In Argentina, after the economic, social, and institutional 2001 crisis, there was a substantial rise in the number of people informally collecting and selling recyclable waste. This activity had been ongoing for a long time, but the significant increase brought attention to an activity previously regarded as unlawful and illicit. From then on, even with discontinuities and drifts, a clear trend was consolidated towards the incorporation of informal collectors (colloquially called cartoneros/as) in public solid waste management systems, which implies, among other factors, a significant improvement in their working conditions. This article examines the establishment of the waste collection circuit over time and how its various regulations have impacted the work processes of cartoneros. It also explores the political and social organizations developed by the collectors, enabling them to negotiate and dispute the terms of this implementation. From our analysis, we suggest that a progression from poverty to recovery occurred, despite poverty remaining a fundamental aspect of the activity.

La corruption de la pythie chez Hérodote dans l’affaire de Démarate (VI, 60-84). Du discours politique faux au discours historique vrai (2013)In his “story of Demaratus”, Herodotus presents the pythia as corrupted by king Kleomenes of Sparta, in order to declare his colleague Demaratus bastard and then unable to rule. The episode has often been regarded as true or staging a realistic situation. However, a thorough study of the passage shows that the corruption of Delphi is only one link in a great story of corruption in which all the protagonists are punished. Actually, the narrative of Herodotus proves that even corrupted, the pythia tells the truth, even if, at first, truth remains hidden. The political discourse of Cleomenes, corrupted, thus proves to be true in the historical discourse of Herodotus. It is thus impossible to dissociate the corruption of the Pythia from the rest of the story, and make proof of Delphic dishonesty.
Cet article propose une analyse pragmatique de la communication clandestine. Je décris d’abord brièvement les différents savoirs que celle-ci peut convoquer (dont les secrets, les superstitions, les croyances non légitimées, les visions, les pressentiments et les prophéties). Par leur caractère commun d’exclusion (imposée et/ou voulue), et malgré les différences parfois assez remarquables à plusieurs niveaux, d’un type à l’autre de ces savoirs incommodes, je les regroupe dans cet article sous l’appellation commune de non-savoir. Ensuite je réfléchis sur la notion de non-dit, en soulignant la nature complémentaire de celle-ci par rapport à celle d’implicite. Le non-dit, conçu dans son rapport au non-savoir, permet de poser les bases d’un Principe de Non-Coopération. Ce principe impliquerait non seulement la transgression des maximes conversationnelles mais le renversement total du pacte de coopération tel qu’il a été défini par H.P. Grice et ses successeurs.
Dans le jargon de l'Afrique du Sud, tsotsi est un terme utilisé pour dési-gner les délinquants urbains noirs, les voyous des rues ou un membre de gang. Tsotsi est une déformation de " tsotsa " , qui signifie en langue seso-tho " habillé de façon voyante ". Leur histoire remonte aux gangs de prison du début du XX e siècle et aux célèbres gangs des années 1930 qui sévis-saient dans les banlieues de Johannesburg. Les propos de Nelson Mandela dans son autobiographie « La longue marche vers la liberté » décrivent bien les conditions de vie des tsotsis de l'époque : « Les gangsters, appelés tsotsis, armés de crans d'arrêt, étaient légion. À l'époque, ils imitaient les vedettes des films amé-ricains et portaient chapeau mou, costume croisé et cravate aux couleurs vives [...]. Il y avait les grands tsotsis, en costumes zazou, et les petits tsot-sis, les arnaqueurs. » Aujourd'hui, le terme « tsotsi » désigne les jeunes délinquants à la dérive alors qu'il avait à l'époque une connotation plutôt « glamour » du banditisme. Au costume zazou s'est substitué le jogging américain, les Nike/Reebok et, souvent, le pistolet à la ceinture… Il n'existe aucune définition véritablement consensuelle du gangsté-risme. Il faut cependant préalablement distinguer le crime organisé, des syndicats du crime et des gangs. En général, les gangs tendent à être moins structurés que les syndicats. Ils sont souvent basés sur un territoire, leurs activités criminelles sont moins sophistiquées que celle des syndicats, leurs membres sont en moyenne plus jeunes et ils s'identifient eux-mêmes par le nom du gang. Les membres du gang ont le sens de la cohésion qu'ils renforcent en créant une atmosphère de peur et d'intimidation. Les principales caractéristiques des gangs sont celles-ci : 1. Le nom du groupe : Cape Town scorpion, Restorama kids, Gambling boys, Stupids, Dirty Bastards, Mafias, etc. 2. Le territoire appelé turf qui est délimité par des graffiti.

The authors examined, through content analysis, some criticisms that have been levelled at the press in its coverage of crime. The propositions examined included the accusations that newspapers are preoccupied with violence and “street” crime, that they focus on the bizarre, are superficial in their reporting of crime, misinform the public about the characteristics of offenders and victims, and exhibit a conservative bias in their analysis. This study of a major Canadian daily newspaper revealed substantiation for some of these claims but failed to support others. Violent and street crimes received disproportionate coverage and very few articles contained an in-depth analysis of the roots of crime or the workings of the criminal justice system. The evidence was less clear or non-existent in relation to the claims that the press focus on nonroutine events, that they provide distorted images of offenders and victims and that they have a conservative bent.
