En abordant le cas de l’impossible delegation du charisme de Chavez a Maduro, cet article propose... more En abordant le cas de l’impossible delegation du charisme de Chavez a Maduro, cet article propose de revisiter la conception de la domination charismatique chez Weber et de la « banalisation du charisme » par la designation ou le charisme hereditaire, en les abordant a partir de la theorie de l’ethos discursif elaboree par Maingueneau. En abordant l’efficacite du pouvoir charismatique de Chavez sur ses « adeptes », en fonction du garant et de la scenographie de la communaute discursive chaviste, l’article montre comment l’ethos d’exceptionnalite de Chavez reposait sur la mise en scene de sa soumission a la volonte du peuple (garant). L’image de soi de Chavez n’est donc pas abordee comme une strategie unilaterale de l’orateur (comme dans la rhetorique classique) mais comme une construction interactive entre les co-enonciateurs d’une communaute discursive, ayant elle-meme sa propre « corporalite », attribuant des places a l’ensemble de ses co-enonciateurs (et non pas seulement au locuteur Chavez) qui en incorporant ces places « font corps » dans une serie d’institutions et de pratiques discursives qui « donnent corps » au garant du discours. Or, en se presentant comme le representant de Chavez sur terre, Maduro ne fait pas que deifier Chavez ; il tend surtout a destituer le garant de la communaute discursive qui lui donne son pouvoir. En se montrant comme etant soumis a la volonte de Chavez (de qui il tirerait legitimite et autorite) Maduro ne se presente plus comme etant soumis a la volonte du peuple protagoniste, mettant ainsi en peril les conditions de possibilite du chavisme.

espanolEste articulo estudia la difusion de los topoi de una vulgata neoliberal mediante un anali... more espanolEste articulo estudia la difusion de los topoi de una vulgata neoliberal mediante un analisis discursivo longitudinal, desde 1980 hasta 2015, de los editoriales de La Presse, uno de los principales periodicos de Quebec. El analisis tematico, argumentativo, pragmatico y enunciativo de este corpus se realiza en relacion con las teorias economicas presentes en los enunciados de los editoriales. Pues, aunque los lugares comunes (topoi) desarrollados o movilizados en La Presse simplifican en extremo estas teorias, las relaciones entre los dos niveles de circulacion son constitutivos de reglas de dispersion del acontecimiento discursivo de la austeridad. Este estudio muestra como la construccion de un topos anti-deficits durante los anos 1980 echa por tierra inmediatamente (sin necesidad de argumentacion) cualquier politica que implique gasto publico. Al estudiar como este topos se adapta a las distintas coyunturas generando y articulando otros topoi de la austeridad, el analisis muestra las « condiciones de posibilidad » de una austeridad permanente, que legitima entre otras cuestiones la criminalizacion de la huelga y la normalizacion de leyes de excepcion que fijan las condiciones de trabajo de los asalariados. EnglishThis article focuses on the dissemination of the topoi of a neoliberal vulgate, by means of a longitudinal discursive analysis, from 1980 to 2015, of the editorials of La Presse, one of Quebec’s leading daily newspapers. The thematic, argumentative, pragmatic, and enunciative analysis of this corpus is conducted in dialogue with the economic theories involved in the editorial statements. For, although the popular beliefs (topoi) developed or mobilized by La Presse oversimplify these theories to the extreme, the connections between these two levels of circulation are constitutive of dispersion rules of the discursive austerity event. This study shows how the construction of an anti-deficit topos in the 1980s immediately rejects (without the need for argument) any policy involving public spending. Studying how this topos adapts to different changes in the economic situation by generating and articulating itself with other austerity-related topoi, the analysis shows the conditions of possibility of permanent austerity, legitimizing among other things a criminalization of strikes and a standardization of emergency laws, decreeing the working conditions of employees. francaisCet article s’interesse a la diffusion des topoi d’une vulgate neoliberale, a travers une analyse discursive longitudinale, de 1980 a 2015, des editoriaux de La Presse, l’un des principaux quotidiens quebecois. L’analyse thematique, argumentative, pragmatique et enonciative de ce corpus est menee en dialogue avec les theories economiques impliquees dans les enonces des editoriaux. Car, bien que les lieux communs (topoi) developpes ou mobilises par La Presse simplifient a l’extreme ces theories, les relations entre ces deux niveaux de circulation sont constitutives des regles de dispersion de l’evenement discursif austeritaire. Cette etude montre comment la construction d’un topos anti-deficits dans les annees 1980 refute d’emblee (sans besoin d’argumentation) toute politique impliquant des depenses publiques. Etudiant comment ce topos s’adapte a differents changements de conjoncture en engendrant et en s’articulant a d’autres topoi austeritaires, l’analyse montre les conditions de possibilite d’une austerite permanente, legitimant entre autres une criminalisation de la greve et une normalisation de lois d’exception, decretant les conditions de travail des salaries.

Constatant l’intensification en Amérique latine de formes transgressives d’action collective et en s’appuyant sur une analyse du mouvement de protestation sociale surgi suite au conflit étudiant chilien de 2011, ce texte soutient que les conditions de possibilité de la radicalisation de l’action collective se situent dans la capacité d’une demande sectorielle à se transformer en symbole ou signifiant vide d’un ensemble hétérogène et inorganique. Cette « équivocité », généralement reprochée aux actions transgressives, est montrée ici comme le fondement autant que le résultat d’une convergence stratégique de positions divergentes permettant l’inscription ou l’apparition dans l’espace public de positions jusqu’alors absentes, exclues, bannies ou « invisibilisées ». Cette irruption « par effraction » de ceux qui étaient systématiquement exclus d’un système de représentation entraîne alors une remise en question des fondements mêmes de ce système plutôt que l’inscription dans ses règles constitutives.
Abstract
In a context of intensification of “transgressive” forms of collective action in Latin America, and based on an analysis of the social protest movement that arose in the wake of the Chilean student conflict of 2011, this paper argues that the conditions governing the radicalization of collective action lie in the capacity of a specific demand to be transformed into the symbol or “empty signifier” of a heterogeneous, inorganic ensemble. This “ambiguity,” for which transgressive actions are often criticized, is shown here to be not just the foundation, but also the result of the “strategic convergence of divergent positions” that enable the registration or emergence in the public consciousness of positions that have hitherto been absent, excluded, banned or “made invisible.” This “forced entry” into a system of representation by those who were systematically excluded from it raises questions about its very foundations, rather than confirming its basic constitutive rules.

Afin de proposer la réflexion la plus pertinente qui soit aux membres de la Fédération, ce rappor... more Afin de proposer la réflexion la plus pertinente qui soit aux membres de la Fédération, ce rapport se fonde sur quatre principales sources d’information. Nous avons recueilli quelques témoignages sur la formation continue de la part d’enseignantes et d’enseignants du primaire et du secondaire desétablissements privés qui sont membres de la FNEEQ à partir d’un questionnaire que nous avons envoyé à l’automne 2016 (voir Annexe 1). Aussi, une discussion de groupe a eu lieu en février 2017 auprès des délégué-es du regroupement privé qui représentent le personnel enseignant du primaire et du secondaire (tout près de 3000 personnes dans 29 écoles privées). Nous avons également mené une vaste revue de la littérature afin de mieux saisir les principaux enjeux que soulève la formation des maîtres. Nous avons consulté les différents rapports et politiques du gouvernement, dont ceux du Conseil supérieur de l’éducation, afin de tracer un portrait juste de la situation prévalant ces dernières années. Nous avons enfin soumis ces résultats préliminaires au 32e congrès de la Fédération, en mai 2018, afin de valider auprès des congressistes les différentes positions avancées dans ce document.

Cette réflexion large nous permettra de dégager des balises relatives aux conditions acceptables de l’enseignement à distance et une série de recommandations autant sur le plan des principes à défendre que des orientations très concrètes pour protéger nos conditions de travail et d’enseignement ainsi que pour assurer des conditions d’apprentissage de qualité aux élèves, du primaire à l’université.

Par moments, le style télégraphique a été privilégié pour faciliter la consultation du document. Aussi, des réflexions sur l’imposition d’un enseignement en présentiel dans un contexte de déconfinement, pour le primaire et le secondaire, accompagneront notre réflexion.
