Abstract This chapter presents an action research-based case study of the development of pKADS (portable knowledge asset development system), an open source, desktopbased knowledge management (KM) tool, implemented in Java and targeted at government and nongovernment organizations. pKADS was a collaborative project involving Business Information Systems, University College Cork, Ireland and the United Nations Population Fund (UNFPA), and was funded by the government of Ireland.

Abstract: This paper reports on the development of an innovative Open Source Software solution called the Portable Knowledge Asset Development System (pKADS). pKADS is a desktop-based knowledge management system whose purpose is to promote knowledge sharing in government and nongovernment organisations, which the United Nations views a being pivotal to the inclusion of developing nations in the knowledge society.

Nowadays, organizations pursue their aims in a context of distributed collaboration, creating a need not only for supporting ICT systems, but for a hu-man-centred focus in which individual and group sense-making and learning are supported by appropriate toolsets. We argue that development of such toolsets re-quires an open systems approach. This paper discusses one example: non-competitive benchmarking (NCB), as a vehicle for knowledge transfer, leading to process improvement and potential for enhanced organizational performance. We use this example to explore ways in which engaged actors may be supported to create and share their contextually-dependent tacit knowledge. The foundation of open systems approaches is discussed, showing how socio-technical approaches continue to have relevance today.

In 2011 the independent government of Timor-Leste initiated a controversial oil and gas infrastructure project. To persuade Timorese citizens to embrace their vision of the future based on oil and gas, supporters of the project employed narrative strategies conventionally reserved for ritual authorities. Their scaling of ritual speech to the level of the nation hinged on establishing iconic links across different event-worlds (chronotopes). "Fiat speech" was, like infrastructure, designed to bring named realities into being through anticipation. To analyze this process of prolepsis, the concept of "anticipatory transformation" allows us to understand how oil infrastructure became not just a symbol of modernity and development but an index thereof.

Does Populism Matter in EU-China Relations? The Cases of Italy and Czechia2024 •
This article investigates whether populism affects the foreign policy of European Union (EU) member states towards China and, if so, through what mechanisms. In order to answer this question, we examine the cases of Italy and Czechia, both of which went through turbulent relations with China in the recent decade whilst also experiencing several government changes between populist and non-populist parties. Our analysis reveals that whilst populist-led governments appeared to be more China-friendly than non-populist governments, the impact of populism is not direct but mediated through other variables, namely, thick ideology, economic pragmatism and international positioning. We propose this model as a hypothesis for testing in future research. In addition, our findings suggest a need to rethink the relationship between thin-thick ideologies in the study of populism and to emphasise the role of 'economic pragmatism' as a mediating variable, which has been largely missing from the literature on populist foreign policy.
