Abstract Theories of interest intermediation maintain that the formation of bargaining positions in the European Union follows a distinctive bargaining style. This article evaluates whether the domestic pre-negotiations on legislative Commission proposals follow a pluralist, étatiste, clientelistic, corporatist or consociationalist logic. Our empirical evaluation compares the predictive accuracy of Nash bargaining models that take the distinctive features of these ideal types of interest intermediation into account.

Abstract Theories of interest intermediation maintain that the formation of bargaining positions in the European Union follows a distinctive bargaining style. This article evaluates such claims empirically. It compares the predictive accuracy of Nash bargaining models which take the salient features of five types of interest intermediation into account. We show that the interaction between government agencies, interest groups and parties in the formation of EU legislation is largely étatiste.

This article evaluates, by drawing on Barry's distinction between 'power'and 'luck', the predictive accuracy of competing bargaining models. We explore whether models that take various facets of political power into account predict legislative outcomes more precisely than purely preference-based models like the Nash Bargaining Solution (NBS). Our empirical examination compares how well different formal models predict the outcome of 66 legislative decisions made within the European Union (EU).

Abstract This article supports the expectation of Mancur Olson that considerable power asymmetries between competing interest groups characterize public policy making. We show that specialized producer and consumer groups are able to move the outcome into their preferred direction in the domestic prenegotiations on legislative proposals of the European Commission.

Pares Inter Pares? The Bargaining Success of the Commission, the Council, and the Parliament in European Union Legislative Negotiations2005 •
"This research note tries to determine how politically successful the Council, the Commission, and the European Parliament are in the area of EU legislative decision-making. After reviewing the literature, a research design is presented which incorporates information on the policy preferences of the different institutional actors for 70 recent EU legislative decisions that were negotiated under the consultation and the codecision procedure. We use correlation and OLS regression to analyze the distances between what the EU institutional actors want and what they eventually get out of the process. The findings of the analysis are that (1) the preference profiles of the three actors are rather dissimilar, and that (2) the success rates of the Council are higher than the rates of the Commission and Parliament."
