Recurrent information systems (IS) problems, including low quality, long development lead times, user dissatisfaction, and high implementation costs have been a persistent theme in the IS literature and have led to the perception of a "software crisis". Consequently, the IS development community has adopted several software process improvement (SPI) programs supported by formal process assessment approaches such as the capability maturity model (CMM). Research, conducted mostly in developed countries to evaluate the effects of such programs, has confirmed that an SPI focus can contribute to the production of high-quality systems; however, this phenomenon has rarely been studied in smaller enterprises such as those in Jamaica and other developing countries. Governments of English-speaking Caribbean countries have begun to place greater emphasis on e-government to reduce bureaucratic inefficiencies and are encouraging, through legislation and other inducements, the expansion of e-commerce operations in order to enhance global competitiveness. This has expectedly led to a greater movement of data and with it information security risks. Information security managers continue to grapple with the difficulty of reengineering policies and standards to meet this new reality. Hence many Caribbean organizations have become more vulnerable to security risks that are initiated internally. Latin America and Caribbean countries account for a considerable percentage of the homicide rate globally. The level of crime in this region has had a negative effect on growth and development. We posit that the use of social media as a crime reporting tool could have a positive impact in these economies. Therefore the purpose of this research is to use design science to create a social media crime reporting tool to be implemented in Jamaica. Over a period of eighteen months the research and development team engaged with members of the Jamaica Constabulary Force (JCF) to assess design requirements for this artifact. We present the preliminary results from the first interaction of the design cycle, which suggest that privacy and security risks, protecting the identity of informants, verifying evidence submission and reconciling Jamaica’s legislation with the use of the artifact are major concerns for members of the JCF

ABSTRACT The information system (IS) discipline has been plagued by the absence of agreed definitions of the numerous terminologies that are used throughout the range of processes and activities employed to deliver applications for productive use. This lack of agreement also has constraining implications for cumulative research in the discipline. In this paper, we propose a solution to the problem that involves the development of a formal IS domain ontology using a methodology that focuses on ensuring the completeness and consistency of the ontology. The ontology provides a mechanism for standardising the vocabulary in the domain, classifying concepts and terms, representing relationships, identifying synonyms and homonyms, and it identifies the instances of these concepts and relationships. Our solution will facilitate knowledge sharing in the information systems community and further scholarly activities which require a deeper understanding of the structure of information in this domain.

ABSTRACT The theories of social exchange, task-technology fit, and technology acceptance are utilized in a field study of software development methodologies. This investigation includes the effects of user experiences on perceptions of acceptance and usage of a methodology. More specifically, perceptions of the outputs and deliverables from a methodology and perceptions of challenges and obstacles to using and applying a methodology were found to significantly and positively influence perceived usefulness and negatively influence ease of use of a methodology, respectively, within a developer's organization. Perceived usefulness was a positive and strong antecedent to perceptions of fit between the methodology and client problems, and the strengthening of efficacy beliefs about the methodology.
