This panel addresses the understudied phenomenon of political elites in Africa, with a focus on b... more This panel addresses the understudied phenomenon of political elites in Africa, with a focus on both North Africa and Sub-Saharan countries. The panel seeks to examine key questions such as who governs, who comprises political elites, and their actions within the context of the continent. Traditionally, political science research has approached the study of political elites in Africa in a functionalist manner, examining their roles in economic reforms and democratization processes. However, this approach has left a significant gap in knowledge surrounding the characteristics and actions of male and female politicians on the continent, as well as a lack of data and research in certain areas, especially Francophone Africa.Recent developments in research have begun to fill this gap, and this panel aims to provide a platform for presenting these findings and fostering a deeper understanding of the role of political elites in Africa. Panelists will analyze the biographies, strategies, networks, resources, and interests of political elites in North Africa and Sub-Saharan Africa, and explore how these factors contribute to political power dynamics in these regions. Case studies and comparative analyses, utilizing both qualitative and quantitative data, will be presented to highlight similarities and differences between North Africa and Sub-Saharan Africa. The panel will address questions such as the social properties of these elites, the paths politicians take to enter and advance in politics, and the means by which political elites gain and retain power in these regions. Additionally, the panel will investigate the sources of elite support and opposition and examine how political elites shape public policy. By providing a space for scholars to engage in dialogue and debate on these topics, the panel seeks to contribute to a better understanding of the role of political elites in the Global South, with a specific focus on African national settings. Through this examination, the panel also aims to enhance understanding of political elite phenomena from a comparative perspective.

Tel est le point de départ du livre d'Emmanuelle Bouilly : une mobilisation de femmes contre l'ém... more Tel est le point de départ du livre d'Emmanuelle Bouilly : une mobilisation de femmes contre l'émigration au Sénégal. Le lecteur non averti, surtout s'il ne s'intéresse pas à l'Afrique, surtout s'il pense que l'on est là bien loin des lieux de la politique légitime, pourra soupirer : tout n'a-t-il pas été dit au sujet du monde des ONG et du développement ? Or le livre s'avère un travail de premier plan, qui apportera beaucoup (en dehors même de sa contribution à l'histoire politique du Sénégal) à quiconque s'intéresse aux mobilisations, à leurs rapports aux médias, aux mondes du développement, aux liens entre partis et mouvements sociaux, au clientélisme, aux questions de genre ou encore à l'engagement et aux rétributions du militantisme. Car c'est à tous ces domaines que contribue ce livre qui montre que se mobiliser n'équivaut pas à protester, et que s'enfermer dans une conception légitimiste du « bon » mouvement social tend à invisibiliser des formes de revendications et de prise en charge du malheur social particulièrement investies par les femmes, et ceci encore plus quand il s'agit de femmes du Sud elles-mêmes saisies par les organisations du monde du développement. Emmanuelle Bouilly ne se laisse jamais enfermer dans des oppositions binaires au sujet des effets politiques du développement (« dépolitisation » vs. empowerment des « sociétés civiles »). Elle part du principe que le développement est un des langages principaux dans lesquels se formule le politique au sud du Sahara : cela implique de comprendre ce que le développement (comme principe, monde de ressources, et ensemble de pratiques) fait à la mobilisation, aux façons de s'assembler, de se réunir, d'accumuler des ressources, de défendre des intérêts… et si se mobiliser suppose de s'asseoir sur des chaises en plastique lors d'un atelier de « restitution », alors cela doit être pris au sérieux. Cette attention à ce que le développement fait à la mobilisation n'évacue jamais une question importante : le développement n'est pas un deus ex machina des mobilisations. C'est ce qui explique que l'écriture tienne de façon si fluide l'articulation entre l'histoire longue de la mobilisation des femmes au Sénégal, et les techniques contemporaines du monde du développement. Cet ouvrage n'a nul besoin de prendre un ton indigné : ce qu'il décrit n'en a que plus de force, celle que donne un terrain ethnographique dense déployé au Sénégal durant plusieurs années. On chemine tout au long du livre à travers des observations d'une très grande justesse, qu'elles soient drôles ou parfois poignantes.

Ce dossier montre la pertinence de cette notion pour interroger ensemble des discours et des mobilisations sur le continent, saisir la diversité de leurs formes et leur inscription dans des dynamiques
transnationales. Comment expliquer l’essor de cette rhétorique et de ces mobilisations, autour de lois anti LGBTQI+, de campagnes anti-avortement notamment ? Qui en sont les acteurs et les actrices ? Comment se déploient et circulent leurs luttes et idées ? Portant sur des pays anglophones (Ghana, Kenya et Afrique du Sud) et sur des diasporas en France, ce dossier démontre la dimension vernaculaire et transnationale de l’anti-genre en Afrique, construit autour des « valeurs africaines » et de l’antiimpérialisme, et la repolitisation paradoxale de la notion de genre qui en découle. Le dossier interroge également le caractère heuristique de l’anti-genre et les disparités d’usages entre Afrique francophone et anglophone.

discutent du caractère heuristique (ou non) du concept d’anti-genre en
Afrique, principalement francophone, conformément à leur aire
géographique d’expertise. Elles et il témoignent d’une situation paradoxale. Si l’Afrique n’est pas en marge des dynamiques mondiales de
crispations identitaires et de mouvements conservateurs engagés contre
les femmes, le féminisme, «la théorie du genre» ou encore l’homosexualité,
la notion d’anti-genre n’est que peu investie par les militant·e·s et les
universitaires africain·e·s. L’anti-genre est un phénomène social à la fois
prégnant et public, diffus et dissimulé, dont la conceptualisation engage
une réflexion plus large sur la production de savoirs militants, experts et
académiques à partir du continent africain, et sur la nécessité de penser
les méthodes pertinentes pour investiguer de tels objets.
[Des mères sénégalaises ‘en lutte contre l'émigration clandestine’ : une lecture intersectionnelle des trajectoire de (non-)engagement des parents et épouses de migrants restés au pays.] Cet article traite d’une association de mères sénégalaises qui entend ‘lutter contre l'émigration clandestine’ après avoir subi en 2006 la perte de plusieurs de leurs enfants qui tentaient d’émigrer en Espagne par voie maritime. Cet article interroge la dimension sexuée et générationnelle de cette mobilisation communautaire en se concentrant sur les motifs et les déterminants de (non-)engagement des parents et épouses de migrant. Il montre que l’imbrication des rapports de pouvoir (genre, âge, statut économique, statut matrimonial) a déterminé de manière réciproque le (non-)engagement des parents et épouses de migrant, et leurs rôles et expériences respectifs de l'émigration.
