Corruption serves as a major impediment to development. Resources intended to address the basic development needs
of millions of poor people around the world are diverted and misallocated through various forms of corrupt practices.
donors are becoming increasingly aware of the relationship between corruption and development and taking measures
to mitigate these effects.

This concept paper emphasises that a shared consensus between partner countries, policy-makers and academics is
critical. donors should situate themselves in a position from which they are able to provide the necessary analysis and
support required by partner countries in their own anti-corruption efforts.

The main objective of this paper is to provide insights into the current thinking on anti-corruption in developing countries
in order to enable the EU staff (at the Commission, EEaS and in EU delegations) :

• acquire useful tools to analyse corruption in a given local setting;
• Become better equipped to support the implementation of anti-corruption strategies and policies; and
• to better identify relevant anti-corruption measures so as to improve the mainstreaming of anti-corruption in European
Commission development assistance.

Korupcija je prvi udžbenik na prostoru Balkana koji nastoji da multidisciplinarnim pristupom analizira i objasni vidljive i skrivene dimenzije društvenog fenomena korupcije. Udžbenik je baziran na nastavnom planu specijalističke obuke koju je Centar za bezbednosne studije počeo da realizuje u Beogradu 2001. godine obučivši deset generacija specijalizanata.

Legal protection is an essential tool for enabling whistleblowers in Ukraine to report on corruption crimes. Most people are still afraid to publicize abuses of the law at their workplaces or in educational institutions because they fear losing their jobs or destroying their careers. This article briefly analyzes international and domestic legislation on these issues, as well as the positions of the Council of Europe and the European Union. It also discusses the efforts of the civil society organizations that united to form the "Initiative 11" group, which works to draft better whistleblower-protection laws and rally support for these laws. The article concludes that there remains a great need for a comprehensive whistleblower-protection law in Ukraine to facilitate the discovery and prosecution of corruption crimes.

O caso recente de corrupção na maior empresa brasileira, a Petrobras, classificada dentre as maiores empresas globais, uma das maiores empresas de petróleo do mundo e, mais recentemente, classificada como a maior produtora de petróleo dentre as empresas privadas, traz à tona a questão da confiança nas corporações e como elas agem no contexto da sociedade, nas relações ora tácitas, ora explícitas, que estabelecem com outras organizações, outras pessoas e até mesmo com o Estado, estando este último, muitas das vezes, se apresentando como o pivô nas questões de agressão contra a sociedade, ora pela sua conivência, ora pela sua omissão. (The recent case of corruption in Brazil's largest company , Petrobras , ranked among the largest global companies , one of the largest oil companies in the world and most recently ranked as the largest oil producer among private companies , brings up the question confidence in corporations and how they act in the context of society, in either tacit relationships , sometimes explicit , established with other organizations , other people and even with the State , the latter , often , appearing as the pivot in aggression issues against society , sometimes by their connivance , sometimes by their omission).

Spanish urban development has been affected by public corruption, which has contributed to the escalation of land and housing prices, among other problems.  Despite the efforts done in recent years to tackle corruption in urban development through public law, the lack of effectiveness in this fight has been noticeable.  In order to prevent corruption and mitigate its detrimental consequences, some lines of prevention especially adapted to the characteristics of the phenomenon are proposed.  Their implementation in the administrative system should result in a better and more effective fight against corruption.
