    representatives is one of the key aspects of the citywide approach. However, the government representatives of Bangladesh are, in general, more willing to collaborate on direct development (cash support/ infrastructure development and so on) than to collaborate on social development (for example, capacity building and awareness raising in the community) or institutional development (such as building local government capacity). There is thus an urgent need to build awareness among government representatives and serviceproviding agencies of the importance of social and institutional development.

    Among the millions of children on the move worldwide many – including hundreds of thousands of unaccompanied children and adolescents – undertake dangerous journeys. This report shows how the lack of safe and legal pathways for refugee and migrant children feeds a booming market for human smuggling and puts them at risk of violence abuse and exploitation. Building on recent UNICEF policy proposals it sets out ways that governments can better protect these vulnerable children.

    People are as mobile as they ever were in our globalized world. Yet the movement of people across borders lacks global regulation, leaving many people unprotected in irregular and dire situations and some States concerned that their borders have become irrelevant. And international mobility—the movement of individuals across borders for any length of time as visitors, students, tourists, labor migrants, entrepreneurs, long-term residents, family members, asylum seekers, or refugees—has no common definition or legal framework. There does exist a well-established refugee regime based on the 1951 Refugee Convention and its 1967 Additional Protocol, both implemented by the United Nations High Commissioner for Refugees (UNHCR). As the nature of conflict has changed in recent decades, however, this regime has shown strain and weakness. As part of its PWB 2011-2012, the DAC International Network on Conflict and Fragility (INCAF) initiated a research project on " global factors influencing the risk of conflict and fragility ". Global factors are defined as licit and/or illicit processes operating at the international, regional or cross-border level that influence the risk of fragility and conflict domestically. Examples include transnational organised crime, liberalisation measures and migration. The aim of this project is to: a) better understand global influences on fragility that have developed on the back of the process of globalisation; and, b) identify and initiate a few high impact actions that can help confront such factors from a development perspective.     Development cooperation actors have been addressing climate change as a cross-cutting issue and investing in climate adaptation projects since the early 2000s. More recently, as concern has risen about the potential impacts of climate variability and change on human mobility, development cooperation actors have begun to design projects that intentionally address the drivers of migration, including climate impacts on livelihoods. However, to date, we know little about the development cooperation’s role and function in responding to climate related mobility and migration. As such, the main aim of this paper is to outline the policy frameworks and approaches shaping development cooperation actors’ engagement and to identify areas for further exploration and investment.
