Bandung Conference and Beyond 2015 Proceeding
In recent years, Australia has created some regional refugee arrangements with their surrounding countries. Under the agreements with countries such as Nauru, Papua New Guinea, Malaysia and the most recent, Cambodia, Australia is committed to providing financial means needed to run the processing and protect the asylum seekers who are relocated from their territory. These agreements then become questionable as the partner countries are developing countries which are relatively unstable in domestic politics and not prosperous enough to bear the non-financial costs of refugee protection, such as integration and accountability issues. In this case, relation between Australia and their partner countries could be considered as an example of relation between the developed (north) and the developing countries (south). Thus, a question appears to be prominent: what does Australia refugee settlement agreement tell us about the relations between the (developed) north and the (developing) south? By employing structuralism model in international politics, we propose an argument that Australia’s refugee resettlement agreement can be understood as a form of responsibility sharing on refugee issue between the concerning countries in the region. The arrangements have not only produced positive results but also negative ones, such as conflicts. Additionally, this research will also take into account the existence of international law(s) governing refugee issues as the basis to analyse the refugee protection, mainly in Australia’s resettlement partnering countries.

I have tried to take literally the title of the Plenary “Societal impacts of fl ows of globalization and climate change in the North – the infl uences of Northern Dimensions, Policies, Strategies and Programmes”, which represents and refl ects two-three of the sub-themes of the 4th NRF Open Meeting, and start by some questions. These questions I found relevant when trying both to analyse key phenomena of the current world such as global problems, fl ows of globalization and climate change and resulting societal impacts, and to fi nd proper and eff ective responses to them such as northern dimensions and policies or northern strategies, programmes and other practical tools and resulting infl uences.
The third edition of the Regional Integration Observer (RIO) in 2015 is dedicated to the current political challenges in Europe and West Africa. Articles analyze the consequences of the refugee crisis on the European integration process, Africa´s role in climate negotiations, the elections in Côte d´Ivoire, Guinea and Burkina Faso and the current situation in Guinea-Bissau. The contributions argue for a stronger europeanization of migration policy as well as foreign and security policy and come to an ambivalent assessment of the role of ECOWAS during the constitutional crises in Guinea-Bissau and Burkina-Faso. Finally, it is reminded that, in spite of official voices applauding for the presidential elections in Côte d´Ivoire and Guinea, the democratic and transparent organization of elections Africa remains in need of improvement.

The European migration crisis and the ongoing Rohingya refugee surge from Myanmar to Bangladesh have brought back the focus on migration governance and underlying policy challenges governing the issue. Many questions remain on how to properly manage mass migration flows. In particular, policy makers continue to face the challenge of respecting international commitments such as the 1951 Refugee Convention and its 1967 Protocol while at the same time mitigating political backlash promoted by a sense of loss of control and overburdening in receiving states. The present special section contributes to the ongoing debate in two ways. First, it homes in on regional perspectives on global migration governance with a view to fostering common approaches and better burden sharing. Second, the special section looks not only at Europe and its 'new gover-nance' model, but also at South America's 'emerging resettlement countries' and the potential for enhanced interregional cooperation between South Asia and Europe. In doing so, it puts the European crisis into a broader perspective and points to untapped potential of regional and interregional approaches around the world.
