The aim of this study is to analyze research methods, data collection tools, and data analysis methods of the needs assessment studies conducted in the language education and teaching process. In this study, the general screening model, which is based on an examination of research on needs analysis, was used. The data collected in accordance with the general screening model were examined by the content analysis method based on the examination of the documents. The methods of these studies, data collection tools, and data analysis methods were reviewed. In accordance with the results from the review process, the frequency of use, efficiency, and functionality of the research method, data collection tool and data analysis methods used were evaluated. Next, during the needs assessment process, the importance and priority of students' and teachers' needs were discussed. The results of these discussions have been included at the end of the research. In the light of the findings of the research and the results, suggestions were made regarding the importance of teacher and student needs factors in the process of identifying and analyzing language education needs. The classification made shows that researchers generally concentrate on four models which are mixed, survey, descriptive and experimental models. As for the data collection tools, it is understood that different data collection tools are used in the sample studies to determine the needs.

Needs Analysis can provide an insight into the beliefs, opinions and views of the learners and teachers and can help in making a language programme more attuned to the needs of the learners and can also help in establishing the ownership of a change and innovation among the teachers because it is finally a response at these two levels of teachers and learners, which can determine the acceptance or rejection of any change or innovation and thus success or failure of a change or innovation. Needs analysis discovers and describes language needs by using an analysis of a linguistic practice which characterizes the target situation within a discourse community. It is the first step in viewing language learning through a broader concept of the learning process. When the curriculum content, materials, and teaching approaches match learners' perceived and actual needs, learners' motivation and success are enhanced. This paper is aimed to investigate theperceived English language needs of students atFaculty of Law in University of Riau as a solidbase of a syllabus for an ESP program bydetermining the needs of the participants.Therefore, it should be based on a careful andsystematic need analysis which includes thepurpose to learn English, the learners, and thespecific English language skill that becomes thetarget. Two groups of students of varyingproficiency levels participated in the study. Aneed analysis questionnaire was administeredto collect data that was analyzed by usingSPSS. It was concluded that the extent of ESPneeds perception held by the students was veryhigh, about 85% of students thought ESPcourses are useful and helpful for the futurejob. This paper aims at meaning of needs analysis from the academic perspectives, its definition, kinds and importance. It also emphasizes the processes and procedures of collecting information from different sources and shows how it affects the material design for curriculum and syllabus, the creationof congenial academic atmosphere and the reduction of gap among learners, teachers and teaching methods.
