2023, Türkiye-Russia cooperation determines the course of developments in Eurasia
From Russia's strategic alliance perspective, driven by a healthy pragmatism, Türkiye can always be seen as a reliable partner. Today, the two most important actors determining the course of economic and political events in Eurasia are Russia and Türkiye. These two countries have achieved political and economic stability in the Black Sea, so the view that Russia and Türkiye need to form a geopolitical alliance is very popular. Today, the conditions for further strengthening Turkish-Russian cooperation are developing. In addition, regarding the fight against international terrorism, joint counter-terrorism exercises of the Russian and Turkish Special Operations Forces should be held.

The article provides a brief analysis of the history of development and the current state of the Russian-Turkish partnership within the framework of the Black Sea Economic Cooperation Organization, which can be considered a functional area of cooperation that uses the convergence of the countries of the region by creating cooperation on various issues, such as the production of energy from underground resources of strategic importance for the region, agricultural production and tourism. In addition to this, the Black Sea Economic Organization is of notable importance in terms of sustaining stability in the region due to addressing the growing security concerns in the Black Sea region. The concept of a global security threat changed shape with the end of the Cold War. This led to a change in the view of international organizations on defense and allowed a focus on increasing the level of stability through the global policy of cooperation organizations created for security and economic purposes. The article also describes the measures and results of the two countries to ensure the fuel and energy balance in the Black Sea region, steps to reduce political tension associated with Turkey's participation in a strategic partnership with the EU countries, key projects in the fuel and energy sector. It should be noted that the identity of the historical destinies of Russia and Turkey, their historical and cultural role of the "East" in the West and "West" in the East, the unique geopolitical position, geographical proximity contribute to the strengthening of economic, political, cultural ties between Russia and Turkey.

Russian – Turkish relations go deep into the past. From the Cold War and the relations between the Soviet Union and the United States certainly there has not been a more complicated relationship in international relations. Both countries have different strategic positions, a different dominant religion, a different past, but their relationship largely depends on the future of Eurasia. This paper will deal with relations between the two countries since the establishment of the first diplomatic contacts in the 15th century, through the relationship during the time of Peter the Great, and will mention the periods of the First and Second World Wars, as well as the Cold War era. Special attention will be focused on the current relations between the two countries, especially after the conflict in 2015, when Turkey shot down a Russian plane over Syria. Special attention will be focused on energy policy and the potential for building a nuclear power plant in Mersin, and the continuation of Turkish stream. The paper will deal with economics and trade exchange, which have almost disappeared following the 2015 incident, security cooperation and Turkey's plans to buy the defense system S-400 from Russia, as well as relations between the two countries towards NATO. The paper will end with the projection of the prospects for the economic relations between the two countries.

After the end of the Cold War, the dissolution of the Soviet Union, and the emergence of newly independent states in the Caucasus and Central Asia, Turkey and Russia were forced to restructure the concept of their regional and international security policies. Since the Erdogan took power in 2002 and Putin took power in 2000, Turkey and Russia have been interacting with this transitional geography, with a complex set of economic, political, and cultural relations, each trying to take a proactive stance in the regional political approach to solving the problems between them. This study discusses the principles of Turkey's grand strategy in the Central Asian region from a descriptive and normative point of view and then proceeds to define and compare it with Russia's main strategies in the same region. This article discusses the dynamics of relations between Russia and Turkey and particularly the balance of power in the Black Sea and the South Caucasus. The article first aims briefly to describe the bilateral relations of Russia and Turkey after the Cold War and analyze their balance of power relations in the Black Sea and the South Caucasus. For this purpose, the economic and energy cooperation is examined. Then, particularly regional foreign and military policies and their outcomes is analyzed. The author examined qualitative methods (retrospective case study) to reveal the main tendencies of bilateral relations and comparative analysis of power balance relations. Both primary and secondary (academic and expert works) sources have been considered as basis of the research. According to the results of the analysis the author concluded that two countries continue both cooperate in mutually beneficial realms and compete in order to expand their political influence. As economic and energy cooperation is mutually beneficial, the parties seek to avoid direct military confrontation, preferring absolute gains over relative ones. Regarding the balance of power in the Black Sea and in the South Caucasus the article proposes that currently Russia compared to Turkey has considerable dominance in these regions.

Currently, the Republic of Turkey plays a vital role in international processes taking place on the world stage. Since ancient times, at the crossroads of the paths between the world of East and West, the Republic of Turkey claims to have an excellent position in the relations of these regions with each other, as well as in their internal processes and events. The universal location between Europe and Asia makes Turkish foreign policy one of its main political issues, especially in the field of regional cooperation. Moreover, the changes in the world of recent decades, such as the collapse of the USSR, revolutions and military operations in eastern countries, the transition of Crimea to Russia, lead to the fact that Turkey pursued its foreign policy thoughtfully and actively, taking the most advantageous positions for itself. An essential region for pursuing Turkish policy is the Black Sea region. The events of recent years have significantly affected him and the role that large states play in him, such as the Republic of Turkey and the Russian Federation. It also began to arouse great interest among states and regions of the Western world, such as the European Union. The changed geopolitical structure of the Black Sea region has led to the need for its members to determine their positions and areas of interaction in which they are ready to cooperate or, on the contrary, to oppose each other. In this article, the author will examine the relations of the Turkish Republic and the Russian Federation in the Black Sea region and its importance. In this study, political relations, security, economy, energy, and security will be discussed. In the conclusion of the study, the current state of Turkey-Russia relations and assessments will be made about its future.
CONTEMPORARY TURKISH – RUSSIAN RELATIONS FROM PAST TO FUTURE
The aim of this scientific research is to observe the development of Russian-Turkish relations during the Putin era. The analysis also includes a historical review and strategical points as a geopolitical aspect. In the framework of Erdoğan's reforms at the beginning of the 21 st century, this paper draws attention to new spheres for cooperation such as defense tenders and technology related to regional security. The Cyprus issue as a part of Turkey's international interest was included in the aspect of the Russian presence in the Mediterranean region. The situation in the Caucasian region and the Georgian crisis provided an agenda for Transcaucasian discussions between Russia and Turkey. This research does not bypass the energy issues including «Turkey stream» and Akkuyu. The Ukrainian crisis and the Crimean issue retain their relevance in contemporary Russian-Turkish relations given their significance within Turkey's regional policy. In addition, the SU-24 aircraft accident, which has a critical place in terms of the two countries' relations, and the nine month restoration process that followed this incident, is also addressed in this article. The Syrian crisis, which became a significant issue in the international arena due to its being related to cooperation in the sphere of regional security and defense, is also mentioned in this study.

The goal of this issue, which is dedicated to the memory of Ambassador Karlov, is to explore the various aspects of the present, ongoing rapprochement process between Turkey and Russia. Considering that the main dilemma of Turkish-Russian relations in the last quarter century has been to achieve a genuine strategic partnership in the presence of significant regional disagreements, it is important to discuss the prospects and challenges lying ahead of this relationship. To this end, articles in this issue discuss the dynamics of cooperation and competition in four significant areas of Turkish-Russian relations: i) bilateral economic ties, ii) strategic challenges in the Middle East, iii) regional issues in the Black Sea and Caucasus, iv) the development of transport corridors in Eurasia.
Following Vladimir Putin’s election as the new president of the Russian Federation in 2000, relations between Turkey and Russia have continuously improved not only in terms of cooperation in technical areas such as trade and energy, but also regarding their dialogue in major regional and global political issues. The rapprochement between the two countries has been so remarkable that some even started to view it as the formation of a new strategic axis in Eurasia. Although the term ‘strategic’ may be a little too ambitious for defining the relations between Turkey and Russia, it is still possible to argue that the positive course of their bilateral relations throughout the 2000s replaced the old notion which viewed the two countries as geopolitical rivals in the Caucasus and Central Asia. The goal of this article is to reveal and analyze the major factors behind the emergence of this so-called ‘multidimensional partnership’ in Turkish-Russian relations in the 2000s.
