State, administration, territory: notes on “modernity” The essay develops some general considerations on modernity Western European State. Through the perspective of origins will highlight the contradictions of modernity with particular reference to two fundamental structures of administration and territory. Du point de vue des origines met en lumiere les contradictions de la modernite avec une reference particuliere aux deux structures fondamentales de l’administration et du territoire.

ITALIANO: L’intervento sottolinea il nesso tra erudizione cittadina, organizzazione della cultura e costruzione dello Stato unitario italiano. In particolare l’accento viene posto sulla necessaria problematizzazione del rapporto centro-periferia nella storia italiana, a partire proprio dalla funzione svolta dalle istituzioni culturali locali (in primis biblioteche e archivi) e dalla densita delle reti intellettuali che mettono in comunicazione i diversi territori della Penisola. / ENGLISH: The paper emphasizes the importance of the connection between urban antiquarianism, the organization of culture and the construction of the Italian unitary state. Particular emphasis is placed on the necessary problematization of the center-periphery relationship in Italian history, starting precisely from the role played by local cultural institutions (libraries and archives) and the density of the intellectual networks that connected the various territories of the Italian Peninsula.

The essay analyses the relationship between administration and territory at the birth of the Italian unitary state. Following the discussions of the time involving scholars of diverse disciplinary provenance, politicians, and administrators, the essay highlights the main problems encountered by the design of the administrative districts of the new Kingdom of Italy: the territorial contradictions and the imbalances that conditioned their initial structure and subsequent history; the legacy of the boundaries and internal territorial divisions of the former states of the peninsula; the various proposals put forward for the country’s regional organization by geographers, statisticians and politicians, even before the completion of unification; the territorial and administrative problems of the new state: natural or artificial districts, small or large provinces, the weight of municipalities, projects of regionalization; the contribution of new sciences, such as geography and statistics;...

Il saggio analizza il contributo dello storico belga Emile Lousse alla storiografia sulle origini delle assemblee cetuali e si sofferma sul suo approccio «corporativo e costituzionale» antitetico a quello «istituzionale e parlamentare» sviluppatosi  a partire dalla storiografia anglosassone.
Si tenta inoltre una applicazione di questo approccio alla storia costituzionale della Francia moderna, prendendo come caso di studio la nascita e l'evoluzione di un corpo tecnico dello Stato, quello degli «ingénieurs des ponts et chaussées».

Si tratta di una rassegna ragionata sulla storiografia in merito alla formazione dello Stato moderno, tendente a porre in evidenza le novità, e le contraddizioni, rispetto ad un passato non molto lontano, di un approccio plurale alla genesi e all'evoluzione dello Stato moderno come «forma storicamente determinata di organizzazione del potere» e come fenomeno di lunga durata.

Il saggio compie una rivisitazione della storiografia italiana e internazionale sulla formazione dello Stato moderno, alla luce di ciò che ha significato la pubblicazione all'inizio degli anni Settanta del secolo scorso dell'antologia Lo Stato moderno (3 voll.) curata da Ettore Rotelli e Pierangelo Schiera nella storiografia italiana.

Between history and historiography, this essay aims to re-considering the history of  «modern State» in the Western historical experience. In the middle of a long historiographical controversy, during which it was even affirmed the impossibility to reading the European history throw the filter of this concept, this history is here analyzed through the use of two categories: «absolutism» and «constitutionalism».
The unstable balance, often resulted in a conflict tearing,  between these two poles of modern Western State experience, that monocratic-centralizing on the one hand and that pluralistic–participatory on the other, has marked the European political history so constitutively and so deep to may be considered the main stream of the whole European history. It represents indeed an essential reference point for any reconsidering of the present and the future of all the political organized communities, which are deeply marked by a progressive reduction of intervention capacity of the nation States.
