several groups of foreigners, belonging to different nationalities. For a consistent number of them, the settlement became permanent and implied the involvement in politics at local level. This paper analyses the appearance of new social groups characterised by a growing political consciousness, and focuses on the relationship between political participation and social change.
Patron-Client Relations and Changes in the Castilian Political Society during the Fifteenth Century (María Ángeles Martín-Romera)
Many Castilian cities were ruled by factions of urban knights called Linajes. The Linajes have been extensively studied from an institutional perspective, regarding their relation with conflicts or stressing the local particularities from each city. However, despite their central role in the social history of the kingdom‘s urban elites, little has been said about the transformation of the Linajes during the Late Middle Ages and its connection with the Revolt of the Comuneros in 1520. In previous works I have proposed an explanatory model of the decline of the Linajes based on the passage from a collective system to a patron-client one. This paper analyses that process in several Castilian cities and its different consequences in the oligarchy’s composition, representative role and legitimacy. Finally, it addresses the connection between those changes and the rise of the commoner’s demands at the end of this period.
