Colonialism and Indigenismo

Muchas personas creen que los que bailan las danzas tradicionales mexicanas son indígenas, esta afirmación no es del todo verdadera, si bien es cierto que muchos pobladores nativos bailan danzas tradicionales, también es cierto que existen muchas personas –no indígenas- de las ciudades que bailan danzas tradicionales, incluso en algunos casos, la Danza tradicional es un símbolo fundamental de sus ciudades, al grado de organizarle monumentos, días conmemorativos, y representarlas en imágenes y en medios escritos u orales.

Es cierto que existen poblados indígenas que bailan danzas tradicionales, por ejemplo la  Danza-Teatral del Tecuan es representada en  idioma Náhuatl en Tetelpa, Morelos; y en el poblado de Juxtlahuaca del estado de Oaxaca, se  representa en idioma mixteco, la Danza de los Chilolos que es muy parecida a la Danza del Tecuan.

Ang mga taong 1571-1600 ay ang mahalagang panahon sa paglalatag ng pundasyong kolonyal ng kapangyarihang Espanyol sa Pilipinas. Ito ang magbabalangkas at magtatakda ng hubog at pangkalahatang kalakaran ng kolonyalismong Espanyol sa kapuluan sa buong panahon ng kanilang pananatili. Mula sa perspektibang maritimo, lumitaw ang isang alternatibong pagtingin sa proseso ng kolonyalismong Espanyol. Naitakda ng pag-aaral na ang patakaran ng repartimiento at sistemang encomienda ay ang espasyal na pagpapahayag ng konseptong partisoni-de-fondo; ang pagtatatag ng mga astillero, mula Luzon hanggang Zamboanga, ay sumisimbolo sa maistre ng bagong bangkang-bayan (bayang-kolonyal) ; ang pueblo bilang sosyo-espasyal na pagpapahayag ng kaayusan sa bangkang galera kung saan itinakda ang lugar ng mga Indios sa banchi bilang tagagaod o alipin ; at, ang pangkalahatang sanhi at tendensiya ng opresyong kolonyal bilang likas na konsekwensiya ng kalikasan at layunin ng digmang-galera sa pag-aangkin ng teritoryo, pagsasamsam ng mga ari-arian at pang-aalipin sa mga sakop. Ang kabuuan ng tradisyong ito ang nagbigay ng konteksto sa naging kondukta ng pananakop at proseso ng kolonisasyong Espanyol tungo sa transpormasyong kolonyal. The period 1571-1600 was the foundational phase in the process of Spanish colonization in the Philippines. It was in this period that the general outline and character of Spanish colonialism in the Philippines were established which defined and guided trends and tendencies of its policies for the entire duration of the colonial period. Viewed from a maritime perspective, the study offers an alternative interpretation in the process of Spanish colonization. The study presented the policy of repartimiento and the encomienda system as spatial expression of the concept of partisoni-de-fondo; the astilleros dotting the archipelago from Luzon to Zamboanga, symbolically represents the maistre of the newly established shipshape (galley) colonial society; the pueblo system serves as the socio-spatial expression of the new socio-spatial order wherein the Indios were clearly established in the benches as rowers or slaves; and, the general causes and tendencies of colonial oppression were natural consequences of the objectives and nature of galley-warfare towards conquest of territories, looting and slavery. The entire gamut of this tradition of maritime warfare places in context how Spanish colonization proceeded and the general conduct in the process of colonial transformation.

Multidisciplinary in scope, the essay includes new archival material, as well as an analysis of several images. Part of the analysis focuses on an unpublished manuscript by the Franciscan friar José Mariano Díaz de la Vega. Rich in details, the text by this Creole clerical author offers an apologetic view of the Indigenous population by collecting several accounts describing their ability to become "good Christians":  Salvadora de los Santos, Catherine Tekakwitha,  and the apparition stories of the Virgins of Guadalupe, Remedios, Ocotlán, and San Miguel del Milagro. It also describes portrait galleries of illustrious Indigenous men across Spanish America such as Juan de Espinoza y Medrano (El Lunarejo).

"Efforts to develop a shared, Pan-American indigenista plan, beginning with the
creation of the Inter-American Indian Institute (Instituto Indigenista Interamericano—
III) in 1940, had to overcome a series of problems, especially financial and political ones.
Obtaining support from the Mexican government and, above all, from the United States
allowed the III to launch some important projects, but it greatly limited the extent to
which it could promote a truly Pan-American program. The historical record suggests
that, in the end, the radical and ambitious indigenista plan was hard to realize. Moreover,
this history was much more uncertain, mixed, and ambivalent than had been expected
and challenged long-held assumptions about indigenismo and its role."

O estudo que desenvolvi para o doutorado (Ceppac/UnB, 2002-2006) proporcionou-me uma visão histórica de médio/longo prazo das políticas indigenistas, que passaram a ser vistas no marco de um processo sociocultural e político de relativa longa duração; ampliou a visão do espaço geográfico onde elas operaram ao longo do século XX; aguçou a percepção das diferentes tradições indigenistas operantes no continente, particularmente na América Latina; e abriu meus olhos para o papel das instituições multilaterais e bilaterais de ‘cooperação para o desenvolvimento’ na territorialização e desterritorialização dos indigenísmos e das políticas indigenistas no continente, desempenhando um papel protagônico nas transformações ocorridas no meio indígena e no aparato político-administrativo dos Estados nacionais. Caracterizo a este processo como de expansão e modernização das relações de mercado e de integração de populações indígenas aos projetos de Nação operados na América Latina. A crise epistemológica, política, moral e operativa do indigenismo integracionista, com a emergência dos movimentos etnopolíticos indígenas, com suas reivindicações de direitos e de participação na elaboração e gestão das políticas dos Estados nacionais, trouxe para o interior do indigenismo o desafio de ter que formular alternativas, de ter que achar respostas a questões como: é possível criar e implementar um modelo de desenvolvimento alternativo, centrado nos ‘recursos’ (ambientais, sociais, culturais, econômicos e políticos) próprios dos indígenas? É possível haver um desenvolvimento focado na promoção da autonomia e soberania dos grupos étnicos no interior dos Estados nacionais? Pois é nesse contexto de pressões, desafios e dúvidas que vai emergir com mais força, nos anos 1980, conceitos como ‘etnodesenvolvimento’ e ‘desenvolvimento com identidade cultural’, hoje usados no discurso indígena e indigenista, pelas agências multilaterais de ‘cooperação para o desenvolvimento’, como o Banco Interamericano de Desenvolvimento (BID) e Banco Mundial (BIRD), e os Estados nacionais na América Latina.

This article aims to redefine the identity traits of an Andean protagonist presented in the narrative of Peruvian author Ulises Gutiérrez Llantoy. In his first novel, Ojos de pez abisal, I shall concentrate on the way he modifies the traditional landscape. Andean geography is readjusted as it is presented through the eyes of an andino living in Japan. His second novel, Cementerio de barcos, presents the global experience of the main character, how he engages in the construction of urban alliances as part of peripheral dynamics. Gutiérrez Llantoys's Andean protagonist emerges as a polyglot inhabitant of shanty towns, a world traveler that loves rock. Following James Holston's concept of insurgent citizenship, I aim to reveal the contribution of recent Andean narrative to the global debate on identity construction. This exploration of the globalized andino implies taking on the challenge of redescribing traditional Andean components in a radical new setting.
