This research examined the Low Income Housing Programme in Guyana to expose its strengths and weaknesses and to pronounce on its effectiveness as the provider of low income housing to those in great need of shelter. The examination also investigated whether there were gaps in policy and product for the declared Housing Frameworks and Elements set out by both the Inter-American Development Bank and the UN Habitat II Agenda. These are among the findings: 1. The LIHP was not effective in executing its full mandate 2. It did not protect the low income household from poor quality of houses 3. Deficiencies in meeting both national and international housing goals and agendas were evident: 4. The late provision of infrastructure before the completion of buildings in settlements was harsh. However, the LIHP’s failure to offer the low income earner other financial incentives to build their homes was its most serious flaw.
