    Las migraciones en el Este y Sureste Asiático (ESEA) Según los cálculos realizados por la Organización Internacional para las Migraciones en el 2000, el continente asiático contaba un stock de casi 50 millones de migrantes, correspondiente al 28,5% de la población migrante a nivel mundial, estimada en 175 millones de personas 1 . International Migration in East Asia and South East Asia According to the International Organization for Migration (IOM), in 2000 the world international migrant population was estimated at 175 million (IOM, 2003). Almost 30% of them or 50 million lived in Asia (see Figure 1). While IOM estimates seem to have found a general consensus among the scholars, it would be quite difficult to have an exact breakdown by country. In the case of Asia, the official figures are often inexact or incomplete. Moreover, they are based on different definitions and varying methods of calculation, and are thus, not comparable. Finally, the presence of unauthorized migrants, whose number cannot be ascertained, adds to the difficulty of arriving at an exact calculation of the migration stocks and flows in Asia.     L’autore analizza criticamente il documento del Pontificio Consiglio della pastorale per i migranti e gli itineranti e del Pontificio Consiglio Cor unum “Accogliere Cristo nei rifugiati e nelle persone forzatamente sradicate. Orientamenti pastorali” del 2013. L’analisi viene effettuata in modo sinottico con il documento “I rifugiati: una sfida alla solidarieta” del 1992. Concentrandosi si cinque ambiti – i documenti, il contesto di riferimento, le sfide, le responsabilita degli stati e le responsabilita della Chiesa cattolica –, l’autore evidenzia le analogie, le differenze e le lacune presenti nei due testi. Welcoming Christ in refugees The author critically analyzes the 2013 document of the Pontifical Council for the Pastoral Care of Migrants and Itinerant People and the Pontifical Council Cor Unum “Welcoming Christ in refugees and forcibly displaced people. Pastoral Guidelines”. The analysis is undertaken in synopsis with the 1992 document titled, “Refugees: A Challenge to Solidarity”. Focusing on five areas - the documents, the context of references, the challenges, the responsibilities of the states and the responsibility of the Catholic Church -, the author highlights similarities, differences and gaps in the two documents.     In the face of more restrictive policies, quota systems, increased border controls and tighter security measures imposed on “aliens”, an ethical question arises spontaneously: is the welfare of migrants and their families included in the concept of better “management” of migration flows? In this book, a group of scholars from different parts of the world try to answer this question through a shared reflection on specific migration issues which have a global impact. The volume compiles the papers presented at the 10th Metropolis International Conference held in Toronto, Canada on 17-21 October 2005, in the workshop titled, “Migration Management and Ethics: Envisioning a Different Approach”, organized by the two editors.     There is a prevailing bias, even amongst the actors directly involved, to consider activities falling under the migration-development banner as bipolar engagements, i.e. activities linking a country of origin of migrants to their country of present residence. Such conceptualisations assume the nation-state as the default frame of reference. Whilst progress has certainly been made towards a necessary sophistication of migration related issues in policy thinking and related academic research, the migration-development nexus remains something still often considered as essentially something to approach within a singular or bipolar nation-state framework. This can be seen in studies of potential policy interventions related to transnational flows such as human capital transfers, remittance flows and community development projects initiatives.     In the last five years, the discussion on the migration-development nexus was revamped and entered the global political arenas. The establishment of the Global Forum on Migration and Development (GFMD) was one of the factors that contributed to this renewed interest. A review of the recent literature on the topic reveals that the development impact of international migration seems is generally measured at the economic level. It is opinion of the author that many more elements should be considered in order to obtain a fair assessment of the nexus. This article proposes a new attempt of analysis of the positive and negative impacts of migration on development both in countries of origin and destination. Such analysis considers three levels of impact namely, economic, social and political. At the economic level, the impact of remittances on poverty reduction is still object of discussion mainly because of the unsolved controversy on the poverty measurement systems.
