It is common that the group of experts involved in such problems have different degrees of knowledge about the criteria, so we propose a multi-granular linguistic framework such that each expert can provide his/her evaluations in different linguistic term sets according to his/her knowledge. MCDM problems have been solved in the literature by using different methods, in this contribution we focus on PROMETHEE method and our proposal consists of developing tools and operators for the PROMETHEE method to deal with multi-granular linguistic information. Hospitals use logistics within a specific framework in order to improve their performances and th... more Hospitals use logistics within a specific framework in order to improve their performances and their efficiency. However, pharmaceutical logistics seems to be a recent concern in hospitals, due to the lack of medicinal products which can block the care service operation. So, health-care systems must be improved to cure dysfunctions and to be adapted to technological changes and contextual modifications. Thus, the choice of the best solution to organize flows of drugs between a hospital pharmacy and care services can be considered as a real problem of multicriteria decision making, where each decision maker expresses his preferences based on his own knowledge. Then, the extension of Promethee method by using model 2 tuples and the linguistic hierarchy, is largely likely to improve the quality of the evaluation and having for result a more realistic ranking which takes into account the inaccuracy of data. Consequently, the developed approach can be also applied to other real decision problems.

Moreover, it allows decision makers to offer all possible linguistic terms that are not accounted for in current preference structure types when one compares two alternatives. We give systematic aggregation operators to aggregate hesitant fuzzy linguistic information. In addition, we develop an approach to GDM based on PROMETHE method concepts and hesitant linguistic preference relations in order to consider the differences of opinions between individual decision makers. Real case study is implemented to demonstrate the practicability of the proposed method.

Therefore, HFLTS enhances the flexibility to get and represent linguistic information. This paper deals with this kind of decision making problems by proposing the concept of interval valued hesitant fuzzy linguistic term sets (IVHFLTS) since it can be considered as an extension of both a linguistic term set and an interval-valued hesitant fuzzy set. This new combination deals with both quantitative and qualitative evaluations. By introducing the mentality parameter for IVHFLTS, we develop a multi-criteria group decision-making model to deal with hesitant fuzzy linguistic information which avoids the possible loss of information. In order to show the applicability and the efficiency of the proposed method, an example for the selection of the best alternative is given as well as the ranking of the alternatives from the best to worst. The promising numerical results prove that this model is available.
