During entire second half of the 20 th century the Bodos launched vigorous movement for the separate state in Assam. After series of tripartite talks, the first ever peace accord with the Bodos was singed in 20 th of February, 1993. It was expected to be the harbinger of peace in the state which would full the aspiration of agitating ethnic community in northeast India. Though the accord had its own loopholes, the Bodos welcomed it. But the greatest defect in the accord, according to the Bodo leader was the boundary dispute. The boundary dispute finally led to the repeal of the accord by the ABSU and declared a fresh movement for the separate state. The arm organizations viz. BLTF and NDFB who were formed to safeguard the interest of Bodos, took their part unederground.

Since independence Northeast India has been a theatre of ethnic mobilization and violence. The multi-ethnic and multi-linguistic composition of the region has witnessed a number of ethnicity and identity based movements demanding a separate identity and ultimately a distinct space. The policy of 'divide and rule' as propagated by the colonial rulers had a long consequence in the political life of the region. The post-independent state too carried forward the colonial policy of drawing the boundaries on the basis of ethnicity. But even after craving out seven states in the region many minor groups within these states were left without any geographical entity. There were attempts by the larger groups to consume and assimilate such groups into a larger identity. Such attempts were most of the times and in places opposed by the minority group who viewed such centralizing tendency as an attempt to undermine and subdue their distinct identity. It is perceived as a cultural domination by a majority which is at the same time seen as 'outsider'. In this context the demand for a 'Bodoland' an exclusive homeland of the Bodos in Assam, the largest tribal group of the state has become a conflict with an unending cycle of violence and human suffering in the form of death and large scale displacement. This paper attempts to explore the historical genesis of the conflict in Bodoland and and tries to analyse various factors that were responsible for the development of such conflict.

The aspiration and cultural dominance of one ethnic group to carve out an exclusive territorial and political space based on being indigenous to the land excludingthe other community as the ‘other’ or ‘outsider’ who has historically been part of the same territorial and political space has resulted in creating strife in the society. The Bodonon Bodos conflict in Bodo Territorial Autonomous District (BTAD) area has been marked by separatist insurgencies and violence which could be seen as a manifestation of preserving a distinct identity of being indigenous to the area. The policy framework by the government of India has further aggravated the conflict scenario in the region. The construction of the ‘us’ and ‘them’ and interplay of politics have led to fragmentation of the political system along ethnic lines. Violence is a manifestation of secessionist tendencies related to conflict in the region.
The paper seeks to examine the demand of the Bodos for a separate state and the various developments that followed from the time of swearing in of the interim Executive Council of the Bodoland Territorial Council at Kokrajhar, Assam and has analyzed the issues emerging there from and the causes of discontentment of the Bodo community and ABSU, raising the need for a new design of an administrative structure.
The Union of India has been experiencing different movements or separatist tendencies since independence. This was seen to be developed for the first time among the Naga people during 1960s which resulted in the creation of Nagaland as a separate state in 1963. In the same way, the state of Meghalaya (1972), Mizoram (1986)and Arunachal Pradesh in 1987 had been created out of Assam.Telengana is the latest state created in India in 2009. The Bodos who are one of the major Plains Tribal communities predominantly inhabiting in the north western part along the foothills of the Himalayas had been struggling for a separate state. The Bodos have been contributing significantly towards the growth and development of the composite Assamese culture and society. But with the passage of time it was being felt by these people that they are being neglected, deprived, and exploited both by the government and the upper caste people. Besides, they have realized their identity with distinct socio-cultural attributes is being threatened and if not protected, their identity would be extinct from the soil of Assam. Considering their identity crisis they had started movement for a separate state adopting both democratic and violent means since 1986.
