Predrag Malbaša Jedno od nepisanih pravila u politici glasi da se problem koji se ne može riješiti ne otvara. U državnoj administraciji stvari stoje drugačije. Sve što je pokrenuto dopisom, molbom, zahtjevom, zaključkom ili upravnim aktom, mora biti riješeno u zakonskom ili primjerenom roku. Mi u Crnoj Gori funkcionišemo drugačije, nekako smo komotniji, tandaramo o svemu i svačemu, od velikih smo riječi i lakih obećanja, sa nevjerovatnom sposobnošću da kada ne ostvarimo zadati cilj, krivca nađemo u nekom drugom. Vlada Crne Gore je u julu 2014. godine, usvojila Izvještaj o implementaciji projekta Revalorizacija kulturnih dobara Crne Gore. U uvodnom dijelu ovog dokumenta, precizno je navedeno da su u proteklim decenijama konstatovani brojni nedostaci dokumentacione zaštite kulturnih dobara. Zbog čega je, kako se dalje navodi: "članom 142, Zakona o zaštiti kulturnih dobara predviđena obaveza revalorizacije kulturnih dobara, što je podrazumjevalo izradu elaborata za sva kulturna dobra, koja taj status imaju prema ranijim propisima, od ustanovljavanja institucionalne i zakonodavne zaštite kulturnih dobara 1948. godine. Predmetnom revalorizacijom, kao se u Izvještaju navodi obrađeno je 1286 nepokretnih kulturnih dobara, sa ukupno 2700 objekata i 478 pokretnih kulturnih dobara, pojedinačnih predmeta i/ili zbirki, sa ukupno 91,248 predmeta. Kada se iz uvodnog dijela pređe na čitanje ovog dokumenta, može se konstatovati samo jedno. O brojnim nedostacima dokumentacione zaštite kulturnih dobara u ovom Izvještaju nema ni pomena. Izvještaj naime samo donosi informacije i statističke podatke o "predlozima elaborata". Možda za to nije ni bilo potrebe, jer je važećim zakonom, a kroz sadržaj novih rešenja o statusu kulturno dobro, predviđeno unošenje svih relevatnih podataka o kulturnom dobru (naziv, opis, identifikaciona oznaka, granice itd). Dakle, kada jednog dana "predlozi elaborata" postanu "elaborati", naša kulturna dobra dobiće konačno pravno valjana rešenja, kojima će se ispraviti "raniji brojni nedostaci dokumentacione zaštite". Forma novih rešenja, takođe nije bez značaja, naprotiv, jako je važna, jednako kao i novi pasoši i lične karte, novi posjedovni listovi ili nove registarske tablice na vozilima. U Izvještaju je iznešena još jedna važna informacija. Naime, konstatovano je da unutar 63 zbirke koje su "predlogom elaborata" zadržale status kulturno dobro, nedostaje 9.415 predmeta!! što je bezmalo 10 procenata, od ukupnog broja pokretnih kulturnih dobara. Shodno ovom podatku u Izvještaju se predlaže neophodnost da "Uprava za zaštitu kulturnih dobara u saradnji sa vlasnicima odnosno držaocima kulturnih dobara sprovede postupak utvrdivanja u skladu sa zakonom". Šta to znači? Predmeta nema, moguće da su zagubljeni po depoima, privatizovanim firmama, možda su nemarom uništeni, možda su tu ali se ne mogu identifikovati, a možda su i ukradeni. Na tvrdnju da nedostaje 9415 predmeta, Vlada nije sjedila skršenih ruku. S tim u vezi na sjednici od 4. septembra 2014. godine, Vlada je donijela Zaključke u kojima se između ostalog zadužuje Uprava za zaštitu kulturnih dobara da u skladu sa Zakonom o zaštiti kulturnih dobara, sačini izvještaj sa predlogom mjera, a u odnosu na nesavjesno postupanje vlasnika i/ili držalaca kulturnih dobara, radi zaštite kulturnih dobara za koje je konstatovano da su ugrožena ili čija je identifikacija bila otežana. Dakle na nespornu informaciju da nedostaje 9415 predmeta, koji uživaju zakonsku zaštitu kao kulturna dobra i na predlog da se pokrene postupak utvrđivanja zašto nedostaju, Vlada zadužuje nadležni organ da sačini Izvještaj sa predlogom mjera, radi zaštite kulturnih dobara za koja je konstatovano da su ugrožena ili čija je identifikacija bila otežana, pa ih nema.

Резиме: Рад се осврће на правне акте од средњег века до данас на територији Србије који се односе на чување онога што данас називамо споменичким наслеђем, посвећујући посебну пажњу проблему разумевања његове вредности и конституисања исте у оквиру датих правних оквира.
Разматрају се прва средњовековна интересовања за очување наслеђа која се правно уобличавају ради регулисања правно-имовинских односа, а не ради општег сазнања и заштите наслеђа као сведочанстава прошлости. Након дуге традиције црквених уредби први правни прописи који се односе на заштиту старина зарад сећања на исте, у Србији су настали тек у деветнаестом веку, док се жеља да се оне „упознају, прикупе, обезбеде и чувају“ јавља у Србији тек након Другог српског устанка. Исказује се поштовање старосне вредности споменика уз свест о дуговекости као начину очувањa, што одређује тада примењене мере обнове споменика. Почетком двадесетог века се у Нацрту закона о заштити старина изразом старина означавају предмети „који имају културне, научне, историјске или уметничке вредности за доба у којем су настали и за место у којем су постали“. Тада први пут наилазимо на израз вредности, а запажамо и да је у том, као и у ранијим актима реч о споменику као документу прошлости који може расветлити нека питања из историје, односно објаснити прошлост из које је потекао.
Такав значај дефинише вредност споменика, а он се према баштинским теоријама двадесетог века односи и на својство споменика да у данашњем облику и стању може бити извор за разна сазнања и средство за одржавање сећања на значајне догађаје, идеје и људе. То својство упућује и на јавни интерес, који и захтева да споменици буду сачувани. Напор за препознавањем различитих вредности споменика ради што прецизније категоризације целокупне баштине, утицао је на утврђивање бројних правних регулатива од периода након Другог светског рата, а с намером адекватног управљања баштином.
Разлика коју примећујемо између правног одређења и каснијег научног дефинисања споменика, а које је настало на трагу развоја споменичког права, јесте она битна разлика коју и у науци о баштини уочавамо у другој половини двадесетог века. Споменик више није окарактерисан само својом старосном вредношћу, па ни историјском, већ информатичким потенцијалом и комуникативношћу. Раније схватан као документ, или сведочанство прошлости, споменик је сада споменик садашњости, па је и питање баштињења проблем савременог друштва.

During the Second World War, the connection between Belgrade and Zemun was very important for the illegal Communist movement. In this way all reports, materials and money were sent to the Provincial Committee for Serbia. On the other hand, the Provincial Committee for Serbia used this connection to send letters to the District Committee of Zemun and to transfer compromised illegals to liberated territory. Maintaining this connection was quite difficult and dangerous because this was the border "between two states", which had to be crossed with appropriate IDs and often with various illegal materials. Тradicija slobode [slobodarstvo] је gradivna materija kulturne baštine a takvoj tradiciji su imanentne razvojne traume i kritičke [diskurzivne] slobode. Kulturna baština je tačka preseka ovih imanentnosti-razvojne traume su istorijski odnosno spoljni plan kulturne baštine dok su kritičke odnosno diskurzivne društvene sile njen unutrašnji plan, na kojima će biti i akcenat ovog teksta. U trenucima društvenih tenzija ili sukoba, tradicija slobode raspolaže argumentom koji ovaj specifičan korpus nepokretne kulturne baštine čuva od ideološkog ili političkog sistema koji bi je podveli pod nepoželjnu, "tešku" i/ili "spornu" [difficult, dissonant, contested heritage]. Tradicija slobode rizomski prodire kroz različite društene grupacije, ideološke sisteme i političke strukture, budući da je profilisana tendencijom eliminacije moralnih, socijalnih i konceptualnih razlika. Simboli proteklih društvenih reprezentacija slobode, posebno oslobodilačkih tradicija, prividno su reakcionarnog svojstva ali sadržeći komponentu slobodarstva, raspolažu izrazitom sposobnošću ukorenjivanja u sebe nesvojstvene budućnosti.

The paper explores the importance of local culture in advertising in Southeast Europe, in particular in Serbia. The aim of the research was to examine whether there is any difference in perception among people in Serbia toward brands using local advertising campaign and brands using global advertising campaigns. The research included 520 respondents and the analysis included different statistical methods. The study examined the extent to which the influence of culture on the communication strategy is felt, and whether this impact is the same for all target audiences and for all product categories. The research reveals whether customers from Serbia prefer local or global campaigns, and whether the choice of the local versus the global has a more positive impact on brand perception. The subject of this paper is theoretical and empirical research of students' motivation, teaching focus and students' and teachers' roles in the teaching process of higher education. The research presented in the paper was conducted on a sample of two pedagogical faculties: the Preschool Teacher Training College in Kikinda in Serbia and the Faculty of Pedagogy in Pitesti, Romania during the 2019/2020 school year. The findings show that students' motivation to learn is moderately high, and that internal motivation is more prevalent than external. Most of the students state that they take the role of participants in teaching process, and that their teachers take the role of a source of knowledge. The paper analyzes the activities of Special Police investigators, former members of the communist movement in Belgrade. Recruiting detainees for secret cooperation with the Special Police was a practice that lasted throughout World War II.
