5G networks will have to cope with an increase of data traffic, as well as a vast number of devices, which already transpires in the wireless/mobile communication environments. Several on-going efforts both from 3rd Generation Partnership Project (3GPP) and several proposals from the literature as well, attempt to overcome the existing barriers by enabling the use of Wi-Fis and femto-cells. The evolution of Access Network Discovery and Selection function (ANDSF) in Evolved Packet Core (EPC) networks, as well as the Hotspot 2.0 approach, can be used to facilitate a seamless integration of WiFis with the cellular networks. An HWN consists of different wireless networks. A heterogeneous network (HWN). Efficient handoff (HO) systems are needed to improve service quality (QoS) and provide a reliable environment in order to ensure seamless mobility across HWN. Optimum vertical handoff (VHO) in such an environment is a difficult problem. VHO decisions are based on the measurements of received signal strength ( RSS). HO decisions are taken separately without taking other HO user (EU) equipment into account. This leads to higher block rates and higher mobile device consumption. The VHO decision requires lower speeds, and since a high speed user can cause an inutile handoff that will waste network resources and thus affect network QoS. User mobility is a very vital factor in the decision to use VHO. By examining EU speed when deciding on a HO, the transmission cost and transmission time can also be reduced. The VHO prediction approach based on the mathematical model uses well established objective functions that take into consideration RSS, EU speed, load and user bandwidth cost. By adjusting the weights in the defined objective function, the system performance can be improved according to user preferences. Because of the great bandwidth and ease of networking, we take Wi-Fi and Wimax into account.

Heterogeneous Wireless Networks HWNs are combined networks made of different Radio Access Technologies RAT. Next-Generation Networks NGN will provide high bandwidth connectivity and high data throughput with smooth support for the user's QoS requirements, in this context, users with multi-interface terminals will be able to connect to different wireless technologies such as 802.16, 802.11 families and cellular families UMTS, HSPA and LTE in the same time. The idea of NGN is that users will not be tied with a contract with one single operator but, users will be able to choose the Radio Access Network RAT considering the user's QoS requested. This paper focuses on the network selection strategies and the inter technologies Handoff, we will present a description of the existed methods of network selection, we will discuss the merits and the weakness of such method and we will give our point of view.

Next generation wireless networks must be able to coordinate services between heterogeneous networks through multi-mode mobile terminals. Such heterogeneity poses a challenge to seamless handover since each access network has different operations. In this paper, the policies of multiple metrics for handoff to permit connectivity across UMTS and WLAN/WiMAX are designed. Moreover, how to select an optimal target network is an important issue to balance against the network condition and user preference. The considered metrics for handoff initiation include the predicted received signal strength (RSS) of neighbor networks and dwell time. The RSS is predicted by back propagation neural network which is beneficial to perform handoff early. Dwell time value depends on the user speed and moving pattern.
