Active Employment Policies

Employee turnover is harmful to the running of organisations because it affects efficiency, productivity, profitability, and innovativeness, when it occurs in the workplace. Public service departments in South Africa have been struggling with the issue of holding skilled employees, as they have been moving to better paying corporate organisations in the private sector. When employees depart from an organisation, the remaining employees tend to perform additional work until another employee is recruited. The study aims to identify factors causing employee turnover in the public service, using the KwaZulu-Natal Department of Arts and Culture as a reference point. It provides recommendations on how to reduce employee turnover. This was a quantitative study which adopted a descriptive survey research design. For data collection, a structured questionnaire was used that comprised closedended questions. 127 KwaZulu-Natal Department of Arts and Culture (KZNDAC) employees participated in the study. Statistical Package for Social Sciences (SPSS) was used to analyse data. The findings show that the causes of employee turnover at the KZNDAC are a lack of career advancement, lack of promotion, unsatisfactory salary, unsatisfactory working conditions, and work stress. Oysaki istihdam, sadece yeni işler yaratılmasının ötesinde ekonomik, sosyal ve siyasal alanların tamamını etkileyen bir bütündür. İstihdam politikası, düzgün işlerin ortaya çıkışını teşvik etmekle birlikte; çalışmaya ilişkin temel hakların sağlanması, sosyal korumanın genişletilmesi ve uluslararası çalışma standartlarının gözetilmesi gibi niteliksel hedefleri de bulunan bir müdahale aracıdır. Bu araç, bir yandan ulusal gelirin artışını olumlu etkilerken; öte yandan herkes için tam, verimli ve insan onuruna yaraşır istihdam olanakları sağlayarak başta yoksulluk olmak üzere eğitim, sağlık ve güvenlikle ilgili sorunların çözümüne de katkı sunar.
Ancak Türkiye’de sermaye sınıfının yörüngesinde şekillenen Ulusal İstihdam Stratejisi aracılığıyla yürütülen istihdam politikası, sosyal diyalogdan yoksun bir içeriğe sahiptir. Bu haliyle istihdam politikası, işsiz kesimlerin istihdam edilebilirliklerini arttırıp işsizliği azaltmak yerine, daha çok bu kesimi işgücü piyasasının değişen koşullarına uyum gösterecek bir kalıba sokarak işletmelerin esneklik gereksinimlerini karşılayan bir işlev görmektedir. Devletin sorumluluktan sıyrıldığı bu yapıda işsizlik ve dolayısıyla yoksulluk bireysel bir süreç olarak değerlendirilir.
Tüm bunlardan hareketle, çalışmada istihdam politikaları ve yoksulluk
kavramları incelenmiş; Türkiye’deki istihdam politikalarının temel
özelliklerine, aktif ve pasif istihdam politikaları ayrımında yer verilmiş; son olarak da Türkiye’deki istihdam politikalarının yoksulluğa etkisi istihdam, gelir dağılımı ve sosyal koruma bağlamında açıklanarak, sonuca ulaşılmıştır.

Bir toplumda işsizliğin ortaya çıkardığı maliyetler, işsizlikle mücadelede farklı ve yeni yöntemlerin araştırılmasını ve kullanılmasını zorunlu kılmaktadır. Günümüzde bu yöntemlerin en dikkat çekeni aktif istihdam politikalarıdır. Bu programların en çok kullanılanları eğitim programları ve iş yaratma faaliyetleri, en başarılı olanları ise eğitim programları ve iş arama yardımlarıdır. Aktif istihdam politikalarının ulusal düzeyde çok detaylı bir organizasyon gerektirmeleri ve ciddi maliyetlerinin olması, iyi planlanmalarını ve etkili sonuçlar alınmasını önemli hale getirmektedir. Ancak uygulamalar ve konu ile ilgili yapılan çalışmalar incelendiğinde, ülkeden ülkeye hatta ilgili ülke içinde farklı sonuçların ortaya çıktığı görülmüştür. Bu çalışmada farklı sonuçların nedenleri araştırılarak etkililiği arttırmak için neler yapılabileceğine dair politika önerilerinde bulunulmuştur. Buna göre; aktif istihdam politikaları değişik programların birlikte kullanılması, uzman personel, iyi planlama, yeterli ve verimli kaynak kullanımı ile başarılı olabilecektir.

The costs caused by unemployment in a society necessitates to investigate and to use different and new methods in the fight against unemployment. At present, the most remarkable of these methods is the active employment policies. It has been found that while training programs and job creation activities are most commonly used of these programs, training programs and job search assistance are the most successful ones. Active employment policies at the national level requires a very detailed organization and significant cost. Because of this, well-planned and effective results become necessary. However, when applications and studies on the subject are analyzed, it can be seen that different results can emerge from country to country and even within countries. In this study, it will investigate the causes of the different results anf try to bring policy recommendations what can be done to improve the effectiveness. According to this, active employment policies for use with the different programs, professional staff, good planning, adequate and efficient use of resources will be successful.

ÖZ:
Ülkemizde Çalışma ve İş Kurumu (İŞKUR) tarafından uygulanmakta olan aktif işgücü hizmetleri, mesleki eğitim kursları, işbaşı eğitim programları, girişimcilik eğitim programları, toplum yararına programlar gibi alt başlıklarda uygulamaktadır. Bunlar içerisinden  “toplum yararına programlar”, işsizliğin yoğun olduğu dönemlerde veya bölgelere özel olarak uygulanan programlardır. Bu programlarda özellikle istihdamında zorluk çekilen işsiz grupları hedef alınmaktadır. Toplum yararına programların faaaliyet alanları bir yandan istihdamı arttırırken öte yandan toplumsal gönence katkı sunacak faaliyet alanları olarak seçilmektedir.
Toplum yararına programlarda son dönemde alt mevzuatta yapılan düzenlemeler ile değişklik yapılmış bulunmaktadır. Bu makalede toplum yararına programların çerçevesi ana hatları ile ele alınmış ve toplum yararına programların uygulama esaslarında yapılan son değişiklikler analiz edilmiştir.

El texto presenta la relación entre los indicadores del mercado de trabajo y la configuración social del empleo y el presupuesto de las políticas activas de empleo y de desarrollo local en el País Valenciano en los últimos veinte años. A través del análisis de los datos del Ministerio de Empleo y Seguridad Social y del Servicio Valenciano de Empleo y Formación, muestra los resultados de una investigación en curso. Las principales conclusiones a las que se ha llegado son que el gasto en las políticas de empleo ha sido incoherente con la evolución del mercado laboral en los momentos de mayor necesidad de estas actuaciones. Esta desarticulación se atribuye a que estas actuaciones son diseñadas en las administraciones estatal y autonómica pero implementadas en el ámbito local, que carece de una delimitación de competencias concretas y no tiene un reflejo normativo ni presupuestario en la materia.
The text presents the relationship between labour market indicators and the social configuration of employment and the budget of active employment and local development policies in the Valencian Country in the last twenty years. Through the analysis of the data of the Ministry of Employment and Social Security and the Valencian Employment and Training Service, it shows the results of an ongoing investigation. The main conclusions reached are that expenditure on employment policies has been inconsistent with developments in the labour market at times of greatest need for such action. This disarticulation is attributed to the fact that these actions are designed by state and regional administrations but implemented at the local level, which lacks a delimitation of specific competences and does not have a normative or budgetary reflection on the subject.

Una vez que el Real Decreto-Ley 3/2012 apuntó la posibilidad de crear la figura del cheque formación como vía de financiación de la formación de los trabajadores, la Ley 30/2015 y el RD 694/2017 procedieron a su regulación. Sin embargo, ninguna de estas normas ha definido la operativa que debe seguirse para la puesta en funcionamiento de esta figura. El propósito de este artículo es idear una mecánica para el cheque formación que garantice la libertad de las personas desempleadas para elegir la formación y la entidad formativa que deseen, al tiempo que evita la asimetría de información existente en el mercado de la formación y favorece la creatividad y la calidad de las entidades formativas. Finalmente, se propone la acreditación de la formación impartida mediante blockchain.

Since some decades, poverty and unemployment have been emergencies well known all over Europe, at the point that national countries and European institutions have been pushed to set up new tools of assessment and intervention, together with the need of innovative professionals that will respond to the new challenges. Among these emergencies in work poverty results from low wages, insecure and illegal employment and unwilling underemployment. The survey techniques differ according to the aim and rationality connected to the different institutions, displaying a misalignment between the methodologies and standards of European and national statistical institutes and public administrations with their data sets. In this context, the sociological mission and the function of the social technician engenders cohesion between the micro-social (individuals and families affected by socio-economic distress) and the macro-social dimension, including the territorial employment dynamism, the welfare and labor policies on qualitative and quantitative tools for profiling and define sections of data and of personalized employment inclusion strategies. In Italy an example that follows the European guidelines is the Basic Income (Reddito di Cittadinanza), a new asset modernizing the active labor policies and welfare standards and introducing a new professional figure related to both clinical and applied sociology, the navigator.
