Flood risk is increasing all over the globe due to urbanization and the effects of climate change... more Flood risk is increasing all over the globe due to urbanization and the effects of climate change. Water managers and urban planners try to cope with flood risk by enhancing urban flood resilience. Three main discourses of resilience are engineering, ecological, and socio-ecological resilience. Whereas the discourse of engineering resilience emphasizes the use of flood protection infrastructures, the discourses of ecological and socio-ecological resilience advocate river restoration and spatial strategies to reduce flood risk. In this paper, we investigate which resilience discourse is dominant in the Lambro river basin (Metropolitan City of Milan), and how this discourse has been translated into institutions (rules-in-use) and outcomes, such as flood protection infrastructures or building regulations. Our discursive-institutional analysis is informed by the (politicized) Institutional Analysis and Development (IAD) framework, which highlights the role of discursive, institutional, and contextual factors in explaining the outcomes of strategic interactions within action arenas. It is shown that whereas bottom-up initiatives try to foster socio-ecological resilience, the engineering resilience discourse still dominates within the Lambro river basin because national policies and funds are geared towards hard infrastructure measures.

2017_In view of a total reorganization of the port areas and related activities, a result of powe... more 2017_In view of a total reorganization of the port areas and related activities, a result of powerful infrastructure work in the back-port areas, still under way, it aims to create a green port whose supply of electricity depends on micro-plants powered by alternative energy, produced from renewable sources. And 'now it is known that the port areas are areas where the rate of pollution is certainly higher than other urban areas, not only in terms of pollutant emissions, but also with respect to water quality and sources of noise pollution. If we add to that the port area is situated in continuity with the rest of the city, even more the quality of life is requested meets certain requirements. The vehicular traffic on the ground together with the maritime traffic enormously multiplies the climate-changing emissions. Therefore, the city where besides the port for ferries and pleasure boats, as in the case of Pozzuoli, is also allowed a stopover of goods are found pollution levels rather high. The realization of an energy management platform that can handle the amount of energy needed to fuel the ships and ferries docked at the port seems a necessary provision to be considered in view of a total reorganization of the port of Pozzuoli. Among the various technologies that allow docked ships to turn off their auxiliary generators during power charging port, the cold ironing system allows you to reset noise, reduce by more than 30% of CO2 emissions and over 95% of the emissions of leachate and of nitrogen oxides in the waters.
2017_The coexistence of urban activities, port and different uses activity involves a series of c... more 2017_The coexistence of urban activities, port and different uses activity involves a series of conflicts in the border areas between the two identities that end up representing discontinuity and tension areas where the clash replacing the exchange. So while the city and its historic center tries to regain possession of some portions of port areas, at the same time, even the port, with its various destinations it tends to optimize its functions that inevitably involve conflicts in border areas, not only for the different functions, but also for the different skills that correspond to them. Yet these are areas of great potential for the city; areas which, if secured a balanced correlation between functions, uses and their skills can take a role in the public space of valuable importance in socioeconomic and cultural perspective. The disputed areas, where they overlap port and urban activities activities are, therefore, places that require a drawing first of all organic unitary and which has the purpose of regulating the various functions ensuring suitable spaces, keeping nevertheless distinct. This is the port of Pozzuoli landscape; a historical and archaeological context of great interest and of great landscape value, where the historical continuity of port functions remains and where the layers of history along with the permanence of functions and activities to represent the identity character of an area of great strategic importance as the Gulf of Pozzuoli. In this text, the main factor identified of this change is the reform that liberalized trade in 1998. The old commercial plans, the basis for the permissions of opening of retail shops given with municipality licenses finished and the number of retails was no more regulated. So planning moved from the projection of economic demand and offer to two other issue: the impact of trade activity over the urban context and the strategies of actors, firms, companies and association of shopkeepers to have success in a competitive environment. The reform occurs in a period of time when a deep restructuring of the distribution chain or network in the nation is going on, so that market innovative forces goes hand in hand with a changing institutional framework with the effect of modernizing the whole economic sector with a valuable impact over cities and suburbs.

This human environment has been criticized especially today, when scientists are warning global population about the dangers of the clime change. In the dynamics of metropolitan development, retail competition and changing client demands, the life of a suburban shopping mall has a time of grow, an apex and a decline until closure. Old facilities are substituted by brand new one multiplying soil consumption and dictating new patterns of mobility. In the perspective of retrofitting suburbs with the objective o sustainable human settlement, we need some strategies of change of suburban shopping malls. This paper will present the work in the city planning workshop of the University Federico II (Naples) to face the housing regional demand. Following New Urbanism theory of redevelopment of shopping mall in multiuse urban development, exercises of urban design are been explored to figure out the epitome of suburbanization could change in compact, high density city core.

According to this general principle this work proposes a GIS accessibility tool for the design of polycentric transit oriented scenario: SNAP - Station Network Accessibility Planning tool. In the first part the state of the art on Transit Oriented Development policies in Europe is presented with a focus on three study cases. In the second part the SNAP tool is described, with remarks to the approach, the methodology and the used indicators. Furthermore the paper discusses an application to the metropolitan area of Naples."

John Forester's reputation as one of the leading exponents of planning theory is already consolid... more John Forester's reputation as one of the leading exponents of planning theory is already consolidated in Italy, where some of his articles and books have circulated in translated form. I took it upon myself to present his first book on the pages of the journal CRU (Critica della Razionalità Urbanistica, N. 4, 1995); the book was published in Italy with the title Pianificazione e Potere and edited three years later by Dino Borri for the publishing house Dedalo of Bari (Forester 1998). Both publications were part of a series of articles and books dedicated to planning theory, two events that opened a window onto a relatively new – to us – field of intellectual analysis, though Gigi Mazza had already explored it through his magazine, published with regularity since 1991. Nevertheless, it is still a marginal facet of Italian urbanistic culture, and the various definitions put forward tend to confine it to the niche of esoteric tendencies, as if it was a different approach to planning that centres around the attention to the process, the special emphasis on social problems and the indifference towards the city's physical layout. In this manner, while some innovative aspects we have introduced are duly recognized, there is a simultaneous attempt to isolate them and stifle their impact on our practice, or at least to circumscribe them to special-interest sectors and actors. In presenting John Forester I intend to expound a critique of this interpretation, arguing in favour of the general validity of planning theory as a critical reflection on urbanistic praxis and territorial planning. My fundamental argument rests on the account of its origins and development in the USA, recalling some pivotal moments in terms of their influence on the American scientific community and planners, with no pretence to an exhaustive historical reconstruction. The narrative starts just after World War II, with the emergence of blighted slums in inner-city areas; for their cleareance, a law was introduced – later to become famous as the 1949 Housing Act – whereby Urban Redevelopment Agencies with powers of expropriation were created and funded. They were in charge of buying derelict areas, demolishing buildings, renewing infrastructure and reselling the building lots thus obtained (Foard, Fefferman 1970). The stated aim was a housing policy to help the poorest inhabitants of metropolitan areas, concentrated in the inner-city's older buildings where poverty sparked crime and a profound social grievances (Park 1925). The programme funnelled massive resources and gave rise to deep urban transformations in American cities, absorbing the dedication of those urbanists most closely involved in the complex implementation process. But the greatest impact on their collective thought came from the unexpected results of such a committed " social " policy. Since the redevelopment mechanism increased value the of the target areas real estate, reinstating the poor became incompatible with the higher market prices; the original population was therefore replaced with higher-income residents and – perhaps in an even greater measure – with upmarket commercial establishments. This process of gentrification, as it is still called today (and whose second wave is under way), emerged for the first time, leading to the construction of new city centres dominated by the Central Business District (CBD) as required by the multinational development of big firms and the tertiarization of larger cities (Moccia 1990). The price to pay for this rebirth of American cities, in keeping with its new " imperial " role, was the " deportation " of the poor whose housing conditions – the improvement of which was the legislation's purported objective – were paradoxically worsened by an urban transformation that drove them out from the rehabilitated former slums and into new derelict areas they could afford. The subsequent unrest also acquired racist overtones and led to the late-60's riots (Teaford 1990). In the face of such a social disaster, the certainties painstakingly constructed through a scientific planning statute were shaken by those unexpected outcomes and by the perception of an unpredictable context (Lee 1974). The need to renew city planning document format comes from both changed objectives of today urban... more The need to renew city planning document format comes from both changed objectives of today urbanism and planning theories and methods as they became practices on the European pressure. This essay discusses beliefs inspiring thinking trends and their effects over planning practice. From this critical exploration I deduce some basic principles to have a more effective urbanism and more able to cope uncertainty. I specially focus on structural and operational components of the urban plan and propose a new interpretation of them, also if it is grounded on deep understanding of the rationale motivating their sense in some crucial normative and cultural passages in Italy.
Le aree a rischio frane o esondazioni, delimitate dalla Autorità di Bacino sono considerate, nell... more Le aree a rischio frane o esondazioni, delimitate dalla Autorità di Bacino sono considerate, nella pianificazione urbanistica, nei termini negativi dell'inedificabilità, oppure come oggetto di mitigazione del rischio attraverso opere di ingegneria volte a contenere i flussi. Di questa impiantistica settoriale sono già stati evidenziati tutti i limiti proponendo un paradigma di gestione sostenibile delle acque meteorica. Con quest'approccio le acque superficiali sono trattate in maniera naturalistica favorendo l'infiltrazione e la creazione di corridoi verdi. La tesi che si sostiene è che la rete ecologica così determinata è uno strumento di ristrutturazione urbanistica e rientra tra i momenti fondamentali della metodologia del disegno della città. Questo primo passo si può qualificare come restauro delle condizioni naturali anteriori alle alterazioni apportate dall'urbanizzazione come deviazione e tombatura dei corsi d'acqua. Su di esso si fonda la riconversione ecologica della città. Parole chiave pianificazione ambientale, gestione delle acque meteoriche, cambiamenti climatici. Pianificare il rischio: il quadro morfologico di riferimento Pago del Vallo di Lauro è uno dei sei comuni del Vallo di Lauro, un'antica valle attraversata dal corridoio ecologico del Lagno Quindici, a cui si connettano dei corsi d'acqua minori che scendono dalle colline circostanti. Il quadro morfologico del Vallo di Lauro è caratterizzato da versanti ad elevata pendenza, percorsi da impluvi di modesta estensione, il più delle volte di impianto strutturale che nei settori terminali hanno formato e alimentato le conoidi. Il reticolo idrografico mostra una chiara impronta strutturale con una modesta gerarchizzazione ad aste per lo più rettilinee scemando per poi disperdersi nelle coltri alluvionali vallive 1. Contigui al Vallo di Lauro sono i territori di Sarno e di Quindici, tristemente noti per l'alluvione del maggio 1998 causata da un eccezionale evento piovoso, che vide in 72 ore cadere sulla zona oltre 140 millimetri di pioggia e provocò 160 morti. Il pericolo vissuto rende il rischio idrogeologico una priorità con il piano urbanistico comunale deve confrontarsi. Mitigare il rischio idrogeologico diventa quindi un punto-chiave del preliminare di piano urbanistico per Pago del Vallo di Lauro. Il piano comunale quindi sceglie la possibilità di cercare di migliorare le condizione idrogeologiche del comune in un'ottica ambientale. Highlights • Soil consumption is one of the most severe degradation processes of ecosystems, beca... more Highlights • Soil consumption is one of the most severe degradation processes of ecosystems, because it is responsible for drastic limitation or even complete removal of essential ecosystem services. • An immediate action is needed to reduce the gap between major policy statements and the lack of operational and scientifically robust tools to tackle land consumption. • Soil consumption can also be faced through an innovative web platform designed to determine different indices related to the quantification of this degradation phenomenon. • LANDSSUPPORT is a useful tool for regional and metropolitan planning, even in regenerative processes. The objective of LANDSUPPORT is the construction of a smart geoSpatial Decision Support System (S-DSS) , providing a powerful set of decision supporting tools-that will be open and freely accessible through the web-devoted to (i) support sustainable agriculture/forestry, (ii) evaluate their interaction and trade-off with other land uses, including spatial planning and (iii) support the achievement of selected land policies of both EU and UN agenda, with special emphasis to the key, "achieving a land degradation-neutral world" and climate change mitigation goals. By doing that, LANDSUPPORT will reconcile urban re-generation policy ambitions with operational reality addressing the often overlooked support for planning/management actions at the very local scale. In fact, only by this approach incorporating the local dimension it is possible to produce DSS tools to simultaneously fulfil all high demand ing specific challenges such as the evaluation of "land use trade-offs", "incentivising real actions / behaviour / investments" contributing to "sustainable management of land resource" and considering societal needs. This is exactly what the high performing LANDSUP-PORT integrated scientific approach promise to do, unlike the aggregated Territorial Modelling Platform already in use for the ex-ante evaluation of EC policies.
La rigenerazione ha bisogno dell'urbanistica Secondo il segretario generale dell'INU, gli approcc... more La rigenerazione ha bisogno dell'urbanistica Secondo il segretario generale dell'INU, gli approcci al tema spesso trascurano proprio la dimensione urbanistica, conducendo a linee d'azione settoriali, limitate e molto probabilmente ine!caci Come succede quasi sempre nel dibattito intorno alle politiche pubbliche, la plurisemanticità delle parole esplode e ciascun attore piega i significati ai suoi interessi e alle sue visioni. Per gli urbanisti la rigenerazione non può che essere la transizione alla città ecologica, nonostante tutte le ambiguità, incomprensioni o incertezze che questo può significare, ma che si possono risolvere solo nel percorso, quando si avrà il sufficiente coraggio d'intraprenderlo con decisione. All'inizio di un cammino che conduce a un obiettivo radicale, nascono le inerzie con la nota strategia di usare nomi nuovi per cose vecchie. Sebbene riduzione del consumo di suolo e rigenerazione urbana possono essere legate in maniera complementare per dirottare su un obiettivo sostenibile l'industria edilizia, ciò non può comprendere una riduzione della portata della rigenerazione al semplice recupero o rinnovo urbanistico-edilizio, quasi inscritto nel perimetro del Piano casa. Che questa forza sia di una particolare potenza, lo dimostra come riesca ad agire anche all'interno di quadri legislativi regionali che appaiono straordinariamente avanzati. L'INU Puglia ha dovuto protestare perché la legge regionale non si applicasse alle zone industriali, dove capannoni abbandonati offrivano opportunità di riconversione economicamente favorevoli, a danno sia della qualità contestuale della residenza che della riduzione dello spazio per il lavoro. Nei giorni di segregazione per contenere il contagio da Coronavirus non è mancato chi ha evidenziato come fosse stato abolito l'inquinamento atmosferico, il mare si presentava di un azzurro cristallino del tutto inusuale e si era perfino ridotta l'estrazione del petrolio, il deprecato combustibile fossile che è risorsa esauribile. Un netto miglioramento ambientale pagato, secondo altri, da pesanti costi economici delle imprese. Che questi opposti si confrontino sul terreno della rigenerazione non meraviglia, ma dà la misura di come la politica di conciliazione tra di essi possa scivolare da una parte o dall'altra, facendosi condizionare dall'uno o l'altro dei contendenti. Di fronte a questi conflitti, gli enti locali sono tentati di rinunciare al governo del territorio e lasciare che la società si regoli da sè. La semplificazione amministrativa, invece che riguardare la chiarezza e coerenza legislativa, l'efficienza e competenza degli uffici, sceglie le scorciatoie della delega e del trasferimento delle responsabilità: indebolimento delle visioni d'insieme, aleatorietà della normativa, privatizzazione dell'iniziativa, riduzione del processo pubblico al momento valutativo. Il prevedibile risultato è un cambiamento a macchia di leopardo, guidato dalle risorse del mercato e quindi discriminatorio: una politica ambientale che accentua la polarizzazione sociale. Le leggi che creano strumenti settoriali per la rigenerazione li aggiungono ai piani urbanistici. Nuovi piani che si sovrappongono a piani, affermazione dal sapore qualunquistico se non fosse per l'aspetto conservatore dell'operazione, la convinzione della difficoltà del cambiamento, risolto in modo additivo. Oramai siamo in molti a ritenere che l'urbanistica debba cambiare per guidare la rigenerazione, e benvenuta sia la regione che riformi il proprio sistema alla luce di questa esigenza. Per la rigenerazione, la necessità del piano è nel legare gli interventi edilizi, le trasformazioni delle parti, al sistema urbano. Oltre che agire per aree, bisogna pianificare le reti operando secondo una strategia commisurata agli attori ed alle risorse. In questo senso, il ruolo del pubblico non è ideologico, ma necessario ad assumere le responsabilità per i beni comuni con i quali promuovere il cambiamento nel suo insieme. Va anche riconosciuto che questa funzione propulsiva non è stata esercitata per mancanza di risorse. Perciò è il momento che s'investa massicciamente sulle opere pubbliche, in primo luogo per la realizzazione dell'infrastruttura verde [nell'immagine di copertina, un particolare della rete verde di Tokyo], per il drenaggio sostenibile urbano, per gli impianti di circolarità nella gestione dei rifiuti, per la produzione di energia da fonti rinnovabili, per la gestione urbana smart, la prevenzione sanitaria; avendo indicatori di valutazione dei risultati che misurino la riduzione delle isole di calore, le emissioni di gas climalteranti, i servizi ecosistemici. Water managers and urban planners try to cope with flood risk by enhancing urban flood resilience. Three main discourses of resilience are engineering, ecological, and socio-ecological resilience. Whereas the discourse of engineering resilience emphasizes the use of flood protection infrastructures, the discourses of ecological and socio-ecological resilience advocate river restoration and spatial strategies to reduce flood risk. In this paper, we investigate which resilience discourse is dominant in the Lambro river basin (Metropolitan City of Milan), and how this discourse has been translated into institutions (rules-in-use) and outcomes, such as flood protection infrastructures or building regulations. Our discursive-institutional analysis is informed by the (politicized) Institutional Analysis and Development (IAD) framework, which highlights the role of discursive, institutional, and contextual factors in explaining the outcomes of strategic interactions within action arenas. It is shown that whereas bottom-up initiatives try to foster socio-ecological resilience, the engineering resilience discourse still dominates within the Lambro river basin because national policies and funds are geared towards hard infrastructure measures.

Given the large quantity of factors involved, accurate predictions are very difficult. However, it is generally accepted that a local strategy is needed and its effects will be in some way helpful. It is articulated in mitigation and prevention strategy. The mitigation strategy is aimed to the greenhouse gases emission reduction; the mitigation plans any action able to reduce risks coming from prevented change of the clime, as storms, flooding, landslides, and costal erosion. The fields where urbanism may give a contribution to that strategies are explored: building technology, eco cities models, mobility and urban form, energy saving and production, water and biodiversity

Green Infrastructure (GI) definition, deriving from the United States green infrastructure for hy... more Green Infrastructure (GI) definition, deriving from the United States green infrastructure for hydro-geological rebalancing through imitating the nature stormwater management, was consolidated in Europe by GI Planning Guide in 2007. Nowadays GI can be considered a valid and meaningful approach for ameliorating urban complex ecosystems, and could also be considered as mitigation action of land consumption, according to the Guidelines on the soil of the European Union. The metropolitan area of Naples located in south Italy is characterized by an unauthorised and chaotic urban development. The land-use map (Regione Campania, Cuas 2007) reported an average of 30% of urbanization in the metropolitan area, rising up to 50-60% and as high as 98% in the north core area of the city. This high level of urbanization is directly related to the habitat fragmentation. The National Biodiversity Conservation Strategy (NBCS) defines several challenges and targets to counteract the biodiversity loss in Italy, identifying urban areas as places exposed to the greatest pressures on ecosystems. Therefore, the integration of different policies limiting habitat fragmentation, heat island effect and natural soil hydrogeological degradation into spatial planning, especially through green corridors and ecosystem enhancement in urban areas is an urgent need for the society. Spatial planning has to be renewed in metropolitan areas, where threats and weaknesses to biodiversity conservation are stronger than in any other place, according to the Law n. 56/2014, committing Metropolitan cities to the enactment of General Territorial Plan. In the current study, we aim at designing an ecological network for the metropolitan area of Naples one of the biggest city of Southern Italy. The analyses include the adopted methodological procedure, i.e. ecological network analysis and design, and the introductory elements of a spatial analysis on a pilot ecological network of several patches. Finally, the paper will illustrates the network analysis conceived as a monitoring system and also in future perspective, as a planning support system.

It is widely accepted that land use and public transport planning should be harmonised in order t... more It is widely accepted that land use and public transport planning should be harmonised in order to provide a viable alternative to car transport. Following the Transit-Oriented Development (TOD) concept, many studies and plans aim to concentrate urban development in areas accessible by high-quality public transport. Encouraged by studies asserting the positive relation between urban density and public transport use, scholars and practitioners focused their attention on tools and strategies that increase urban density, thereby overlooking geographical contexts where these strategies cannot be applied. TOD might however be also a valuable strategy in low-density contexts, like lower density parts of metropolitan areas, or suburban areas and small towns. It seems therefore relevant and interesting to develop a methodology to explore the value of TOD strategies in such contexts. Our paper fills this analytical and application gap and proposes to extend the conceptualization and implementation of land use and public transport integration to areas where low-density urban development has already occurred (e.g., low-density suburbs, or areas where the protection of natural and cultural heritage precedes urban development). In such cases, where is not possible to increase urban density around transport nodes, the quality of the transport network plays a decisive role. The approach builds on the Node-Place Model by including evaluations of the quality of feeder networks. We applied the methodology to a case study in the Campania Region in southern Italy, indicating a possible way to evaluate land use and public transport integration while considering, at the same time, the quality of transport as network. The application of the methodology allowed to highlight imbalances between accessibility – by main and feeder transport – and land use intensity, and to sketch urban development strategies and priorities of intervention on the transport network.

The coexistence of urban activities, port and different uses activity involves a series of confli... more The coexistence of urban activities, port and different uses activity involves a series of conflicts in the border areas between the two identities that end up representing discontinuity and tension areas where the clash replacing the exchange. So while the city and its historic center tries to regain possession of some portions of port areas, at the same time, even the port, with its various destinations it tends to optimize its functions that inevitably involve conflicts in border areas, not only for the different functions, but also for the different skills that correspond to them. Yet these are areas of great potential for the city; areas which, if secured a balanced correlation between functions, uses and their skills can take a role in the public space of valuable importance in socioeconomic and cultural perspective. The disputed areas, where they overlap port and urban activities activities are, therefore, places that require a drawing first of all organic unitary and which has the purpose of regulating the various functions ensuring suitable spaces, keeping nevertheless distinct. This is the port of Pozzuoli landscape; a historical and archaeological context of great interest and of great landscape value, where the historical continuity of port functions remains and where the layers of history along with the permanence of functions and activities to represent the identity character of an area of great strategic importance as the Gulf of Pozzuoli. In view of a total reorganization of the port areas and related activities, a result of powerful ... more In view of a total reorganization of the port areas and related activities, a result of powerful infrastructure work in the back-port areas, still under way, it aims to create a green port whose supply of electricity depends on micro-plants powered by alternative energy, produced from renewable sources. And 'now it is known that the port areas are areas where the rate of pollution is certainly higher than other urban areas, not only in terms of pollutant emissions, but also with respect to water quality and sources of noise pollution. If we add to that the port area is situated in continuity with the rest of the city, even more the quality of life is requested meets certain requirements. The vehicular traffic on the ground together with the maritime traffic enormously multiplies the climate-changing emissions. Therefore, the city where besides the port for ferries and pleasure boats, as in the case of Pozzuoli, is also allowed a stopover of goods are found pollution levels rather high. The realization of an energy management platform that can handle the amount of energy needed to fuel the ships and ferries docked at the port seems a necessary provision to be considered in view of a total reorganization of the port of Pozzuoli. Among the various technologies that allow docked ships to turn off their auxiliary generators during power charging port, the cold ironing system allows you to reset noise, reduce by more than 30% of CO2 emissions and over 95% of the emissions of leachate and of nitrogen oxides in the waters.

The Territorial Plan of the Province of Naples (PTCP) framework is given by European Planning and... more The Territorial Plan of the Province of Naples (PTCP) framework is given by European Planning and research (ESDP and ESPON). Regional strategic spatial planning suggested development directions while making important investment in the rail transportation network. The cohesion spatial policy was focused on the controversial concept of mega-metropolis contrasted by the concept of the development platform. From such discussion cooperation programs come with the great cities of the Southern Italy Rome and Bari, the strengthening of transportation infrastructure and the development of the nodes of interrelations. Inside the metropolitan area, the high concentration in the city of Naples and the high density of the shoreline are the starting point for a policy of inland development according to strengting of the east-west corridor connecting the Tyrrhenian to the Adriatic See and the overseas lands of the south-east Europe. The paper analyses the transportation system supporting this more northern part of the Province and found some areas, in the middle, lacking of enough commuting facilities, even in the Regional plans evaluating a rail service or a new tramway network alternative. The paper shows what meaning polycentricity has in the PTCP and highlight its strategic perspective: a set of centres at the some ranking for service furniture to families and firms in the poles of the transportation infrastructure. A pilot project has been the development of a CBD in the new location of High Speed train station 10 Km. north of the city core. Because the metropolitan area results from the joining of a net of old cities, town and villages, one task of the PTCP has been to asses their role in the functional complex and to plan what rank will reach in the future to have a more equilibrate whole. One of the rationale was to check the compatibility of the new functions with the urban morphology. This study demonstrated the need of new centralities. Governance in a setting where constitutional organization gives the main planning powers to municipalities hardly associate higher levels as the Provincial one, the younger in the planning system. In this case Naples PTCP focuses on the population territorial distribution acting on the municipal housing objectives. In conclusion, arguments are given to explore the sustainability of the polycentric concentrated ad mix use model. Confronted with the transportation system it seems the only one able to give a preference to the collective commuting mode, fighting the suburban sprawl and its dependency on car commuting.
I progetti di waterfront si stanno sviluppando in tutto il mondo per la deindustrializzazione e i... more I progetti di waterfront si stanno sviluppando in tutto il mondo per la deindustrializzazione e i cambiamenti nelle tecnologie dei trasporti marittimi. La circolazione delle informazioni, unita alle necessità di marketing hanno contribuito ad affermare un modello internazionale provocando la tentazione in quelli che arrivano dopo di imitare soluzioni di successo belle pronte. Non volendo seguire questa tendenza, nel caso di Castellammare di Stabia, il gruppo di ricerca da me coordinato, perseguì lo scopo di evitare i pregiudizi e cercare le proposte per la trasformazione nella situazione locale. Per raggiungere questo obiettivo si sono seguiti i seguenti percorsi: 1) la storia urbana, per comprendere come la città attuale è il prodotto degli sforzi di una comunità nei tempi lunghi; 2) le cause delle crisi e le politiche pubbliche attuate per affrontare i problemi; 3) l’analisi delle potenzialità e delle difficoltà dell’ambiente locale in un processo di pianificazione strategica. Nella prima parte dell’articolo si sottolineano i maggiori eventi che hanno determinato la organizzazione spaziale del sito, identificando una struttura territoriale, in contrasto con un processo di cambiamento. La seconda parte discute l’efficacia di una politica basta su progetti isolati, rivendicando la necessità di un piano strategico complessivo. La sua visione assume la cornice delle buone pratiche, ma si radica localmente. L’esperienza di pianificazione di Castellammare può contribuire alla definizione di una metodologia rivolta alla difesa ed allo sviluppo dell’identità locale.

In a second step, the urban issue was integrated in one axis of Operative Regional Programs for the Regional Development Funds. This move let suppose that it could fuel the development of peripheral metropolis, but the program was anchored to the aims of its start and was still used more as in an equitable perspective to rehabilitate distressed neighborhoods or support medium size cities instead of focus over a metropolitan policy aimed to the growth of competiveness. On the contrary, the Italian metropolis more active in the process of confronting with global competition and changing themselves to develop factors identified as indicators of global cities, relied on urban policy enacted by city government, based on local resources with the support of state funding. On the bases of this review, it does not seems that nor a European neither a national policy now exists to support peripheral metropolis in the continent.

Tuttavia questa messa a punto richiede un esame critico approfondito e una netta innovazione su concezioni consodidate ma obsolete di forme di piano. Infatti non è sufficiente parlare del progetto della città futura: mettere da parte la forma del piano perpetua strumenti obsoleti che ne ostacolerebbero l'attuazione.

1.2 Due contesti dei Contratti di fiume in una cornice istituzionalista Introduzione Nel rapporto... more 1.2 Due contesti dei Contratti di fiume in una cornice istituzionalista Introduzione Nel rapporto dell'uomo con il fiume sembra prevalere un approccio settoriale, spinto dallo specifico bisogno d'acqua: talvolta i prelievi servo-no per i bisogni potabili della popolazione oppure ai molteplici usi urba-ni come lavaggio, igiene personale, irrigazione dei giardini, ovvero tutte quelle funzioni a cui assolvono gli acquedotti; le città, di converso indiriz-zano ai fiumi le acque reflue, dopo averle utilizzate e degradate e inquina-te, col paradosso di usare i fiume sia come acquedotti che come fognature; altre volte, nelle campagne, deviazioni del corso principale e diramazione in una rete di canali razionalizzano l'irrigazione dei campi destinati alla produzione agricole e disegnati in funzione degli apporti idrici delle relative colture; altre volte ancora, l'acqua è produttrice d'energia sia che muova antichi mulini o che azioni turbine generatrici d'energia elettrica. Se sul piano amministrativo, questa frammentazione trova uno spec-chio perfetto nella numerosità e settorialità degli enti responsabili della gestione di ciascuna delle operazioni sopradette in maniera separata ed autonoma, in termini cognitivi, il fiume ha sempre subito un approccio ra-zionale strumentale, il risultato è che la nostra conoscenza non solamente si limita a ciascuna delle funzioni che può assolvere per noi la risorsa che da essi preleviamo sia che sia alimento, energia, salute, separatamente l'u-na dall'altra, ma ciascuna specifica conoscenza organizzata in una certa scienza e manipolata da una certa ingegneria, è specificamente indirizza-ta verso lo scopo di servizio di cui abbiamo bisogno. Pertanto non deve stupire l'affermazione che non conosciamo i fiumi, ma solamente i benefici che i fiumi ci possono fornire e neppure possiamo meravigliarci che, in assenza di questa conoscenza stiamo distruggendo una risorsa limitata e vitale. Scholarly interest and findings on public space is extremely wide, so I
need to define some limit... more Scholarly interest and findings on public space is extremely wide, so I need to define some limits to this speech. Urban design, mainly influenced by sociology and behavioral sciences, is biased to public space performance study. It try to answer the questions: how public space contribute to community culture, to favor social interchange? How public space let feel safe, comfortable, free people that live in it? Here I am asking a different question: how is public space made? I suppose this may be a perspective necessary to urbanism, a field dominated by practice task: plan city development and regeneration. The method I follow is narrative, often used in social sciences to learn from human practice. Naples is an interesting study case for its more than two millennium development and redevelopment. This let us to go to the roots of urbanism, and after, have a closer view to last developments. From ancient time Naples was an important harbor in Mediterranean network of exchange and always a regional capital. These factors made it a complex and multicultural city, in any time linking European culture to Middle East. Rethinking the urbanist perspective on public spaces [ 131 ] The following talk cannot summarize so long city history, but want just peak up some significant achievement of general meaning on the issue of public space useful for urban planners.

Sono anche presi in considerazione, la pianificazione attuativa e le deroghe. Sulla base dei dati raccolti, si individuano le difficoltà e le cause della lentezza dei procedimenti, suggerendo sia modifiche del modello di piano e della relativa legislazione che cambiamenti nell'organizzazione e nelle conoscenze degli attori.

In the river contract process, an ever more widespread participatory policy in Europe, the first ... more In the river contract process, an ever more widespread participatory policy in Europe, the first step never enough considered is the construction of an appropriate knowledge and a streamlined planning process. The main challenge to face is the collection of multidisciplinary requirements coming from the different domains that can contribute to the analysis of the river basin, thus overcoming shortfalls and problems that can arise in the process and stimulating change management scenarios. In this complex setting, the planner's perspective seems to be the most appropriate to call sciences to offer their contribute for the aims of the program because they must fit in a multi-actorial decision process aimed to pragmatic actions. According to this perspective, some other questions are added to the consolidated knowledge on the river basin: from the study of the hydrographic network and reports on soil quality to the analysis of urban and social systems, a focus on connections and interactions, and a study on economic activities. This knowledge comes from heterogeneous sources, such as information officially produced by government bodies, found in the scientific literature, or resulting from oral stories and interviews. From the sharing of this framework by public and private actors the river contract starts and develops with an action plan that participants commit to carry out signing an agreement. With exercises in a wide list of cases many recovery potentials are identified and strategic redevelopment paths indicated.

In questo saggio, il punto di osservazione è da una posizione periferica, a dimostrazione di quanto pervasiva fosse quell'azione di diffusione ed educazione all'urbanistica, spesso con una molteplicità di mezzi, lo sfruttamento di occasioni estemporanee, strategie di inserimento nelle élite locali, importanti ruoli nel processo dell'istruzione superiore. Si tratta di una attività dal valore seminale su cui si costruiscono le idee di fondo e le tecniche di questa disciplina.
Introduction Design with nature was published 50 years ago and will be celebrated by the Universi... more Introduction Design with nature was published 50 years ago and will be celebrated by the University of Pennsyl-vania McHarg Center. Penn Department of Landscape Architecture is honoring one of his most famous head and promising that his lesson may steal lead a new wave of sustainable planning and also a movement for ecological purposes. Meeting around such mythic figure the best thinking and profession of our time will not reaffirm any more the pivot rule of the ivy league University, but also to foster some central principle still projected to a future envisaged half a century ago but no more achieved. The choice of supporting ideas and proposals clearly opposed to the majority trend in the United States and his Presidency (already an alumni of the Penn Warton School) is shown as a sharp positioning in the political arena in addition to academic ambitions. In this contribution, at distance, to that celebrations, as a post-doc researcher to the close Department of Planning, I will try to select what seems to me the most promising ideas still able to stimulate and address the work of landscape, regional and urban planners. I will start recalling few information of the McHarg biography that may explain why his commitment to environmental issues was so challenging and may be still fertile. Then I will outline some features of the planning culture of the time the book was written having special attention to the closer colleagues and theories growing in the Philadelphia melting pot. I find also of great interest to point to the way the book was born not only as the output of the complex character of its author, but as a measure of the deep construction of proposals whose aim was to face new and hard problems in a fresh vision and practical efficiency. Many critics, better that I can do now, forwarded many and sometime contrasting appraisal of the values of this book together to the whole McHarg production. Some stated that in Design with Nature is condensed all McHarg had to say, or at least the best he could. That is why, discussion over his contribution to landscape design could be concentrate there to assess faults and merits. My effort is more oriented by the interest of a reflexive practitioner, always in search of effective tools for practice. In the list many things may be added: new perspective to look at complex word phenomena and be able to understand them; how to take advantage of the knowledge coming from science and technology and use it to human purpose; why deep beliefs spread in our culture and lead our actions, belonging to decision processes; how the knowledge bag of planners benefitted of his teaching, and sill do.

Questo paper, rifiutando la tesi che il nuovo piano si basi esclusivamente sui contenuti ecologici, ritiene indispensabile cambiare anche la forma di piano e, a questo scopo, esamina criticamente le idee che sono circolate in Italia su questo argomento soffermandosi in particolare sulle proposte di Luigi Mazza e Giuseppe Campos Venuti, inserite nella tradizione di studi del nostro paese. La discussione verte prioritariamente sulle componenti strutturali ed operative, delle loro funzioni e rapporti, come chiave per definire lo strumento più adatto allo scopo della rigenerazione urbana. Nello sviluppare le argomentazioni, sono utilizzate le conoscenze provenienti dalla teoria della pianificazione, verificate nella pratica professionale, insieme alle politiche ambientali. È rivalutata la componente strutturale e, contrariamente a recenti orientamenti legislativi come la proposta di legge di principi nazionale Lupi o l'ultima legge urbanistica regionale emiliana, quella componente deve avere carattere conformativo senza irrigidire la componente operativa e il suo orientamento strategico. La riflessione qui presentata si inquadra all'interno di una cornice problematica e teorica scandita dalle seguenti affermazioni e sviluppata con una particolare concentrazione sulla discussione intorno alla teoria del piano nel nostro paese. Le politiche per la sostenibilità (risparmio energetico, generazione da rinnovabili, gestione rifiuti, rischi idrogeologici...) s'indirizzano o verso interventi a carattere edilizio, manifestando maggior fiducia sulle capacità dei privati e sugli interventi singoli oppure verso opere pubbliche settoriali, di fatto emarginando l'urbanistica ed il progetto urbano insieme alla trasformazione sostenibile dello spazio pubblico e delle reti infrastrutturali. Pertanto è da rivendicare e conquistare uno spazio dell'urbanistica (Moccia 2000). La contrapposizione tra contenuti dell'urbanistica e forma di piano è falsa e non connota arretratezza e innovazione perché i nuovi contenuti non possono entrare nelle vecchie forme di piano se non le discutiamo ed innoviamo (Moccia 2015). Jane Jacobs è una giornalista che ha avuto ed ha molto credito anche negli ambienti scientifici e... more Jane Jacobs è una giornalista che ha avuto ed ha molto credito anche negli ambienti scientifici e accademici per la profondità delle sue inchieste sempre ben fondate sulla letteratura ma anche con quella capacità di cogliere spiegazioni convincenti dall'osservazione diretta secondo un'ottica spregiudicata, non condizionata dai luoghi comuni o dalle convenzionali concezioni teoriche. Il motivo che accomuna la sua ricca produzione si può individuare nell'amore e celebrazione delle virtù delle città a partire dal suo libro più famoso Vita e morte delle grandi città, dove, con una prospettiva antropologica, celebra la complessità delle relazioni sociali che si nutrono della densità e diversità delle metropoli all'interno dello spazio urbano pubblico. L'esaltazione di queste qualità, emerge dalla critica della teoria urbanistica moderna di separazione funzionale, trasformazione dello spazio pubblico in infrastruttura di circolazione e ogni altro espediente per rendere efficiente l'organizzazione delle attività sul territorio secondo una logica meccanicistica.

In the dynamics of metropolitan development, retail competition and changing client demands, the life of a suburban shopping mall has a time of grow, an apex and a decline until closure. Old facilities are substituted by brand new one multiplying soil consumption and dictating new patterns of mobility.
In the perspective of retrofitting suburbs with the objective o sustainable human settlement, we need some strategies of change of suburban shopping malls.
This paper will present the work in the city planning workshop of the University Federico II (Naples) to face the housing regional demand. Following New Urbanism theory of redevelopment of shopping mall in multiuse urban development, exercises of urban design are been explored to figure out the epitome of suburbanization could change in compact, high density city core.
According to this general principle this work proposes a GIS accessibility tool for the design of polycentric transit oriented scenario: SNAP - Station Network Accessibility Planning tool. In the first part the state of the art on Transit Oriented Development policies in Europe is presented with a focus on three study cases. In the second part the SNAP tool is described, with remarks to the approach, the methodology and the used indicators. Furthermore the paper discusses an application to the metropolitan area of Naples."

a more effective urbanism and more able to cope uncertainty. I specially focus on structural and operational components of the urban plan and propose a new interpretation of them, also if it is grounded on deep understanding of the rationale motivating their sense in some
crucial normative and cultural passages in Italy.
Given the large quantity of factors involved, accurate predictions are very difficult. However, it is generally accepted that a local strategy is needed and its effects will be in some way helpful. It is articulated in mitigation and prevention strategy. The mitigation strategy is aimed to the greenhouse gases emission reduction; the mitigation plans any action able to reduce risks coming from prevented change of the clime, as storms, flooding, landslides, and costal erosion.
The fields where urbanism may give a contribution to that strategies are explored: building technology, eco cities models, mobility and urban form, energy saving and production, water and biodiversity
Inside the metropolitan area, the high concentration in the city of Naples and the high density of the shoreline are the starting point for a policy of inland development according to strengting of the east-west corridor connecting the Tyrrhenian to the Adriatic See and the overseas lands of the south-east Europe.
The paper analyses the transportation system supporting this more northern part of the Province and found some areas, in the middle, lacking of enough commuting facilities, even in the Regional plans evaluating a rail service or a new tramway network alternative.
The paper shows what meaning polycentricity has in the PTCP and highlight its strategic perspective: a set of centres at the some ranking for service furniture to families and firms in the poles of the transportation infrastructure. A pilot project has been the development of a CBD in the new location of High Speed train station 10 Km. north of the city core.
Because the metropolitan area results from the joining of a net of old cities, town and villages, one task of the PTCP has been to asses their role in the functional complex and to plan what rank will reach in the future to have a more equilibrate whole. One of the rationale was to check the compatibility of the new functions with the urban morphology. This study demonstrated the need of new centralities.
Governance in a setting where constitutional organization gives the main planning powers to municipalities hardly associate higher levels as the Provincial one, the younger in the planning system. In this case Naples PTCP focuses on the population territorial distribution acting on the municipal housing objectives.
In conclusion, arguments are given to explore the sustainability of the polycentric concentrated ad mix use model. Confronted with the transportation system it seems the only one able to give a preference to the collective commuting mode, fighting the suburban sprawl and its dependency on car commuting.
Non volendo seguire questa tendenza, nel caso di Castellammare di Stabia, il gruppo di ricerca da me coordinato, perseguì lo scopo di evitare i pregiudizi e cercare le proposte per la trasformazione nella situazione locale.
Per raggiungere questo obiettivo si sono seguiti i seguenti percorsi: 1) la storia urbana, per comprendere come la città attuale è il prodotto degli sforzi di una comunità nei tempi lunghi; 2) le cause delle crisi e le politiche pubbliche attuate per affrontare i problemi; 3) l’analisi delle potenzialità e delle difficoltà dell’ambiente locale in un processo di pianificazione strategica.
Nella prima parte dell’articolo si sottolineano i maggiori eventi che hanno determinato la organizzazione spaziale del sito, identificando una struttura territoriale, in contrasto con un processo di cambiamento. La seconda parte discute l’efficacia di una politica basta su progetti isolati, rivendicando la necessità di un piano strategico complessivo. need to define some limits to this speech. Urban design, mainly influenced
by sociology and behavioral sciences, is biased to public space performance study. It try to answer the questions: how public space contribute to community culture, to favor social interchange? How public
space let feel safe, comfortable, free people that live in it?
Here I am asking a different question: how is public space made? I suppose
this may be a perspective necessary to urbanism, a field dominated
by practice task: plan city development and regeneration. The method
I follow is narrative, often used in social sciences to learn from human
practice.
Naples is an interesting study case for its more than two millennium development and redevelopment. This let us to go to the roots of urbanism,
and after, have a closer view to last developments. From ancient time
Naples was an important harbor in Mediterranean network of exchange
and always a regional capital. These factors made it a complex and multicultural city, in any time linking European culture to Middle East.
